  • Wie oligarichisch sind Österreichs Parteien? : Eine empirische Analyse, 1945 - 1992

    This article is the first attempt at emipirical analysis of intra-party democracy in the Austrian parties. In line with Cassinelli (1953) a party is defined as oligarchical when its leaders are "free ... from control" of the rank and file. In order to establish the relevance of intra-party democracy section Il surveys democratic theory. Nowadays most authors agree that intra-party democracy is relevant for the quality of democracy in a given country, even if more emphasis is given to inter-party democracy. The bulk of the paper examines empirically the post- 1945 record of the Austrian parties by analysing the intra-party democracy in three categories; the party statutes, the actual practice at the party congresses and the stability of party leadership. The rank order of the parties, from the most to the least oligarchical party, is summarised in Tabel 7. If these categories are averaged, the SPÖ turns out to be the most oligarchical party, the ÖVP covers the middle ground and the FPÖ is the least oligarchical party.
