La innovación frugal, como modelo de innovación, es un área de intervención poco estudiada en el marco de las Organizaciones No Gubernamentales para el Desarrollo (ONGD). El objetivo de esta ...investigación, a través de estudio de caso múltiple, es identificar y describir el nivel de conocimiento que disponen las ONGD españolas sobre innovación frugal, si cuentan con proyectos de innovación frugal, qué líneas de acción de la cooperación internacional española son más susceptibles de trabajar con modelos de innovación frugal y qué rol desempeñan dentro de este tipo de proyectos. Los hallazgos constatan que las ONGD destacan por su rol de promotoras y de enlace con la población diana local y que no son en general creadoras de soluciones de innovación. Estas desconocen mayoritariamente el modelo de la innovación frugal a nivel conceptual, aunque sus proyectos, contienen de manera parcial o total un alto índice de componentes frugales. En concreto, para proyectos de producción alimentaria sostenible ubicados en zonas rurales, la innovación frugal tiene un gran potencial como modelo de innovación para el desarrollo. Queda como reto, en próximas investigaciones, explorar en profundidad el impacto social que producen este tipo de proyectos altamente frugales de producción alimentaria sostenible respecto a otros proyectos de innovación en el mismo ámbito.
This study aims to establish a development strategy for higher education in Indonesia’s marine and fisheries sector and to present a direction for international development cooperation through ...evaluating policies and current problems related to higher education in marine and fisheries sector. To achieve the goals of human resources development in marine and fisheries sector, Indonesian government needs to secure non-salary expenditures to strengthen support for areas directly related to the effects of education, such as improving educational facilities, expanding scholarships, and so on. Education institution needs to develop effective teaching methods and systematic practice-based curriculum that reflects the needs of the local fishermen community and fisheries industry. In addition, it is necessary to support the supply of manpower throughout the fisheries industry. Fisheries industry needs to stop relying on the government or education institutions to secure excellent human resources and actively participate and cooperate in the education field so that excellent human resources can flow into the industry. Based on this strategy, international development cooperation for human resources development in Indonesia’s marine and fisheries sector should focus on qualitative rather than quantitative expansion of higher education institutions
A smart city is a global trend, and international cooperation for the development of smart cities is also expanding. This study aims to grasp smart city from the perspective of international ...development cooperation and to prioritize important criteria for selecting key smart city technologies and services, along with the priorities in each area based on priority determination theory. This study conducted an analytic hierarchy process (AHP) analysis and the sensitivity analysis from an online survey involving experts in charge of the smart city sector in Indonesia. According to the analysis, effectiveness, efficiency, and sustainability were shown as important criteria, and security and privacy (Tech 4) was the first priority of technology for smart city cooperation. Also, environment (Service 1) was the first priorities of application services. These results can increase their understanding of smart city development and contribute to successful international development cooperation.
Abstract In the past, International Development Cooperation (IDC) was an analogue for Official Development Assistance (ODA) in which three central institutions, the International Monetary Fund (IMF), ...the World Bank, and the Development Assistance Committee of the Organisation for Economic Co-operation and Development (DAC/OECD) regulated the practices of donors and recipients. Recently, a far more complex and diversified scenario characterized by new actors and approaches is replacing this architecture. This paper analyses the transformations in the IDC field, interpreting these processes through an analytical framework of the sources of institutional change. One of its principal contributions is highlighting a pattern of “punctuated equilibrium” through a theory-guided historical analysis, that reflects both periods of stasis and innovation instead of a gradual process of change. We argue that innovation depends on dissatisfaction and shocks, and that the nature of invention depends on a homogeneity of interests among its prominent actors. This paper is based on a research agenda that applies the punctuated equilibrium concept of social theory to the analysis of international regime complexes.
Resumo No passado, a Cooperação Internacional para o Desenvolvimento (CID) era um análogo para a Assistência Oficial ao Desenvolvimento (AOD) no qual três instituições centrais, o Fundo Monetário Internacional (FMI), o Banco Mundial e o Comitê de Assistência ao Desenvolvimento da Organização para Cooperação e Desenvolvimento Econômico (CAD/OCDE) regulavam as práticas dos doadores e receptores. Recentemente, um cenário muito mais complexo e diversificado, caracterizado por novos atores e abordagens, está substituindo esta arquitetura. Este documento analisa as transformações no campo da CID, interpretando estes processos através de uma estrutura analítica das fontes de mudança institucional. Uma de suas principais contribuições é destacar um padrão de “equilíbrio pontuado” através de uma análise histórica teoricamente guiada, que reflete tanto períodos de estase quanto de inovação, ao invés de um processo gradual de mudança. Argumentamos que a inovação depende da insatisfação e dos choques, e que a natureza da invenção depende de uma homogeneidade de interesses entre seus atores proeminentes. Este artigo é baseado em uma agenda de pesquisa que aplica o conceito de equilíbrio pontuado da teoria social à análise dos complexos do regime internacional.
As research has shown, collaboration between religious and non-religious actors in the context of international development is often difficult and limited. Though various barriers exist, mutual ...misunderstanding and prejudices appear to be the main reason for the religious-secular divide. This essay argues that this divide-both within the development sector and beyond-can be bridged more effectively by understanding religion in terms of "worldview." As everyone holds a certain worldview, this concept challenges the current dichotomy and creates a more level playing field as starting point for dialogue. Problematic for the development sector, however, is the widespread equation of secularity with neutrality, and of neutrality with professionalism. The "professional identity" concept can help uncouple this connection.
This contribution forms part of the recent debate on international development cooperation, which has been progressively brought to the fore through several interventions promoted by the United ...Nations and the Organisation for Economic Co-operation and Development, which have long proposed reflection on the value of cooperation aimed at promoting human development and protecting the fundamental rights of human beings. Within this changing landscape, the article aims to analyse the mutual learning concept emerging in the literature on development cooperation. Through a qualitative study based on the administration of 21 semi-structured interviews, this essay proposes a theoretical-empirical definition of mutual learning and explores two further aspects: the conditions that make it possible and its likely implications in practice. There are currently still very few sociological studies that cover mutual learning among cooperation partners. However, if the concept were investigated both theoretically and empirically, it could bring about a paradigm shift in cooperation that could help overcome the ethnocentric logic of colonial heritage, which sees cooperation exclusively as a means for economic aid transfer, and encourage the use of cooperation as a concrete tool for "doing together". This would involve different actors who, through working in partnership, could enhance their starting resources and learn from each other.

Engaging with gender equality norms is increasingly becoming a prerequisite for being considered a legitimate partner in international development cooperation. South Africa has often been ...acknowledged as having one of the world’s most progressive constitutions for promoting gender equality. However, gender equality norms are heavily contested in the national political context. Situated in the gap between policy and implementation, this article explores how South Africa engages with gender equality norms as a leading actor in South–South Cooperation. It argues that contestations in competing normative environments and organizational restructuring processes are impeding the push for a policy guiding gender equality work in South Africa’s development cooperation.
