Originally published in 2005. This comprehensive volume examines the issue of Europe-making related to the post EU/NATO enlargement and the post 9/11 situation. Dual enlargement and the War on ...Terrorism are raising important questions for various actors in Europe, in particular what these developments will mean for the future of regional cooperation and the development of a regional subjectivity. Such concerns have been further compounded by America's distinction between 'New Europe' and 'Old Europe'. The volume analyzes at both policy and conceptual levels how the dual enlargement and the War on Terrorism will impact on regional cooperation in northern Europe. It examines how events in northern Europe have helped shape the nature of European space, borders and governance, including how the EU, the US and Russia have each highlighted northern Europe as a special case to be utilized and learnt from in dealing with problems elsewhere in Europe and globally. Presenting original articles, the volume will appeal to scholars of regional politics as well as security, international relations theory and geopolitics.

Le Brexit, encore aujourd’hui incertain quant à ses effets et à certaines de ses modalités pratiques ou juridiques, est l’un des événements les plus importants de l’histoire européenne contemporaine. ...Décidé en juin 2016 à la suite d’un référendum organisé par David Cameron, il a déclenché l’article 50 du traité sur l’Union européenne (UE) et a débouché sur le retrait du Royaume-Uni de l’UE le 31 janvier 2020 à minuit (heure de Bruxelles). Épisode inédit, la sortie du Royaume-Uni de l’UE a d’ores et déjà fait l’objet de publications scientifiques dont la Revue française de science politique (RFSP) a commencé à rendre compte de manière régulière dans ses chroniques bibliographiques. Elle poursuit ce travail collectif en publiant dans ce numéro une chronique sur les études européennes et notamment le Brexit. Les conséquences de celui-ci sur le fonctionnement de l’UE, en matière d’économie politique ou encore de relations internationales, ont ainsi fait l’objet d’investigations immédiates et souvent convaincantes. Au-delà de l’événement lui-même et de ses répercussions politiques immédiates ou plausibles, le Brexit offre la possibilité de tester la robustesse ou la pertinence des modèles d’analyse proposés par la science politique et en particulier par les études européennes. C’est justement à l’effet du Brexit sur ces modèles d’analyse, voire sur les théories politiques ou sociologiques qui les informent, que la RFSP entend consacrer ce court dossier. Till now, there are lots of stability and stabilization results about Takagi-Sugeno (T-S) fuzzy systems with time delay, but most of them are independent of the analysis of membership functions. ...Since the membership functions are an essential component to make a fuzzy system different from others, the conditions without its information are conservative. In this brief paper, a new Lyapunov-Krasovskii functional is designed to investigate the stability and stabilization of continuous-time T-S fuzzy systems with time delay. Different from the existing results in the literature, the integrand of the Lyapunov-Krasovskii functional in this paper depends not only on the integral variable, but also on the membership functions, and thus, the information of the time derivative of membership functions can also be used to reduce the conservativeness of finding the maximum delay bounds. Utilizing the information of the time derivative of membership, a number of controllers are designed according to their sign, and then, a switching idea is applied to stabilize the fuzzy system. In the end, two examples are given to illustrate the feasibility and validity of the design and analysis.
The College is going from strength to strength with membership increasing notably over the past few months and great attendance at College free webcast events as well as growing participation in ...other ACHSM professional development opportunities. In March a very successful one day Conference was held in Auckland, New Zealand with many from Australia and nearby countries amongst the more than 250 who attended this event. Through attending that conference, we now have 58 new College members in New Zealand who can take advantage of the benefits of College membership like this Journal, free webcasts, local networking events and access to bespoke professional development for health leaders. Our Fellowship Program for 2024 has commenced with 46 Associate Fellows applying themselves to our most prestigious capstone program. Further we have over 30 current enrolments to undertake Certification with those College members committing to maintaining their profession through the expectations of this credential. We also launched a Managing Digital Health micro credential that aligns fully with the digital health competencies in the ACHSM Master Health Service Management Competency Framework. We are in the process of distributing digital badges to all membership levels and Certified Health Managers and Executives for use on media such as LinkedIn, CVs and email signatures. These badges provide and outline of what it means to be a Fellow, Certified Health Manager or Executive of ACHSM. In this issue, as is the purpose of the Journal, there are learned articles on the importance of continuing to self-reflect on our leadership behaviours and workplace relationships. I take this opportunity of thanking Prof Mark Avery our Editor for his great work in maintaining a high quality of publication and ensuring relevancy to leaders in all sectors. I commend these to you and continue to wish you success in your ongoing leadership journey.
This study takes stock of empirical research examining the relationship between gang membership and offending by subjecting this large body of work to a meta-analysis. Multilevel modeling is used to ...determine the overall mean effect size of this relationship based on 1,649 effect size estimates drawn from 179 empirical studies and 107 independent data sets. The findings indicate that there is a fairly strong relationship between gang membership and offending (Mz = .227, confidence interval CI = .198, .253). Bivariate and multivariate moderator analyses not only reveal that this relationship is robust across the vast majority of methodological variations but also show that the gang membership–offending link is stronger when studying active gang members, and weaker in prospective research designs, non-U.S. samples, and when controlling for theoretical confounders and mediators. These results affirm the efforts of researchers, policymakers, and practitioners to understand and respond to gang behaviors, and are used to identify aspects of this literature that are most worthy of continued attention.
Objective:
Although a vast literature has investigated the consequences of gang membership for offending and victimization, little is known about the contribution of gang membership to the ...victim–offender overlap. We advance a group process theoretical model and provide an empirical extension of the victim–offender overlap to gang membership.
Method:
Using data gathered from 621 respondents in five cities, the contribution of gang membership to the victim–offender overlap is determined by examining (1) a typology of four victim–offender arrangements using multinomial logistic regression modeling and (2) the latent propensity for violent offending and victimization using multilevel item response theory modeling.
Results:
Gang members were over twice as likely as nongang members to be both victims and offenders, even after adjusting for low self-control, adherence to street codes, and routine activities. Neither contemporary theoretical perspectives on the overlap nor the reciprocal relationship between violent outcomes eliminated the association of gang membership with violent victimization and violent offending.
Conclusion:
By theoretically and empirically integrating gang membership into current knowledge on the victim–offender overlap, the results suggest that there is much to be gained for research and practice by unpacking the features of criminal and deviant networks.
