In fall of 2005, little or nothing at all remained from the United Nations reforms proposed by the U.N. Secretary General & supported by some member states. The over 150 heads of member states that convened in New York on September 14-16 postponed the reform of the Security Council & adopted a document whose goals clearly do not match those of the U.N.'s 2000 Millennium Declaration, according to the author of this article. Despite the deletion of some dated articles of the U.N. charter, including references to "enemy states" & chapter XIII about a Trusteeship Council, as well as the decision to create a commission for peace consolidation -- however without any financial covenants -- no concrete commitments or reforms were decided upon. The author contends that important areas such as management of the U.N. Secretariat, human rights, or public development aid remain without any concrete action plans, except for the general requirement to improve services, which is consistent with the U.N.'s usual rhetoric.
