The Republic of Indonesia as a world maritime country and an archipelagic country which has 17,504 islands whose territorial area is dominated by the ocean. As a maritime country, Indonesia has 4 ...(four) points that become international chokepoints, namely the Malacca Strait, Sunda Strait, Lombok Strait and the Ombai-Wetar Strait. Indonesia has established three Indonesian Archipelagic Sea Lanes (ALKI) for the peaceful passage of international shipping, which are guaranteed by international and national law. The Indonesian Maritime Security Agency is a Non-Ministerial State Institution whose position is under and directly responsible to the President and has the authority to enforce the law at sea and is justified by law, so that with the issuance of Law Number 32 of 2014 concerning Marine Affairs and Presidential Regulation Number 178 of 2014 concerning the Indonesian Maritime Security Agency, it can be interpreted that there is legal legitimacy for the Indonesian Maritime Security Agency in carrying out its duties, functions and authorities to carry out law enforcement against special crimes at sea. This study aims to explore Indonesia's strategic role in law enforcement at sea towards national maritime security and resilience. The method used is a literature study approach and the data analysis technique used is a qualitative data approach by conducting secondary data analysis to explain the findings obtained. This research produces findings in the form of an analysis of Indonesia's strategic role in law enforcement at sea towards maritime resilience and security both nationally and regionally.
The achievement of the vision, mission and also the target of a military institution is strongly influenced by soldiers or personnel who are human resource capital. In terms of human resources or ...personnel, of course, they have work motivation that must be maintained in order to survive in military organizations. Potential human resources and in accordance with their field of work will support the achievement of the organization if they are utilized optimally. This study aims to find answers about how the influence of organizational culture (X1) and job satisfaction (X2) on the work motivation of military personnel (Y) with work facilities as moderating variables (X3). The scientific method used in this research is survey research using a quantitative approach, the data analysis carried out in this study by analysis using statistical model tests. The results obtained in this study are (a) Organizational culture (X1) has a significant effect on work motivation (Y) in Institutions or Military Organizations, (b) Job satisfaction (X2) has a significant effect on work motivation (Y) in Institutions or Organizations. Military, and (c) Work facilities (X3) have a significant effect on work motivation (Y) in Military Institutions or Organizations. Based on the test results, it is also known that there is an effect of these variables after interacting with the work facilities variable as a moderating variable, the results obtained that have a significant effect on the work motivation of personnel. So it can be concluded that work facilities moderate organizational culture and job satisfaction so that it affects the increase in work motivation in military institutions or organizations.
The Indonesian Navy is the spearhead in maintaining maritime security in Indonesian waters. In carrying out its main tasks, the Indonesian Navy has components of an Integrated Fleet Weapon System in ...which there are elements of Ships and Naval Bases. To ensure the effectiveness of carrying out operations by ship elements, ship operations are supported by the Naval Base as the organizer of the support function. Naval Base's carrying capacity consists of 5 (five) support functions, including: (1) support for anchoring facilities; (2) support for supply facilities; (3) support for maintenance and repair facilities; (4) support facility maintenance personnel; and (5) support for base development facilities. Naval Base does not yet have its dock to support anchoring facilities for ship operations. In addition to cooperation in the use of the Naval Base anchorage facility, there is also cooperation in port security, both in terms of land and port water aspects. As the number of ship visits at Naval Base Harbor increases, the dock utility increases. The increase in dock utility resulted in a decrease in port services which also resulted in a decrease in the Naval Base Carrying Capacity. To improve port services, Pelindo III implements the port development program contained in the Naval Base Port Master Plan in Permen KP number 792 of 2017. In this study, an analysis of the impact of the Naval Base Port development policy on the carrying capacity of the Naval Base was carried out. The data analysis uses System Dynamics modeling with a simulation period of 30 years in 3 development scenarios, namely short-term scenarios, medium-term scenarios, and long-term scenarios. From the simulation results, it is found that the construction of the Naval Base port affects the Naval Base Carrying Capacity with an average increase of 1.8% in each policy scenario. The increase in Naval Base Carrying Capacity has an effect on increasing Ship Operations by an average of 1.8% and also increasing the Security of Naval Base Harbor by an average of 0.14%. The results of the analysis of this study can be used as consideration for policymaking by the Navy.
The development of the Indonesian Navy's strength is carried out through a strategic planning process manifested in four activity programs, namely (1) the Marine Readiness Support Program; (2) ...Modernization Program for Alutsista and Non-Alutsista as well as the Development of Facilities and Infrastructure for the National Defense for Marine; (3) Professionalism Enhancement Program for Marine Personnel; (4) Marine Management and Operation Implementation Program. The Indonesian Navy realizes that the main strength of all force-building programs lies in the quality of the human resources (HR) possessed by the Indonesian Navy. However, the existing reality reveals various kinds of problems and obstacles that hinder the process of improving the quality of existing human resources. For this reason, the Indonesian Navy seeks to improve the pattern of training for personnel by issuing policies that spur the performance of the personnel development system within the Indonesian Navy. From these problems, a research or modeling is needed that can represent how the influence of the Indonesian Naval Personnel Development Pattern and Indonesian Navy Policy on Officer Professionalism to create superior navy personnel in line with the Indonesian Navy development program towards the World Maritime Axis. The method used in this research is Structural Equation Modeling (SEM). There are 27 indicators consisting of 5 indicators of Angkatan Laut policy variables, 13 indicators of personnel development variables and 9 indicators of professionalism. The results showed that there was a significant direct influence between the Angkatan Laut policy variables on personnel development, personnel development on professionalism and Angkatan Laut policies on professionalism. In addition, there is an indirect influence between Angkatan Laut policies on professionalism through personnel development as a mediating variable.
Kawasan pesisir merupakan wilayah dengan tingkat pemanfaatan yang tinggi dan rentan terhadap kerusakan lingkungan akibat aktivitas manusia. Kerusakan ekosistem, pencemaran lingkungan, perubahan ...penggunaan lahan, konflik kepentingan sosial adalah beberapa permasalahan utama yang timbul sebagai dampak eksploitasi manusia terhadap kawasan pesisir. Perubahan penggunaan lahan yang tidak terkendali merupakan ancaman terhadap daya dukung dan kelestarian sumberdaya pesisir. Penelitian ini bertujuan untuk (1) memetakan pola penggunaan lahan wilayah pesisir Selat Madura memanfaatkan citra satelit Landsat 8; (2) menganalisa perubahan pola penggunaan lahan wilayah pesisir; (3) mengukur akurasi pemetaan pola penggunaan lahan wilayah pesisir Selat Madura. Metode utama yang digunakan dalam penelitian ini adalah dengan melakukan intrepetasi terhadap hasil pengolahan citra satelit Landsat dengan teknik klasifikasi supervised classification menggunakan algoritma maximum likelihood. Hasil penelitian menunjukkan bahwa terdapat beberapa kelas penggunaan lahan yang dominan di wilayah pesisir Selat Madura yaitu : pemukiman, sawah, ladang, hutan pesisir dan tegalan. Perhitungan uji akurasi dengan membandingkan hasil analisa penggunaan lahan dari dengan hasil observasi lapang menggunakan Confusion Matrix didapatkan nilai akurasi 86%.
Strategi pemberdayaan komponen maritim merupakan salah satu tugas pokok TNI AL, sebagai komponen perkuatan pertahanan dan keamanan di Laut. Salah satu case study yang bisa diangkat dalam pemberdayaan ...komponen maritim adalah pemberdayaan Selat Lombok. Selat Lombok merupakan salah satu pintu gerbang masuk jalur pelayaran Internasional yang mendapatkan prioritas keamanan maritim (maritime security) dan keselamatan maritim (maritime safety). Pemerintah Indonesia memberikan tugas untuk menjaga keamanan dan keselamatan maritim di Selat Lombok kepada komponen maritim antara lain TNI Angkatan Laut, Bakamla, Polairud, Dishubla, KSOP, Pemda serta institusi lain sebagainya. Untuk melaksanakan tugas tersebut, Pimpinan Angkatan Laut menginginkan agar Lanal di Selat Lombok dapat melaksanakan tugas dan fungsinya dengan optimal ditengah keterbatasan kemampuan yang dimiliki. Maka diperlukan strategi tentang pemberdayaan komponen maritim agar mendukung operasi keamanan laut di Selat Lombok. Penulisan paper ini bertujuan mengidentifikasi dan menentukan strategi pemberdayaan komponen maritim dalam mendukung operasi keamanan laut di Selat Lombok dengan metode pendekatan AHP-SWOT. Hasil analisa mengidentifikasi 26 kriteria dari 4 aspek yaitu Politik, Keamanan, Sosial-Ekonomi dan Teknis. Faktor pemenuhan informasi intelijen, peningkatan kekuatan kapal patroli, peningkatan fasilitas pelabuhan dan fasilitas dukungan administrasi menjadi faktor penentu keberhasilan operasi keamanan laut di Selat Lombok. Dengan segala keterbatasan Pangkalan Angkatan Laut maka strategi W-T (Defensif) menjadi strategi terbaik pada proses sinergitas komponen maritim. Meningkatkan kemampuan informasi intelijen (W-T4) menjadi prioritas rumusan strategi dengan bobot 21% dan skornya adalah 1,557. Secara keseluruhan sinergitas komponen maritim dalam mendukung operasi keamanan laut di Selat Lombok diharapkan dapat meningkatkan stabilitas keamanan maritim di wilayah teritorial Selat Lombok.Kata Kunci: Strategi Pemberdayaan, Komponen Maritim, SWOT.

The aim of the paper is ...to formulate a development strategy of posture capabilities of the Indonesian Navy to encounter security threats in the national territorial waters. In this research using the integration of SWOT analysis method and Interpretative Structural Modeling (ISM) in formulating strategies of Indonesian Navy posture capability development. The result of this paper Based on SWOT analysis, the total strategy that has been formulated is 10 (ten) sub strategies which determine the development of the Navy posture abilities. Based on ISM Method, it is evident that Increase of state budget percentage for the maritime sector in the development of Navy capability and other stakeholders as (ST)1 is a significant driver for the development of the strategy. Utilization of the abundant labor force in recruitment of Navy Personnel as (SO)2 is at level II; Build a strong foundation and infrastructure of information systems in the maritime territory to cope the cyber threats as (ST)3 and Cooperation with developed countries with technology transfer for military infrastructure development as (WT)2 are at level III; Negotiations with neighboring countries in trans-state sea border agreements as (ST)2 is at level IV; Establish an integrated task force with fellow stakeholders in maritime security as (WO)1 and Establish a task force to eradicate corruption and illegal levies on marine sector as (WO)2 are at level V; Utilization of marine resources to support renewable energy at sea, and open employment for the community as (SO)1 is at level VI. Equitable development of maritime infrastructure and connectivity in coastal and border areas as (WT)1 and The use of the country's active-free politics as a mediator for China and US hegemony in Asia Pacific as (SO)3 are at the top of the hierarchy models of structural modeling based on interpretation. The key strategy is an increase of state budget percentage for the maritime sector in the development of Navy ability.
Safety of buildings and their environment against fire hazards is a must in the design of building reliability. Decision-making on the design of hazard assessment and prevention systems in buildings ...is very necessary, to determine the level of reliability. The purpose of this study is to make a decision-making analysis for the assessment of building reliability systems in fire prevention and environmental safety. Decision-making analysis of building reliability assessment systems for fire prevention and environmental safety using the Fuzzy Analytical Hierarchy Process (Fuzzy AHP) method. The main criteria used are the prevention system and prevention management. The main criteria use sub-criteria in the form of prevention, limitation, and extinguishing of fire hazards. Assessment of the system design is carried out by questionnaires to expert respondents who understand the problem of fire. The results of the research on building reliability system weight assessment show that the weight on the Fire Prevention System is 59% and the weight on the Prevention Management is 41%. In more detail the weights of importance on the design criteria of Prevention Management and Systems are Inspection and maintenance 32%, Coaching and training 26%, Emergency planning 21%>, and Housekeeping 21%>. The results of the final assessment on the reliability value of the building are 94.06%, meaning that the building reliability system is in the "Less Reliable" category for fire prevention and environmental safety, so it is necessary to make several improvements and recommendations to increase the reliability of the building on environmental safety.
The purpose of this study is to analyze the assessment of Human Resources Development (HRD) Planning on the Government Organization Performance through Bureaucratic Reform Management. The Government ...Organization tasked with preparing public goods/services must be able to provide certainty of their performance capacity as an organization that is professionally organized and is non-excludability in providing an adequate level of service. This research is based on the performance of Government Organization that have not been maximized. The method used is the Second Order Structural Equation Modeling analysis method. The research results showed that HRD Planning had a significant influence on Organization performance through Bureaucratic Reform Management. Tests on the research model simultaneously proved that the model was fit with the fulfillment of all model fitting sizes indicated by the value of GFI = 0.925, CFI = 0.927, RMSEA = 0.075, and CMIN / DF = 1.995. The findings of this study prove that HRD Planning has a significant effect on Organization performance through Bureaucratic Reform Management. Based on these findings, the right strategy to strengthen Organization performance can be done by improving aspects of HRD Planning. Also, there is a need to pay attention to the management of strategic change by being more responsive and adaptive to environmental changes and HRD Planning.
