The paper discusses the problem of e-learning accessibility for persons with disabilities. Development of e-learning content accessible to all students is gaining special relevance in the context of ...global trends in higher education related to the massive transition of learning to distance and hybrid formats. Based on the analysis of the official websites of 25 world’s top universities (according to the QS World University Rankings 2021), data on university digital accessibility services were systematized. The data search was carried out by total browsing of university sites’ structure and headings and by keywords. Data on 14 checklist categories were registered. Signs of administrative and project activities in the field of digital accessibility were found for 20 universities (80%), among which 10 (40%) have specialized structural subdivisions for digital accessibility. The content of digital accessibility web services contains data on the following topics: training in digital accessibility for educational content for authors and developers (14 university sites – 56%); a guide for authors (15–60%) and web developers (12–48%); consulting and assistance for authors and web developers (17–68%); accessibility examination (5–20%); legal norms (11–44%) and accessibility standards (16–64%); accessibility testing guide (16–64%); procurement requirements for accessible web products and services (8–32%); frequently asked questions (6–24%), etc. Based on the results of the analysis, the model of university digital accessibility services was developed and corresponding web site was published. It seems important to create similar web resources and corresponding structural subdivisions in universities of the Russian Federation, as well as to approve the intra-university local acts regulating the mandatory fulfillment of digital accessibility requirements in the development of educational content and the procurement of digital products and services. GOST R 52872-2019, based on WCAG 2.1, should be used as the basis for local legal regulations.
As funder, journal, and disciplinary norms and mandates have foregrounded obligations of data sharing and opportunities for data reuse, the need to plan for and curate data sets that can reach ...researchers and end-users with disabilities has become even more urgent. We begin by exploring the disability studies literature, describing the need for advocacy and representation of disabled scholars as data creators, subjects, and users. We then survey the landscape of data repositories, curation guidelines, and research-data-related standards, finding little consideration of accessibility for people with disabilities. We suggest three sets of minimal good practices for moving toward truly accessible research data: 1) ensuring Web accessibility for data repositories; 2) ensuring accessibility of common text formats, including those used in documentation; and 3) enhancement of visual and audiovisual materials. We point to some signs of progress in regard to truly accessible data by highlighting exemplary practices by repositories, standards, and data professionals. Accessibility needs to become a mainstream component of curation practice included in every training, manual, and primer.
El dengue es el arbovirus más común en todo el mundo, con más de 128 países que muestran evidencia de transmisión endémica del dengue y casi 4 000 millones de personas que viven en áreas con riesgo ...de infección. La Organización Mundial de la Salud tiene un estimado de 96 millones de infecciones sintomáticas por año. En ese sentido, para el año 2003, el 44º Consejo Directivo de la OPS/OMS reconoció la Resolución CD44.R9, la cual comsitía en la promoción en los enfoques de los programas nacionales, introduciendo modelos de Estrategia de Gestión Integrada (EGI)-dengue, creando grupos técnicos relacionados en diferentes regiones. En ese, sentido, se desarrolló un estudio documental de fuentes primarias y secundarias de acceso libre de órganos oficiales de Perú para evaluar la disponibilidad digital de los objetivos de EGI-dengue, de acuerdo al cuestionario publicado por la OPS. Los resultados arrojaron un cumplimiento del 65,22% de los objetivos propuestos, lo cual es algo bajo tomando la importancia de esta enfermedad endémica. Los objetivos con mayor insatisfacción fueron la investigación operativa (70%), la atención al paciente (50%) y el manejo integrado de los vectores (50%); mientras que los objetivos más sastisfactorios fueron: la comunicación y promoción (80%), medioambiente, epidemiología y proceso generales con un 100% respectivamente. Estos valores porcentuales, permiten realizar ajustes con el fin mejorar estos aspectos menos trabajados, mirar sus debilidades y proponer nuevas acciones, maximizando las bondades del proceso de evaluación.
Background: Inclusive access and use of technology are germane to sustainable development as contained in the United Nations’ transformation agenda. As such, the need to bridge the digital gap ...through digital inclusion has become a critical goal for developmental institutions like libraries. Purpose: This article seeks to theoretically explore how libraries can facilitate digital inclusion for sustainable development, from the Nigerian perspective. Method: The study’s theoretical assumption hinges on the resources and appropriation theory of the diffusion, acceptance and adoption of new technologies by van Dijk (2013). The conceptualisation was based on the critical dimensions of digital inclusion (acceptance, literacy and accessibility); upon which the specific objectives of the study were structured. The opinions of the authors were situated in the context of relevant literature. Result: The study established libraries as facilitators of digital inclusion across the lines of digital acceptance, literacy and accessibility. This invariably impacts on the digital equality for sustainable development of all and sundry. Conclusion: Libraries in Nigeria, especially those attached to academic institutions are at the forefront of championing the course for digital inclusion which is a vehicle to achieving sustainable development.
The use of information and communications technology (ICT) in higher education institutions has increased in the past 20 years. While ICT has brought many benefits to students and faculty, research ...shows that it also creates barriers and challenges for students with disabilities due to the inaccessibility of digital tools and learning materials. Faculty members play an important role in inclusive higher education. Previous studies have emphasised the need to train faculty about digital accessibility to achieve inclusion in higher education. This systematic literature review aims to study existing work on increasing the faculty members' competence in providing accessible and inclusive digital learning materials and environments to students in higher education. Sixteen peer-reviewed papers were included and analysed. Most trainings included topics on disability and awareness, legislation, and methods of producing accessible digital materials and providing inclusive digital learning environments. While surveys and interviews were mostly used to evaluate training outcomes, there was a lack of objective data and commonly accepted instrument for evaluation. Good practices and further research opportunities are identified. This study has implications for researchers and higher education institutions that are interested in research and practice on increasing general competence in digital accessibility and inclusive education.
Urban development that is both smart and sustainable is intrinsically linked to digital innovation in city management, as well as to the transition toward digital urban governance and the practice of ...digital citizenship. Cities on a global scale continuously launch new digital services and smart solutions in order to become places that are more resilient, efficient, and attractive. While digitally-driven urban development has become a new paradigm for cities, the digital divide is emerging as a serious concern when it comes to the goal of making cities accessible and inclusive for everyone, especially the most vulnerable. Issues such as digital inclusion and access to key urban services, information, and experiences by people with disabilities (PwD) are critical areas in which cities face important challenges related to ethical and responsible governance. The aim of this paper is to provide conceptual and empirical insights into the culture of digital accessibility of PwD on an urban scale. It argues that leadership in digital accessibility can inspire transformative change, allowing cities to be envisioned from the standpoint of digital inclusion and equity, thereby fostering a barrier-free, digital urban logic.

The need for labor in the future has more complex criteria than what is needed today. The increasing complexity of these criteria is due to technological advances which are increasingly shifting the ...position of humans at work. Technology has advantages and stability and can predict the results obtained. So it is essential for everyone to prepare for the increasingly fierce competition in the world of work. One of the efforts made is to familiarize students with technology at school. However, this needs to be supported by the availability of facilities and infrastructure as well as the ability of students to adapt. So this study aims to capture the digital accessibility of students in terms of the factors and obstacles they face in using technology. These data were obtained by applying the survey method to 41 students at SMA Bandung City. In this study, the data were analyzed quantitatively and represented in the form of diagrams. The results of data analysis show that students have adequate digital accessibility. This is indicated by their readiness and independence in learning technology as an additional learning resource. However, the biggest obstacle students face is the lack of stability in the internet network. So that it interferes with the learning process.
This round table is focussed on outlining barriers to digital accessibility, solutions, and possible next steps to ensuring digital accessibility. In setting the context of the round table ...discussion, the article first outlines what accessibility involves, accessibility standards and guidelines, and spells out barriers to accessibility, including the limitations posed by the institutional context and the technology context. It also discusses the status of digital accessibility in India. The article then reports on a panel discussion in which diverse stakeholders discussed several of the issues outlined above.
