    This study addresses the relationship between the consolidation of democracy and the ending of rivalries with neighborhood states. It further investigates whether internationalist foreign policies can be useful in "reprogramming" militaries to accept civilian authority. It studies closely the connection between democratization and security cooperation in Argentina and Chile in the 1990s.
