The prospects for aligning transport, spatial, and development planning at the regional level in Slovenia are presented in this article. We focus primarily on assessing the possibility of linking and ...interweaving the contents of documents provided for existing legislation, as well as legislation that is in the preparation phase. First, we present the general factors of differentiation and connection between the documents of the considered areas of planning. Then, we present the substantive factors of differentiation and the connection between the documents at the state level. In the next chapter, we present emerging technologies and transport services and their inclusion in spatial, development, and transport planning in national documents and regional development programs. In the last part of the article, we present the final findings and proposals for the substantive integration of the preparation of transport, spatial, and development planning documents at the regional level in Slovenia. The article was prepared in the framework of the CARE4CLIMATE project – boosting greenhouse gas emissions reduction by 2020 with a view to 2030 – promoting sustainable transport, energy efficiency, renewable energies, and sustainable, climate-protecting land use in the transition to a low-carbon society.
Socio-Economic Impact Assessment (SEIA) represents the most widely used tool for determining the potential current and future social and economic impacts of proposed infrastructure and other ...development projects and for developing appropriate policies and measures by which the identified adverse effects can be mitigated or eliminated, and positive social and economic impacts can be effectively capitalized on for the benefit of communities in which the projects are spatially located. In Slovenia, SEIA is not legally binding; for this reason, its use depends on the content and nature of specific development projects as well as on the assessments of the contracting entity. In this paper, the results of a partial SEIA of the new railway link site selection in the Pomurska region on the route Bad Radkersburg (A) - Murska Sobota (SLO) are presented. The assessment was carried out at three hierarchical territorial levels: at the level of EU, the Republics of Slovenia and Austria; at a wider cross-border level that includes the Austrian Province of Styria and the Slovenian Podravska and Pomurska regions; and at a narrower cross-border level, covering the area between the Austrian town Bad Radkersburg and the Slovenian town Murska Sobota, also including some other important settlements on the Slovenian side of the border. For the purpose of the analysis, we prepared a proposal for four corridors of the new railway line on the route Bad Radkersburg - Murska Sobota. The proposed corridors were evaluated considering the set of seven selected criteria and three evaluation parameters. With the help of the implementation of partial SEIA, we selected the most suitable corridor for the prospective new railway line in this part of Slovenia. We ascertain that SEIA is an appropriate instrument for evaluating the social, economic, and partly also spatial impacts of transport infrastructure planning and construction. Therefore, we suggest that it would be advisable to consider its future inclusion in the relevant legal and regulatory framework in Slovenia.
V prispevku je predstavljen strateški položaj Ljubljane kot državne prestolnice Republike Slovenije na evropski ravni (ravni EU), evropski makroregionalni, državni in regionalni ravni. Označujejo ga ...številne prednosti in priložnosti ter tudi slabosti in pomanjkljivosti. Osrednje področje obravnave so značilnosti na področju razvoja poselitve in prometne infrastrukture. Kot pomembne so izpostavljene tudi institucionalno-organizacijske značilnosti oz. upravljalske zmožnosti upravljalskih struktur v Ljubljani pri izkoriščanju ugotovljenih prednosti in priložnosti ter odpravljanju slabosti in nevarnosti. V nadaljevanju je podan predlog vizije ter splošnih in konkretnih ciljev razvoja Ljubljane na omenjenih teritorialnih ravneh. To je možen strateški razvojni okvir, ki lahko koristi Ljubljani pri vmeščanju v predlagane nacionalne in evropske velike razvojne projekte.
In the paper, an analysis of the strategic position of Ljubljana as the capital of the Republic of Slovenia at the European (EU), European macroregional, state and regional level is presented. This ...position is characterized by numerous strengths and opportunities, as well as weaknesses and threats. Settlement and transport infrastructure development characteristics are given central attention. Furthermore, significance of institutional and organizational characteristics, as well as of managerial capacities of the administrative structures in Ljubljana, is emphasized as an important factor for capitalization of strengths and opportunities, as well as for mitigation of weaknesses and threats. A vision, general and specific development objectives at the above mentioned levels for Ljubljana are proposed. They form a potential strategic development framework, which could be of use to the governance structures when considering the position and role of Ljubljana in the proposed national and European major projects.
The article presents analyses of integration of spatial and environmental aspects in documents concerning development planning, regional structural policy and physical and environmental planning on ...the national, regional and local level. These are followed with guidelines for amending the system of development planning and integration of physical and environmental aspects into the new generation of regional development programmes. Possibilities for linking regional development programmes and regional concepts of spatial development are also presented.
V prispevku analiziramo vključenost prostorskega in okoljskega vidika v dokumente razvojnega načrtovanja, regionalne strukturne politike ter prostorskega in okoljskega načrtovanja na državni, ...regionalni in lokalni ravni. Predlagamo usmeritve za izpopolnitev sistema razvojnega načrtovanja ter za vključevanje prostorskega in okoljskega vidika v pripravo nove generacije regionalnih razvojnih programov. Predstavljamo tudi možnosti za povezovanje priprave regionalnih razvojnih programov in regionalnih zasnov prostorskega razvoja.
The author discusses possibilities for establishing joint and spatially united transport and energy supply corridors in Slovenia. Three basic development scenarios – ideal, active and tendential are ...shown and the potential influences of their realisation on regional spatial development in Slovenia. The basic aim of the article is to reflect upon possibilities and upon establishing professional, as well as design guidelines for spatially and technologically better connected renovation of the existing, and the construction of new transport and energy infrastructure, also concerning viable connections between the major national development centres.
Avtor obravnava možnosti za oblikovanje skupnih in prostorsko enotnih transportno-energetskih koridorjev v Sloveniji. Predstavlja jih v treh osnovnih razvojnih scenarijih – idealnem, aktivnem in ...tendenčnem scenariju ter ocenjuje potencialne vplive njihovega udejanjenja na regionalno prostorski razvoj Slovenije. Osnovni namen prispevka je preučitev možnosti in oblikovanje strokovnih ter načrtovalskih osnov za prostorsko in tehnološko čim bolj povezano obnovo sedanje ter izgradnjo nove prometne in energetske infrastrukture, tudi glede smotrnega povezovanja osnovnih razvojnih središč v državi.
The EU Strategy for the Danube Region emphasizes the various problems and challenges of long-term development of the macro-region. Besides uneven socioeconomic development, insufficient investment in ...infrastructure, environmental problems and so on, it also empha¬sizes the climate change that represents one of the major threats to current and future quality of life and safe development of countries, regions, cities and towns of the macro-region. Natural disasters (floods, landslides, hails, droughts) that in the last decade hit many towns and cities of the member states of the macro-region require a greater degree of cooperation in the field of adaptation to climate change, both within individual countries as well as between them. In this paper we present the status and activities in the field of adaptation to climate change in the Danube macro-region of Europe, and in Slovenia at the state level and the level of cities and towns. In doing so, we give the main emphasis to the status and trends that are characteristic of the Gorenje statistical region, which is located in the area of gravitational influence of Ljubljana metropolitan region. In the paper, which summarizes the results of the international project C3-Alps, we present the vulnerability of settlements and transport infrastructure in the Gorenje region to climate change as well as the possible scenarios of adjustments of settlements and transport infrastructure to the influence of climate change. In the final part of the paper we present a vision, concept and strategy for adaptation to climate change in the Gorenje region.
