Historians of British colonial rule in India have noted both the place of military might and the imposition of new cultural categories in the making of Empire, but Bhavani Raman, in Document Raj, ...uncovers a lesser-known story of power: the power of bureaucracy. Drawing on extensive archival research in the files of the East India Company's administrative offices in Madras, she tells the story of a bureaucracy gone awry in a fever of documentation practices that grew ever more abstract—and the power, both economic and cultural, this created. In order to assert its legitimacy and value within the British Empire, the East India Company was diligent about record keeping. Raman shows, however, that the sheer volume of their document production allowed colonial managers to subtly but substantively manipulate records for their own ends, increasingly drawing the real and the recorded further apart. While this administrative sleight of hand increased the company's reach and power within the Empire, it also bolstered profoundly new orientations to language, writing, memory, and pedagogy for the officers and Indian subordinates involved. Immersed in a subterranean world of delinquent scribes, translators, village accountants, and entrepreneurial fixers, Document Raj maps the shifting boundaries of the legible and illegible, the legal and illegitimate, that would usher India into the modern world.
The meaning of race in the antebellum southern United States was anchored in the racial exclusivity of slavery (coded as black) and full citizenship (coded as white as well as male). These ...traditional definitions of race were radically disrupted after emancipation, when citizenship was granted to all persons born in the United States and suffrage was extended to all men. Hannah Rosen persuasively argues that in this critical moment of Reconstruction, contests over the future meaning of race were often fought on the terrain of gender.Sexual violence--specifically, white-on-black rape--emerged as a critical arena in postemancipation struggles over African American citizenship. Analyzing the testimony of rape survivors, Rosen finds that white men often staged elaborate attacks meant to enact prior racial hierarchy. Through their testimony, black women defiantly rejected such hierarchy and claimed their new and equal rights. Rosen explains how heated debates over interracial marriage were also attempts by whites to undermine African American men's demands for suffrage and a voice in public affairs. By connecting histories of rape and discourses of "social equality" with struggles over citizenship, Rosen shows how gendered violence and gendered rhetorics of race together produced a climate of terror for black men and women seeking to exercise their new rights as citizens. Linking political events at the city, state, and regional levels, Rosen places gender and sexual violence at the heart of understanding the reconsolidation of race and racism in the postemancipation United States.

During Victoria's reign the criminal law came to punish such violence more systematically and ...heavily, while propagating a new, more pacific ideal of manliness. Yet this apparently progressive legal development called forth strong resistance, not only from violent men themselves but, from others who drew upon discourses of democracy, humanitarianism and patriarchy to establish sympathy with 'men of blood'. In exploring this development and the contest it generated, Professor Wiener analyzes the cultural logic underlying shifting practices in nineteenth-century courts and Whitehall, and locates competing cultural discourses in the everyday life of criminal justice. The tensions and dilemmas this book highlights are more than simply 'Victorian' ones; to an important degree they remain with us. Consequently this work speaks not only to historians and to students of gender but also to criminologists and legal theorists.
Focusing on émigrés from Baden, Württemberg and Hungary in four host societies (Switzerland, the Ottoman Empire, England and the United States), Heléna Tóth considers exile in the aftermath of the ...revolutions of 1848–9 as a European phenomenon with global dimensions. While exile is often presented as an individual challenge, Tóth studies its collective aspects in the realms of the family and of professional and social networks. Exploring the interconnectedness of these areas, she argues that although we often like to sharply distinguish between labor migration and exile, these categories were anything but stable after the revolutions of 1848–9; migration belonged to the personal narrative of the revolution for a broad section of the population. Moreover, discussions about exile and amnesty played a central role in formulating the legacy of the revolutions not only for the émigrés but for their social environment and, ultimately, the governments of the restoration.

The necessity of redesigning civic institutions and practices to suit city life triggered enduring disagreements centered on what came to be called machine politics. Featuring plebian leadership, a sharp masculinity, party discipline, and frank acknowledgment of social differences, this new political formula first arose in eastern cities during the mid-nineteenth century and became a subject of national discussion after the Civil War. During the Gilded Age and Progressive Era, business leaders, workers, and women proposed alternative understandings of how urban democracy might work. Some tried to create venues for deliberation that built common ground among citizens of all classes, faiths, ethnicities, and political persuasions. But accommodating such differences proved difficult, and a vision of politics as the businesslike management of a contentious modern society took precedence. As Connolly makes clear, machine politics offered at best a quasi-democratic way to organize urban public life. Where unity proved elusive, machine politics provided a viable, if imperfect, alternative.

In his detailed analysis of these conspiracies, the author offers a new perspective on an important and well researched period of Ottoman history.
A close reading of police records on five conspiracies offers the opportunity to analyse this opposition in great detail, giving special attention to the different groups of political actors in these conspiracies that often did not come from the established political elites. Florian Riedler investigates how their background of class and education, but also their individual life experiences influenced their aims and strategies, their political styles as well as their ways of thinking on political legitimacy. In contrast, the reaction of the authorities to these conspiracies reveals the official understanding of Ottoman legitimacy.
The picture that emerges of the political culture of opposition during the second half of the nineteenth century offers a unique contribution to our understanding of the great changes in the political system of the Ottoman Empire at the time. As such, it will be of great interest to scholars of Middle Eastern history, political history, and the Ottoman Empire.

In the early nineteenth century, London publishers dominated the transatlantic book trade. No one felt this more keenly than authors from Ireland, Scotland, and the United States who struggled to ...establish their own national literary traditions while publishing in the English metropolis. Authors such as Maria Edgeworth, Sydney Owenson, Walter Scott, Washington Irving, and James Fenimore Cooper devised a range of strategies to transcend the national rivalries of the literary field. By writing prefaces and footnotes addressed to a foreign audience, revising texts specifically for London markets, and celebrating national particularity, provincial authors appealed to English readers with idealistic stories of cross-cultural communion. From within the messy and uneven marketplace for books, Joseph Rezek argues, provincial authors sought to exalt and purify literary exchange. In so doing, they helped shape the Romantic-era belief that literature inhabits an autonomous sphere in society.
London and the Making of Provincial Literaturetells an ambitious story about the mutual entanglement of the history of books and the history of aesthetics in the first three decades of the nineteenth century. Situated between local literary scenes and a distant cultural capital, enterprising provincial authors and publishers worked to maximize success in London and to burnish their reputations and build their industry at home. The Fear of French Negroes is an interdisciplinary study that explores how people of African descent responded to the collapse and reconsolidation of colonial life in the aftermath of the Haitian ...Revolution (1791-1845). Using visual culture, popular music and dance, periodical literature, historical memoirs, and state papers, Sara E. Johnson examines the migration of people, ideas, and practices across imperial boundaries. Building on previous scholarship on black internationalism, she traces expressions of both aesthetic and experiential transcolonial black politics across the Caribbean world, including Hispaniola, Louisiana and the Gulf South, Jamaica, and Cuba. Johnson examines the lives and work of figures as diverse as armed black soldiers and privateers, female performers, and newspaper editors to argue for the existence of "competing inter-Americanisms" as she uncovers the struggle for unity amidst the realities of class, territorial, and linguistic diversity. These stories move beyond a consideration of the well-documented anxiety insurgent blacks occasioned in slaveholding systems to refocus attention on the wide variety of strategic alliances they generated in their quests for freedom, equality and profit.

Seneca Possessedexamines the ordeal of a Native people in the wake of the American Revolution. As part of the once-formidable Iroquois Six Nations in western New York, Senecas occupied a significant ...if ambivalent place within the newly established United States. They found themselves the object of missionaries' conversion efforts while also confronting land speculators, poachers, squatters, timber-cutters, and officials from state and federal governments. In response, Seneca communities sought to preserve their territories and culture amid a maelstrom of economic, social, religious, and political change. They succeeded through a remarkable course of cultural innovation and conservation, skillful calculation and luck, and the guidance of both a Native prophet and unusual Quakers. Through the prophecies of Handsome Lake and the message of Quaker missionaries, this process advanced fitfully, incorporating elements of Christianity and white society and economy, along with older Seneca ideas and practices. But cultural reinvention did not come easily. Episodes of Seneca witch-hunting reflected the wider crises the Senecas were experiencing. Ironically, as with so much of their experience in this period, such episodes also allowed for the preservation of Seneca sovereignty, as in the case of Tommy Jemmy, a Seneca chief tried by New York in 1821 for executing a Seneca "witch." Here Senecas improbably but successfully defended their right to self-government. Through the stories of Tommy Jemmy, Handsome Lake, and others,Seneca Possessedexplores how the Seneca people and their homeland were "possessed"-culturally, spiritually, materially, and legally-in the era of early American independence.
