The four main challenges facing industrial civilisation at the dawn of the new millennium are (1) the survival of democratic culture, and of high culture in general, (2) the continued flow of energy ...and goods, (3) social standards, involuntary poverty and life goals of people from the higher, middle and lower strata, plus (4) the emerging question of the politics of surival. Possibly the world has, in the long run, a political choice between a new renaissaince and cyberfeudalism. The article discusses the similarities with the Second Yugoslavia and the former Soviet Union. The goals of the EU are found lacking, and some demands are proposed, including a "Magna Charta" of local rights.
