More than ten years after REDD+ (Reducing Emissions from Deforestation and forest Degradation) entered the UN climate negotiations, its current state and future direction are a matter of contention. ...This paper analyses 162 INDCs (Intended National Determined Contributions), or climate action plans, to assess whether and how countries plan to use REDD+ in their implementation the Paris Agreement. Our analysis suggests that REDD+ continues to have political traction. Many tropical countries still have expectations of REDD+, and hope that public and private donors will support chronically underfunded domestic conservation programs. However, the expectations are not formulated in detail. We argue that until the questions of how to finance REDD+ and how to deal with the drivers of deforestation are resolved, REDD is unlikely to move quickly from formulated INDCs plans to implementation on the ground.
•The Article is based on a qualitative content analysis on REDD+ of 162 national climate strategies (INDC).•Despite all risks and criticism: REDD+ is still a significant political reality, 56 out of 162 countries mention REDD+.•Social and environmental safeguards are mostly absent in INDCs•International support plays a crucial role in the survival of the concept of REDD+, but finance for REDD+ is absent in the INDCs of potential donor countries.•Until the question how to deal with the drivers of deforestation is resolved, REDD+ is unlikely to move quickly from paper to implementation on a larger scale.

This book provides ...a comprehensive analysis of agrarian conflicts in the context of the implementation of REDD+ (Reducing Emissions from Deforestation and Forest Degradation) and forest carbon offsetting in Indonesia, a country where deforestation is a major issue. The author analyzes new kinds of transnational agrarian conflicts which have strong implications for global environmental justice in the REDD+ pilot province of Jambi on the island of Sumatra. The chapters cover: the rescaling of the governance of forests; privatization of conservation; and the transnational dimensions of agrarian conflicts and peasants’ resistance in the context of REDD+. The book builds on an innovative conceptual approach linking political ecology, politics of scale and theories of power. It fills an important knowledge and research gap by focusing on the socially differentiated impacts of REDD+ and new forest carbon offsetting initiatives in Southeast Asia, providing a multi-scalar perspective. It is aimed at scholars in the areas of political ecology, human geography, climate change mitigation, forest and natural resource management, as well as environmental justice and agrarian studies.

Conversions of natural ecosystems, e.g., from rain forests to managed plantations, result in significant changes in the hydrological cycle including periodic water scarcity. In Indonesia, large areas ...of forest were lost and extensive oil palm plantations were established over the last decades. We conducted a combined social and environmental study in a region of recent land-use change, the Jambi Province on Sumatra. The objective was to derive complementary lines of arguments to provide balanced insights into environmental perceptions and eco-hydrological processes accompanying land-use change. Interviews with villagers highlighted concerns regarding decreasing water levels in wells during dry periods and increasing fluctuations in stream flow between rainy and dry periods. Periodic water scarcity was found to severely impact livelihoods, which increased social polarization. Sap flux measurements on forest trees and oil palms indicate that oil palm plantations use as much water as forests for transpiration. Eddy covariance analyses of evapotranspiration over oil palm point to substantial additional sources of evaporation in oil palm plantations such as the soil and epiphytes. Stream base flow from a catchment dominated by oil palms was lower than from a catchment dominated by rubber plantations; both showed high peaks after rainfall. An estimate of erosion indicated approximately 30 cm of topsoil loss after forest conversion to both oil palm and rubber plantations. Analyses of climatic variables over the last 20 years and of a standardized precipitation evapotranspiration index for the last century suggested that droughts are recurrent in the area, but have not increased in frequency or intensity. Consequently, we assume that conversions of rain forest ecosystems to oil palm plantations lead to a redistribution of precipitated water by runoff, which leads to the reported periodic water scarcity. Our combined social and environmental approach points to significant and thus far neglected eco-hydrological consequences of oil palm expansion.

Background: We aimed to evaluate the feasibility of a non-contrast time-of-flight magnetic resonance angiography (TOF-MRA) protocol for the pre-procedural access route assessment of transcatheter ...aortic valve implantation (TAVI) in comparison with contrast-enhanced cardiac dual-source computed tomography angiography (CTA). Methods and Results: In total, 51 consecutive patients (mean age: 82.69 ± 5.69 years) who had undergone a pre-TAVI cardiac CTA received TOF-MRA for a pre-procedural access route assessment. The MRA image quality was rated as very good (median of 5 IQR 4–5 on a five-point Likert scale), with only four examinations rated as non-diagnostic. The TOF-MRA systematically underestimated the minimal effective vessel diameter in comparison with CTA (for the effective vessel diameter in mm, the right common iliac artery (CIA)/external iliac artery (EIA)/common femoral artery (CFA) MRA vs. CTA was 8.04 ± 1.46 vs. 8.37 ± 1.54 (p < 0.0001) and the left CIA/EIA/CFA MRA vs. CTA was 8.07 ± 1.32 vs. 8.28 ± 1.34 (p < 0.0001)). The absolute difference between the MRA and CTA was small (for the Bland–Altman analyses in mm, the right CIA/EIA/CFA was −0.36 ± 0.77 and the left CIA/EIA/CFA was −0.25 ± 0.61). The overall correlation between the MRA and CTA measurements was very good (with a Pearson correlation coefficient of 0.87 (p < 0.0001) for the right CIA/EIA/CFA and a Pearson correlation coefficient of 0.9 (p < 0.0001) for the left CIA/EIA/CFA). The feasibility agreement between the MRA and CTA for transfemoral access was good (the right CIA/EIA/CFA agreement was 97.9% and the left CIA/EIA/CFA agreement was 95.7%, Kohen’s kappa: 0.477 (p = 0.001)). Conclusions: The TOF-MRA protocol was feasible for the assessment of the access route in an all-comer pre-TAVI population. This protocol might be a reliable technique for patients at an increased risk of contrast-induced nephropathy.
In Indonesia, as in many other countries of the global South, processes to formalize rights over land have been implemented with the intention to reduce deforestation, decrease poverty and increase ...tenure security. Literature on de jure processes of land formalization is widely available. There is a gap, however, on the discrepancy of de jure land titling procedures and de facto strategies to legitimize land claims. Led by the theoretical concepts of “law as process” and “politics of scale”, this study closes this gap by analyzing the impact of national tenure formalization processes on de facto local patterns of land titling. Using empirical material from 16 villages in Jambi province, we show that the outcomes of the state-led land reforms and land tenure formalization processes are imitated and translated into locally feasible actions. We refer to these translation processes as “mimicry of the legal”. The land formalization endeavors fostering mimicry of the legal allow for resource exploitation and rent-seeking behavior.
The ongoing fairway adaptation of the Elbe Estuary is one of the most contested infrastructure projects in Germany in recent years. After a 17-year, highly contested planning process, delayed by a ...number of court proceedings, the dredging works started in 2019. The dredging aimed to establish a depth of at least 17.40 m below mean sea level, permitting the port to handle larger container vessels independent of the tide. Environmental NGOs, fishers and the riverine municipalities claim that the dredging will lead to habitat destruction, terminate the fishery in the estuary, and that it violates the European Water Framework Directive. The conflict illustrates that knowledge production, political economy and power are closely intertwined and provides evidence that some planning conflicts go even deeper than this. They are ultimately rooted in different ‘estuary ontologies’, in the different ways in which nature is enacted, and in different imaginations of possible futures for the Elbe estuary and its riverine population. Based on qualitative interviews with the actors who are involved in, observe or fight against the intervention, and on a content analysis of press articles and webpages, we unravel the complex relations between political economy, knowledge production and the different performances of reality which characterize the ongoing conflict over the fairway adaptation. We relate competing narratives, knowledge claims and ontologies to the actors promoting and challenging the fairway adaptation. Finally, we identify multiple estuary realities, which are enacted by specific practices performed by fishers, port authorities and environmental NGOs.
The cement industry is responsible for more greenhouse gas emissions than international air traffic, it takes up massive amounts of water and energy in the production process and creates highly ...destructive stone pit mines. The case we are presenting here stands for a complex transnational struggle for environmental justice involving the indigenous Sedelur Sikep community and a subsidiary of the German HeidelbergCement AG linking the Javanese lime stone landscapes of the Kendeng mountains with nodes of decision-making in Jakarta and Germany. The Kendeng mountains on the island of Java are important sites of social and cultural reproduction for the Sedelur Sikep, providing important ecosystem services. The community rejects the market economy and in particular the trading of products they have not produced themselves. Their practices have contributed to the conservation of this biodiversity rich landscapes for centuries. The plans of the HeidelbergCement AG to construct a cement factory raises concerns among the Sedelur Sikep. The group worries that the factory and the stone pit mine alter the hydrological cycle affecting their wet-rice fields and ultimately their lifestyles. Despite protests by Sedelur Sikep and allied conservation and human-rights organizations, the subsidiary of Heidelberg Cement AG hold son to its plans, referring to a completed environmental impact assessment and related permits. Building on the concepts of environmental justice and epistemic justice, we investigate how the Sedelur Sikep, together with conservation and human-rights organizations have (so far) successfully prevented the construction of the cement factory by challenging the procedural aspects of the permit process, stressing their role as indigenous communities and by challenging dominant forms of knowledge production used in environmental impact assessments. We show how successful resistance is organized employing the mainstream nature conservation narrative. We also show that the employment of different knowledge system is part of a strategy, while the groups own understanding of respecting and living with the mountain goes beyond this mainstream narrative.
