    Changes in security environment after the end of Cold War have seriously affected our security concepts and paradigms. Human security was finally conceptualized and presented to the global public in ... a Human Development Report in 1994. The concept has evolved since then and, today, we have embarked upon a serious conceptual and practical debate on the relationship between security and human rights and freedoms. The goal of this paper is to show the complex relationship between the concept of security and human rightsand briefly introduce the empirical debate on this relationship in the field of civil aviation
