In the context of ...post-conflict peacebuilding, the idea of local ownership is based upon the premise that no peace process is sustainable in the absence of a meaningful degree of local involvement. Despite growing recognition of the importance of local ownership, however, relatively little attention has been paid to specifying what precisely the concept means or how it might be implemented.
This volume contributes to the ongoing debate on the future of liberal peacebuilding through a critical investigation of the notion of local ownership, and challenges conventional assumptions about who the relevant locals are and what they are expected to own. Drawing on case studies from Bosnia, Afghanistan and Haiti, the text argues that local ownership can only be fostered through a long-term consensus-building process, which involves all levels of the conflict-affected society.

The book provides tools for empirical studies of relational peace and applies the framework in several sites: Cyprus, Cambodia, South Africa, Abkhazia, Transnistria/Russia, Colombia, Sri Lanka, the Philippines, and Myanmar. This open access book explores common critiques in the literature of hybrid peacebuilding, especially the lack of connection between hybridity in theory and practice. Through using a ...complexity-informed framework, the foundation for introducing the mid-space actor typology is established. Mid-space actors as insider-partial mediators are perceived to be vital agents for peace processes in conflict-affected areas and thus can be important power brokers and focal points for outside actors. In this book, two insider views are examined through analysing mid-space actors in the peacebuilding process in Cambodia and in Mindanao, the Philippines. First, it explores the process of identity-building of Cambodian monks and how such a process enables or hinders the monks to bridge existing cleavages. Then, in the case study of Mindanao, the roles of civil society actors are considered. The next step is to introduce the outsider’s perspective on hybrid peacebuilding and how Asian peacebuilding actors such as China and Japan are engaging with mid-space actors who provide key bridges in peacebuilding.
In November 2007 Adam Moore was conducting fieldwork in Mostar when the southern Bosnian city was rocked by two days of violent clashes between Croat and Bosniak youth. It was not the city's only ...experience of ethnic conflict in recent years. Indeed, Mostar's problems are often cited as emblematic of the failure of international efforts to overcome deep divisions that continue to stymie the postwar peace process in Bosnia. Yet not all of Bosnia has been plagued by such troubles. Mostar remains mired in distrust and division, but the Brcko District in the northeast corner of the country has become a model of what Bosnia could be. Its multiethnic institutions operate well compared to other municipalities, and are broadly supported by those who live there; it also boasts the only fully integrated school system in the country. What accounts for the striking divergence in postwar peacebuilding in these two towns?
Moore argues that a conjunction of four factors explains the contrast in outcomes in Mostar and Brcko: The design of political institutions, the sequencing of political and economic reforms, local and regional legacies from the war, and the practice and organization of international peacebuilding efforts in the two towns. Differences in the latter, in particular, have profoundly shaped relations between local political elites and international officials. Through a grounded analysis of localized peacebuilding dynamics in these two cities Moore generates a powerful argument concerning the need to rethink how peacebuilding is done-that is, a shift in the habitus or culture that governs international peacebuilding activities and priorities today.

The Trouble with the Congo suggests a new explanation for international peacebuilding failures in civil wars. Drawing from more than 330 interviews and a year and a half of field research, it ...develops a case study of the international intervention during the Democratic Republic of the Congo's unsuccessful transition from war to peace and democracy (2003–6). Grassroots rivalries over land, resources, and political power motivated widespread violence. However, a dominant peacebuilding culture shaped the intervention strategy in a way that precluded action on local conflicts, ultimately dooming the international efforts to end the deadliest conflict since World War II. Most international actors interpreted continued fighting as the consequence of national and regional tensions alone. UN staff and diplomats viewed intervention at the macro levels as their only legitimate responsibility. The dominant culture constructed local peacebuilding as such an unimportant, unfamiliar, and unmanageable task that neither shocking events nor resistance from select individuals could convince international actors to reevaluate their understanding of violence and intervention.

In the past decade, the model used for reconstructing societies after conflicts has ...been based on liberal assumptions about the pacifiying effects of 'open markets' and 'open societies'. Yet, despite the vast resources invested in helping establish the precepts of this liberal peace, outcomes have left much to be desired. The book argues that failures in the liberal peace project are not only due to efficiency problems related to its adaptation in adverse local environments, but mostly due to problems of legitimacy of turning an ideal into a doctrine for action.
The aim of the book is to scrutinize assumptions about the value of democratization and marketization and realities on the ground by combining theoretical discussions with empirical evidence from key post-conflict settings such as Iraq and Afghanistan. These show the disparities that exist between the ideals and the reality of the liberal peace project, as seen by external peacebuilders and domestic actors. The book then proposes various alternatives and modifications to better accommodate local perspectives, values and agency in attempts to forge a new consensus. Research on conflict-ridden societies carries special challenges for the collection and evaluation of information about the conflict and its actors. First, due to the nature of information emerging, incentives to misrepresent and propaganda is common. News coverage is sometimes poor and reporting is often incomplete, selective and biased. Second, the sensitivity of the topic and the questions posed in peace and conflict research means that access to and the security of informants can be a problem.
