East Asia is now the world's economic powerhouse, but ghosts of history continue to trouble relations between the key countries of the region, particularly between Japan, China and the two Koreas. ...Unhappy legacies of Japan's military expansion in pre-war Asia prompt on-going calls for apologies, while conflicts over ownership of cultural heritage cause friction between China and Korea, and no peace treaty has ever been signed to conclude the Korean War.
For over a decade, the region's governments and non-government groups have sought to confront the ghosts of the past by developing paths to reconciliation. Focusing particularly on popular culture and grassroots action, East Asia beyond the History Wars explores these East Asian approaches to historical reconciliation. This book examines how Korean historians from North and South exchange ideas about national history, how Chinese film-makers reframe their views of the war with Japan, and how Japanese social activists develop grassroots reconciliation projects with counterparts from Korea and elsewhere. As the volume's studies of museums, monuments and memorials show, East Asian public images of modern history are changing, but change is fragile and uncertain. This unfinished story of East Asia's search for historical reconciliation has important implications for the study of popular memory worldwide.

New democracies around the world have adopted constitutional courts to oversee the operation of democratic politics. Where does judicial power come from, how does it develop in the early stages of ...democratic liberalization, and what political conditions support its expansion? This book answers these questions through an examination of three constitutional courts in Asia: Taiwan, Korea, and Mongolia. In a region that has traditionally viewed law as a tool of authoritarian rulers, constitutional courts in these three societies are becoming a real constraint on government. In contrast with conventional culturalist accounts, this book argues that the design and functioning of constitutional review are largely a function of politics and interests. Judicial review - the power of judges to rule an act of a legislature or national leader unconstitutional - is a solution to the problem of uncertainty in constitutional design. By providing 'insurance' to prospective electoral losers, judicial review can facilitate democracy.
Focussing on music traditions, these essays explore the policy, ideology and practice of preservation and promotion of East Asian intangible cultural heritage. For the first time, Japan, Korea, China ...and Taiwan - states that were amongst the first to establish legislation and systems for indigenous traditions - are considered together. Calls to preserve the intangible heritage have recently become louder, not least with increasing UNESCO attention. The imperative to preserve is, throughout the region, cast as a way to counter the perceived loss of cultural diversity caused by globalization, modernization, urbanization and the spread of the mass media. Four chapters - one each on China, Korea, Taiwan and Japan - incorporate a foundational overview of preservation policy and practice of musical intangible cultural heritage at the state level. These chapters are complemented by a set of chapters that explore how the practice of policy has impacted on specific musics, from Confucian ritual through Kam big song to the Okinawan sanshin. Each chapter is based on rich ethnographic data collected through extended fieldwork. The team of international contributors give both insider and outsider perspectives as they both account for, and critique, policy, ideology and practice in East Asian music as intangible cultural heritage.

Why do some societies fare well, and others poorly, at reducing the risk of early death? Wealth, Health, and Democracy in East Asia and Latin America finds that the public provision of basic health ...care and other inexpensive social services has reduced mortality rapidly even in tough economic circumstances, and that political democracy has contributed to the provision and utilization of such social services, in a wider range of ways than is sometimes recognized. These conclusions are based on case studies of Argentina, Brazil, Chile, Costa Rica, Indonesia, South Korea, Taiwan, and Thailand, as well as on cross-national comparisons involving these cases and others.
For decades, scholars and politicians have vigorously debated whether Confucianism is compatible with democracy, yet little is known about how it affects the process of democratization in East Asia. ...In this book, Doh Chull Shin examines the prevalence of core Confucian legacies and their impacts on civic and political orientations in six Confucian countries: China, Japan, South Korea, Singapore, Taiwan, and Vietnam. Analyses of the Asian Barometer and World Values surveys reveal that popular attachment to Confucian legacies has mixed results on democratic demand. While Confucian political legacies encourage demand for a non-liberal democratic government that prioritizes the economic welfare of the community over the freedom of individual citizens, its social legacies promote interpersonal trust and tolerance, which are critical components of democratic civic life. Thus, the author argues that citizens of historically Confucian Asia have an opportunity to combine the best of Confucian ideals and democratic principles in a novel, particularly East Asian brand of democracy.

Silence is a key pedagogical issue in language education. Seen by some as a space for thinking and reflection during the learning process, for others silence represents a threat, inhibiting target ...language interaction which is so vital during second language acquisition.
