A hybrid between Salix triandra and S. xanthicola, occurring in the Rhodope Mountains in northeastern Greece, is described as a new nothospecies. It differs from S. triandra by having distinctly ...hairy young stems and more deeply serrate-dentate leaf margins, and from S. xanthicola by a smooth, unstructured (without conicoids) wax layer on the lower side of the leaves and the presence of subsessile glands on the petioles.

The aim of this study is to explore the relationship between renewable energy consumption and economic growth within the framework of traditional production function for the period of 1990–2012 in 9 ...Black Sea and Balkan countries. For this purpose, we use Pedroni (1999, 2004) panel cointegration, Pedroni (2000, 2001) co-integration estimate methods and Dumitrescu and Hurlin (2012) heterogeneous panel causality estimation techniques. The study has concluded that there is a long term balance relationship between renewable energy consumption and economic growth and renewable energy consumption has a positive impact on economic growth. Heterogeneous panel causality analysis results support growth hypothesis in Bulgaria, Greece, Macedonia, Russia and Ukraine; feedback hypothesis in Albania, Georgia and Romania; neutrality hypothesis in Turkey and according to the panel data set including all nine countries the results support feedback hypothesis. With the findings, it was concluded that there is a significant impact of renewable energy consumption on economic growth in Balkan and Black Sea Countries.

Reconciliation by Stealth advances a novel approach to evaluating the effects of transitional justice in postconflict societies. Through her examination of the Balkan conflicts, Denisa Kostovicova ...asks what happens when former adversaries discuss legacies of violence and atrocity, and whether it is possible to do so without further deepening animosities.Reconciliation by Stealth shifts our attention from what people say about war crimes, to how they deliberate past wrongs. Bringing together theories of democratic deliberation and peacebuilding, Kostovicova demonstrates how people from opposing ethnic groups reconcile through reasoned, respectful, and empathetic deliberation about a difficult legacy. She finds that expression of ethnic difference plays a role in good-quality deliberation across ethnic lines, while revealed intraethnic divisions help deliberators expand moral horizons previously narrowed by conflict. In the process, people forge bonds of solidarity and offset divisive identity politics that bears upon their deliberations. Reconciliation by Stealth shows us the importance of theoretical and methodological innovation in capturing how transitional justice can promote reconciliation, and points to the untapped potential of deliberative problem-solving to repair relationships fractured by conflict.
Entre le 1er et le 2 octobre 2021 s’est déroulée en ligne la 23e édition des “Journées Médicales Balkaniques”, organisée par la Section Nationale Roumaine de l’Union Médicale Balkanique en ...partenariat avec l’Université de Médecine et de Pharmacie “Carol Davila” de Bucarest et l’Académie Nationale de Médecine de France. Le thème de la conférence était “La médecine des Balkans pendant la pandémie de COVID-19”, les organisateurs visant à discuter des problèmes auxquels sont confrontés les systèmes de santé dans les pays des Balkans pendant cette période difficile, en particulier la gestion des urgences médicales et chirurgicales, les problèmes de l’éthique et de la santé publique soulevés par la pandémie, ainsi que ceux liés à la nécessité de la vaccination pour limiter le nombre des malades. L’événement a réuni des spécialistes des pays des Balkans (Albanie, Bulgarie, Chypre, Grèce, Roumanie, République de Moldova, Serbie), mais aussi de France, Liban, Jordanie, États Unis. En ouverture de l’événement, des messages ont été adressés par le Pr. Bernard Charpentier (Président de l’Académie Nationale de Médecine de France), qui a apprécié le lien étroit entre l’Union Médicale Balkanique et l’Académie, et le Pr. Viorel Jinga (Recteur de l’Université de Médecine et Pharmacie “Carol Davila” Bucarest), qui a souligné les défis de la pandémie pour les services de santé en Roumanie et l’importance de la vaccination, comme la méthode la plus efficace pour arrêter la transmission du virus SARS-CoV-2. Le Pr. Pierre-François Plouin (Secrétaire adjoint de l’Académie Nationale de Médecine) a également félicité les organisateurs pour le programme scientifique complexe. Le Prof. Assoc. Camelia Diaconu (Présidente de l’Union Médicale Balkanique et du Comité d’Organisation) a présenté un bref historique de l’organisation, créée en 1932 à Bucarest, afin d’étudier les problèmes de morbidité, de prophylaxie et du traitement curatif des maladies spécifiques à la région des Balkans, ainsi que de cultiver une conscience médicale humaniste parmi ses membres. Le programme de la conférence était multidisciplinaire, comprenant des sessions sur l’histoire de la médecine, la médecine interne, la cardiologie, la pneumologie, les maladies infectieuses, la neurologie, l’endocrinologie, la gastro-entérologie, la pédiatrie, la rhumatologie, la santé publique, la chirurgie, divers. La session sur l’histoire de la médecine a abordé la question de la vaccination dans une perspective historique, avec le Pr. Marianna Karamanou (Grèce) discutant de l’efficacité des vaccins dans la lutte contre les épidémies de variole, de l’importance des recherches d’Edward Jenner et de Louis Pasteur, dont les résultats ont été farouchement combattus, suscitant une vive controverse à l’époque. Cependant, les travaux de Pasteur ont inauguré une nouvelle ère en immunologie et ont contribué au développement ultérieur des vaccins jusqu’à nos jours. Le Pr. Dana Baran (Roumanie) a fait une présentation intitulée “La pandémie de COVID-19 et un nouvel ordre médical”, dans laquelle elle a attiré l’attention sur le fait que la pandémie de COVID-19 a repositionné l’importance de la science médicale et de la condition humaine dans l’économie de la vie et impliquait des enjeux infodémiques, ainsi que des débats moraux, éthiques et déontologiques, révélant des vulnérabilités médicales, sociales et politiques. Les problèmes de cardiologie pandémique ont suscité l’intérêt des participants, à travers la conférence du Pr. Daniel Lighezan (Roumanie), qui a présenté une mise à jour 2021 de la fibrillation auriculaire associée au diabète: les patients diabétiques ont un risque de 34% plus élevé de développer une fibrillation auriculaire, le risque de fibrillation est corrélé à la durée du diabète et au contrôle glycémique, et certains traitements antidiabétiques (comme la metformine) ont un impact favorable sur le risque de fibrillation. La question de la protection cardio-rénale dans le diabète a été détaillée par le Pr. Bogdan Timar (Roumanie), qui a souligné que nous assistons à un changement de paradigme de la protection cardio-rénale dans le diabète: le traitement des patients diabétiques ne doit pas seulement réduire la glycémie, mais aussi le traitement du risque global du patient, notamment cardiovasculaire et rénal. L’Albanie a connu une baisse du nombre d’hospitalisations pour syndrome coronarien aigu et procédures de revascularisation pendant la pandémie, avec une augmentation statistiquement non significative de la mortalité, selon une étude du Dr. Leonard Simoni (Albanie). Une autre étude, roumaine-française, a trouvé une incidence plus élevée de thrombose du sinus sagittal supérieur et de veines cérébrales chez les patients atteints de COVID-19. Des études très intéressantes menées dans la République de Moldova par les Prs Gheorghe Ciobanu et Minodora Mazur, en Bulgarie par Pr. Valentina Petkova et al., et en Serbie par Pr. Vladmila Bojanic et al., ont examiné l’impact de la pandémie sur les soins de santé des patients atteints de maladies rhumatismales et cardiovasculaires, ainsi que l’utilisation de préparations en vente libre et de suppléments nutritionnels pendant la pandémie. Des sujets tels que les dilemmes éthiques et le syndrome d’épuisement professionnel parmi le personnel médical, la façon dont la pandémie a affecté la relation médecin-patient ont également été abordés. La conférence comprenait une session de pneumologie très intéressante et appréciée, organisée en partenariat avec l’Espace Francophone de Pneumologie, au cours de laquelle le Pr. Florin Mihălțan (Roumanie) a parlé du lien entre l’asthme sévère et le syndrome d’apnée du sommeil, le Dr. Franck Soyez (France) a présenté les résultats de l’étude SOMNEF sur la prévalence des troubles du sommeil dans les pays francophones, avec une conclusion intéressante: les habitants des pays de l’Europe centrale et orientale ont une meilleure qualité de sommeil que ceux de l’Europe occidentale, et le Dr. Georges Khayat (Liban) a abordé le rôle des corticostéroïdes inhalés dans le traitement des patients atteints de bronchopneumopathie chronique obstructive au 21e siècle. Une session très appréciée a été organisée avec l’appui de l’Académie Nationale de Médecine. Le Pr. Pierre-François Plouin (France), expert européen en hypertension, a mis à jour les recommandations des guides européens pour la prise en charge de l’hypertension, et le Pr. Patrick Berche (ancien directeur de l’Institut Pasteur, Lille, France) a offert un point de vue syndémique sur la pandémie COVID-19: les comportements humains (mobilité, promiscuité, migration, guerres) ont un rôle très important dans le déclenchement des pandémies. Il existe deux types de pandémies virales: à évolution rapide et à incubation courte (variole, rougeole, grippe, SRAS, COVID-19) et à évolution lente et incubation longue (SIDA, hépatites B et C). L’urbanisation est un facteur de risque, notamment en Europe et en Asie. Le transport aérien international (4,9 milliards de passagers en 2019) a largement contribué à la pandémie de COVID-19 et à l’explosion du nombre de cas. En 2020, les infections respiratoires aiguës (dont COVID-19) étaient la troisième cause de décès dans le monde, après les maladies coronariennes et les accidents vasculaires cérébraux, avec 1,7 million de décès parmi les 80 millions de cas de COVID-19. Le concept de syndémie, qui a été abordé par le Pr Berche, a été défini en 1990 par Merrill Singer et est un enchevêtrement de maladies, de facteurs biologiques et environnementaux qui, en synergie, conduisent à l’aggravation des conséquences de la maladie. L’approche pandémique doit tenir compte des facteurs environnementaux, du contexte culturel, des facteurs psychologiques et de la santé de la population (comorbidités non transmissibles telles que l’obésité, l’hypertension, le cancer, etc., facteurs génétiques, autres comorbidités infectieuses). Les effets secondaires de la pandémie incluent la limitation de l’accès au traitement pour les patients atteints de tuberculose, de SIDA, de cancer, l’augmentation du nombre de cas de pathologie psychiatrique, la restriction de l’accès aux vaccins et autres médicaments habituels. La conférence s’est terminée par une session très dynamique au cours de laquelle de jeunes doctorants ont eu l’opportunité de présenter leurs résultats partiels ou définitifs de recherche doctorale.

Combining different disciplinary perspectives, War and Diplomacy argues that the key events that portended the beginning of the end of the multiethnic Ottoman Empire were the The Russo-Turkish War of ...1877–1878 and the Treaty of Berlin. The essays in this volume analyze how the war and the treaty permanently transformed the political landscape both in the Balkans and in the Caucasus. The treaty marked the end of Ottoman hegemony in the Balkans by formally recognizing the independence or de facto sovereignty of Romania, Serbia, and Montenegro, and the autonomy of Bulgaria.
By introducing the unitary nation-state as the new organizing concept, the treaty planted the seeds of future conflict, from the Balkan Wars of 1912–1913 and the First World War to the recent civil wars and ethnic cleansing in former Yugoslavia. The magnitude of the defeat of the Ottoman Empire by Russia—and eventually by the other great powers—and the human, material, and territorial losses that followed proved fatal to the project of Muslim liberal reform and modernization that the Ottoman state had launched in the middle of the 19th century.
War and Diplomacy offers the first comparative examination of the treaty and its socio-political implications for the Balkans and the Caucasus by utilizing the theoretical tools and approaches of political science, sociology, history, and international relations. Representing the latest scholarship in the field of study, this volume documents the proceedings of a conference on the Treaty of Berlin that was held at the University of Utah in 2010. It provides an important contribution to understanding the historical background of these events.

This book contains collection of articles which provide policy implications related to the problem of achieving substantive reform on the basis of harmonising legislation in Western Balkan (WB) ...countries with the standards of the European Union (EU). While WB states have generally been successful in adopting legal reforms that make up a part of EU conditionality, many laws remain unenforced, amounting to "empty shells." In the space between law, as it is written, and practices as they are engaged in everyday life, exists a gap, characterized by informality, clientelism, and exchange often based on strong tie relationships. Some instances of informality undermine the goal of establishing rule law and contribute to corruption. Others offer valuable solutions to persistent social problems or represent traditional vehicles of social cohesion that should be promoted. The recommendations in this book seek to address both constructive and damaging instances of informality, and to identify policy measures that can help to harmonise not only legislation, but existing informal practices on the ground.

Drawing on archival material available after the fall of communism in southeastern Europe and Russia, as well as material published in Greek, Serbian, Bulgarian, Romanian, and Russian, Orthodox Christianity and Nationalism in Nineteenth-Century Southeastern Europe analyzes the challenges posed by nationalism to the Ecumenical Patriarchate and the ways in which Orthodox churches engaged in the nationalist ideology.
