U okviru održivog arhitektonskog projektiranja, problematika energetske učinkovitosti u središtu je interesa svih sudionika u procesu njihovog odlučivanja o optimalnom investiranju u građevinskom ...sektoru. Ovaj rad predstavlja rezultate studije o procjeni troškova životnog ciklusa LCC assessment na temelju informacijskog modeliranja građevine BIM koja je dokazala da je metoda primjenjiva u ranim fazama procesa projektiranja.
Regarding the efforts towards sustainable architectural design, the issue of energy efficiency is in the focus of stakeholders’ decision making on the cost optimal investment in building sector. The paper summarizes the findings on cost optimisation by introducing the BIM-supported LCC assessment method used for different heating systems as a tool applicable in the early phase of the architectural design process.
This paper proposes an extended comparative evaluation model framework (ECEMF) that highlights two objectives: (1) a specific economic evaluation method for the cost-optimisation of prefabricated ...lightweight system envelopes to achieve a greater value of the building, and (2) a comparative evaluation model framework usable by different profiles of stakeholders, when adopting the decision on the most optimal envelope type in the early design phase. Based on the proposed framework, the analysis was conducted for the case study building representing a small single-family house located in Slovenia. The methodology applied is based on the life cycle cost (LCC) including construction, operation, maintenance, and refurbishment costs, but excluding dismantling, disposal, and reuse, for the period of 50 years’ lifetime of the building which combines the Building Information Modelling (BIM) with Value for Money (VfM) assessment. To exploit the automated evaluation process in the computing environment, several tools were used, including Archicad for BIM in combination with Legep software for LCC. On one hand, the model confirms the assumption that the optimal value parameters of a building do not only depend on the typical costs related to high-performance buildings. On the other hand, from the stakeholders’ view, the model enables the choice of the optimal solution regarding the envelope type to be made in the early design phase. In this view, the model could function as an important decision tool, with a direct economic impact on the value.
In European and national strategic documents, even Slovene ones, emphasis in physical and regional development, which is aligned to principles of sustainable development, is on goals and directions ...for balanced spatial development, while contemporary urbanisation processes, conditioned by global competitiveness of the post-industrial age, underline the leading role of large urban centres. On the other hand structural transformations in Europe are increasingly changing spatial relations between states, regions, cities and agglomerations. With growth of economic and infrastructure flows and strategic enforcement of transnational authority a uniform European economic and social space is emerging, in which different integrations are substituting the role of states. We are deliberating on the necessity of changing the viewpoint on prospective development of cities and urban regions, whereby focus of spatial policies and strategies is on integral dealings with space. Conditions for successful, competitive urban economy can be established only by connecting economic policies with other spatially-relevant departmental policies (transport, environment, agriculture etc.); with general welfare as the goal, another component is becoming significantly closer, which is social cohesion. In different chapters the article presents various global, regional and local factors and in European circumstances identifies the most typical factors affecting roles and functions in city development. Starting from various theoretical embarkation points and selected practical examples from different urban environments, the article tries to define possibilities for identifying initiatives and recommendations for designing development policies and strategies that are essential even in Slovene circumstances.
Prostorski in regionalni razvoj v strateških dokumentih Evrope in njenih nacionalnih držav, med njimi tudi Slovenije, v skladu z načeli trajnostnega razvoja poudarja zlasti cilje in usmeritve ...uravnoteženega prostorskega razvoja, medtem ko sodobni urbanizacijski procesi, odvisni od globalne konkurenčnosti postindustrijske dobe, poudarjajo vodilno vlogo velikih urbanih središč. Po drugi strani strukturna preobrazba Evrope vedno bolj spreminja prostorska razmerja med državami, regijami, mesti in aglomeracijami. Govorimo o nujnosti drugačnega perspektivnega pogleda na razvoj mest in urbanih območij, ki v središče prostorskih politik in strategij postavlja integralno obravnavo prostora. Pogoje za uspešno, konkurenčno urbano ekonomijo lahko oblikuje le v povezavi z ekonomsko politiko ter drugimi prostorsko relevantnimi sektorskimi politikami (prometno, okoljsko, kmetijsko itd.), z željo po splošni blaginji pa se ji vedno bolj izrazito pridružuje še komponenta socialne kohezije. Prispevek v posameznih poglavjih predstavlja raznovrstne globalne, regionalne in lokalne dejavnike in v evropskih razmerah prepoznava najznačilnejše dejavnike vloge in funkcij v razvoju mest. Na osnovi različnih teoretičnih izhodišč in izbranih praktičnih primerov iz različnih urbanih okolij poskuša opredeliti možnosti za prepoznavanje spodbud in priporočil za oblikovanje razvojnih politik in strategij, bistvenih tudi za slovenske razmere.
The opening of internal borders among the European Union member states has not only evoked complex socio-economic processes, but also produced new spatial development potentials. This is especially ...important for the areas located close to the national borders that were until recently regarded as underdeveloped and peripheral. Conversely, the European Union sees them in a completely different light, as key elements in the process of integration, economic, and social cohesion. Consequently, the processes of cooperation and networking have been triggered on different levels, whereby the deterritorialisation of the new economic, social, cultural and spatial relations occurs. The article describes the issue of spatial development of cross-border areas, which are setting up new development conditions by opening the borders. This topic is presented by the case study of spatial development of the area stretching along the axis between two regional centres, Maribor (Slovenia) and Graz (Austria), in the past subjected to numerous demographical, economical and geopolitical changes. In this regard, two viewpoints of spatial development of the area are exposed: the first one explores the influence of the national border on the development of the research area, while the second one reflects contemporary trends of dispersed urbanization along the infrastructural corridor extending between both regional centres, the most indicative among them being the emergence of new urban nodes.

The most often noticed points are pillars of city spatial identity. Their importance increases with occurrence frequency. The paradigm of quality of life in housing depends on variousinterconnectedness functions, which satisfy not only the needsof dwellers but also the inhabitants of the city, in general. Inaddition, it ...is essential that the residential areas incorporatewell accessible and appropriately designed open public spaceand green areas. In regard to that, the chapter focuses onthe impacts of housing estate planning elements on qualityof life. Currently, open public space and green areas in thepost-WW2 housing estates are often used for other purposes,largely as a consequence of number of cars that has led toenormous parking problems. Two decades after the housingprivatization, the question of the ownership of green areasand related maintenance is often the cause of most adverseconflicts, arising from the misuse of open public space.Further, a special phenomenon, the influence of high-qualityScandinavian housing models on Slovenian urban planningand design of housing estates in the post¬-WW2 period willbe presented. The overview of multi-family housing estates inthe city of Maribor from this period raise new approach on thequality of life particularly in regard to open public space.
