This book is a fascinating exploration of public opinion in sub-Saharan Africa. Based on the Afrobarometer, a comprehensive cross-national survey research project, it reveals what ordinary Africans ...think about democracy and market reform, subjects on which almost nothing is otherwise known. The authors find that support for democracy in Africa is wide but shallow and that Africans feel trapped between state and market. Beyond multiparty elections, people want clean and accountable government. They will accept economic structural adjustment only if it is accompanied by an effective state, the availability of jobs, and an equitable society. What are the origins of these attitudes? Far from being constrained by social structure and cultural values, Africans learn about reform on the basis of knowledge, reasoning, and experience. Weighing supply and demand for reform, the authors reach cautious conclusions about the varying prospects of African countries for attaining fully-fledged democracy and markets.0

Gallya Lahav's book traces ten years of public opinion and elite attitudes toward immigration cross-nationally to show how and why increasing EU integration may not necessarily lead to more open immigration outcomes. Empirical evidence reveals that support from both elite and public opinion has led to the adoption of restrictive immigration policies despite the requirements of open borders. By studying news coverage, elite debate, and public opinion prior to the Iraq War, the authors demonstrate that US media outlets aired and published a significant amount of opposition to the invasion from official sources abroad, including British, French, and United Nations representatives. In turn, these foreign voices - to which millions of Americans were exposed - drove many Democrats and independents to signal opposition to the war, even as domestic elites supported it. Contrary to conventional wisdom that Americans care little about the views of foreigners, this book shows that international officials can alter domestic public opinion, but only when the media deem them newsworthy. Their conclusions raise significant questions about the democratic quality of United States foreign policy debates.

If the public believes that a mission will succeed, the public will support it even if the costs are high. When the public does not expect the mission to succeed, even small costs will cause the withdrawal of support. The British empire was a huge enterprise. To foreigners, it more or less defined Britain in the 19th and early 20th centuries. Its repercussions in the wider world are still with us today. It also ...had a great impact on Britain herself: for example, on her economy, security, population, and eating habits. One might expect this to have been reflected in her society and culture. Indeed, this has now become the conventional wisdom: that Britain was steeped in imperialism domestically, which affected (or infected) almost everything Britons thought, felt, and did. This book examines this assumption critically against the broader background of contemporary British society. It argues that the empire had a far lower profile in Britain than it did abroad. Although Britain was an imperial nation in this period, she was never a genuine imperial society. As well as showing how this was possible, the book also discusses the implications of this attitude for Britain and her empire, and for the relationship between culture and imperialism more generally, bringing his study up to date by including the case of the present-day United States.
Over the past century, opinion polls have come to pervade American politics. Despite their shortcomings, the notion prevails that polls broadly represent public sentiment. But do they? InSilent ...Voices, Adam Berinsky presents a provocative argument that the very process of collecting information on public preferences through surveys may bias our picture of those preferences. In particular, he focuses on the many respondents who say they "don't know" when asked for their views on the political issues of the day.
Using opinion poll data collected over the past forty years, Berinsky takes an increasingly technical area of research--public opinion--and synthesizes recent findings in a coherent and accessible manner while building on this with his own findings. He moves from an in-depth treatment of how citizens approach the survey interview, to a discussion of how individuals come to form and then to express opinions on political matters in the context of such an interview, to an examination of public opinion in three broad policy areas--race, social welfare, and war. He concludes that "don't know" responses are often the result of a systematic process that serves to exclude particular interests from the realm of recognized public opinion. Thus surveys may then echo the inegalitarian shortcomings of other forms of political participation and even introduce new problems altogether.

How do Americans think about energy? Is the debate over fossil fuels highly partisan and ideological? Does public opinion about fossil fuels and alternative energies divide along the fault between ...red states and blue states? And how much do concerns about climate change weigh on their opinions? In Cheap and Clean, Stephen Ansolabehere and David Konisky show that Americans are more pragmatic than ideological in their opinions about energy alternatives, more unified than divided about their main concerns, and more local than global in their approach to energy. Drawing on extensive surveys they designed and conducted over the course of a decade (in conjunction with MIT's Energy Initiative), Ansolabehere and Konisky report that beliefs about the costs and environmental harms associated with particular fuels drive public opinions about energy. People approach energy choices as consumers, and what is most important to them is simply that energy be cheap and clean. Most of us want energy at low economic cost and with little social cost (that is, minimal health risk from pollution). The authors also find that although environmental concerns weigh heavily in people's energy preferences, these concerns are local and not global. Worries about global warming are less pressing to most than worries about their own city's smog and toxic waste. With this in mind, Ansolabehere and Konisky argue for policies that target both local pollutants and carbon emissions (the main source of global warming). The local and immediate nature of people's energy concerns can be the starting point for a new approach to energy and climate change policy.
