Public–Private Partnership (PPP) in construction is gaining in popularity. Although papers published in major journals have documented real cases of PPP projects, there appears to be a lack of ...systematically summarizing what they have already provided. Consequently, this paper reviewed PPP studies published in the six top journals in the construction field. The objectives are to compare and contrast the findings of the studies so as to provide insights for directing further PPP research and improving the existing practices of PPP projects. To achieve the review objectives, studies were first classified as either empirical or non-empirical. Empirical studies were further grouped under three themes: risks, relationships, and financing. Non-empirical studies were grouped under five themes: financing, project success factors, risks, and concession period. Suggestions for further research are risks, financing, contractual agreements, development of PPP models, concession periods, and strategies in choosing the right type of PPP.
Public-private partnerships (PPPs) have become popular tools to deliver infrastructure and public services around the world. As an innovative public procurement approach, PPPs have drawn considerable ...attention from academic circles. In order to enhance our knowledge of PPPs, the authors conducted a systematic literature review of articles published in international journals of the Public Administration (PA) discipline. Four main topics in this discipline are identified by means of social network analysis, including PPP concept, risk sharing amongst PPP participants, the drivers of PPP adoption, and PPP performance. Seven propositions about the four topics are summarized. Directions for future research are also considered.
This paper presents a systematic literature review of School-University Partnerships (SUPs) that aim to promote changes in teaching and learning practices. Our analysis focuses on the evaluation of ...such SUPs, throughout their development process (from Exploration to Implementation and Sustainability). Our results highlight the nonlinearity of such development processes. The evaluation of the SUPs mainly relied on qualitative approaches and occurred primarily during the Implementation phase. Furthermore, the evaluation instruments used have seldom been validated or reused within the research community. Future research can focus on the development of reliable evaluation instruments, useable throughout the lifecycle of SUPs, to guide their decision-making.

Initiatives to redesign cities so that they are smarter and more sustainable are increasing worldwide. A smart city can be understood as a community in which citizens, business firms, knowledge ...institutions, and municipal agencies collaborate with one another to achieve systems integration and efficiency, citizen engagement, and a continually improving quality of life. This article presents an organizational framework for such collaboration and employs it to analyze Smart Aarhus, the smart-city initiative of Aarhus, Denmark. Based on the experiences of Smart Aarhus to date, it offers a set of lessons that can benefit the designers, leaders, and policymakers of other smart-city initiatives.
Municipal solid waste (MSW) is regarded as a renewable energy source. In China, the sharp increase of MSW has precipitated the rapid growth of waste-to-energy (WTE) incineration plants. Private ...capital has been getting into the WTE incineration industry through the public–private partnership (PPP) arrangement. Due to the large construction cost and the long concession period commonly associated with this arrangement, a number of failures have emerged in PPP WTE incineration projects. The aim of this paper is to investigate the key risks of PPP WTE incineration projects in China and study the strategies for managing these risks by drawing experience and learning lessons from these projects. First, we analyzed the MSW management practices, relevant legislations and policies, and the development of PPP WTE incineration projects in China. Second, we identified ten key risks through interviews, surveys and visits to some selected projects, and provided detailed analysis of these risks. Lastly, we developed response strategies for these risks from the perspectives of both public and private sectors.

Public–private partnership (PPP) has been applied more and more widely for the past two decades. Questions still remain as to how to cultivate a facilitating institutional environment for developing ...PPP projects success. This paper examines such a question, focusing on the institutional analysis of the Chinese context. A theoretical framework of PPP governance is first developed, identifying the logics and interactions of the differentiating levels in the PPP system. Then, the institutional framework of China is presented with regard to its cultural, legal, and administrative characteristics, as the embeddedness of PPP development. Thereafter, the evolution of Chinese institutions with particular regard to PPP is analyzed. Findings show that changes in the institutional arrangements have to go in tandem with introduction of PPP, and performance of PPP is closely related with its institutional environment. Suggestions are put forward to enhance China’s institutional arrangements for healthy PPP promotion, and the implications for governments and investors in other countries are described.

Sustainable Development Goal (SDG) 17 highlights the importance that the partnership narrative plays in the implementation of SDGs. However, given the brevity of many development projects, these ...partnerships are often developed and concluded rapidly, with little attention given to longer-term implications or success. This paper argues that in order to create and develop partnerships that properly address the SDGs, it is imperative that a process perspective is developed that takes into account the range of stakeholders and interests, values, and the power relations between actors prior to and during the project together with a comprehensive understanding of what is success. This requires a full awareness of the project's context and previous interventions, activities, and policies. In order to illustrate the necessity of longitudinal partnerships and perspectives, a case study, a community-based development project in New Delhi, India, is used. The goal of the project has been to ensure that the community is actively involved in the entire process, eventually becoming owners of the interventions so that, when the project and partnership eventually ends, the community continues to benefit. Examples from the project are used to emphasize the importance of long-term planning and partnership driven by context-specificity, implementation processes and policy-awareness.
