  • Why institutional change should be rapid - a transaction costs perspective
    Ovin, Rasto
One of the most disturbing elements of reforms is uncertainty and unclearness of events, which prevent economic agents forming expectations without substantial risk. This then hinders investment and ... the growth of firms. Development in the institutional field, here meaning the supply of institutions and rules by the state, reduces firms' risk and enables them to concentrate on growth. It is important that we are aware that through this activity they support essential macroeconomic goals. Owning to the state of affairs in transition theory, it is far from clear which of the two reform strategies, gradualism or 'big-bang', can lead to the best outcome in the reform from socialism to a market economy. This article will try to show that in the case of institutional change, faster changes offer more advantages than gradualism.
