It is generally believed that adopting standard organizational project management (PM) practices enhances the capability of organizations to achieve program success and customer satisfaction. We ...asked what specific dimensions of PM practices have been most helpful to project and program managers of Test and Evaluation (T&E). This paper focuses on T&E PM within the Federal Aviation Administration, an agency of the US government. The objective was to identify the critical dimensions of PM that contribute to successful T&E execution and determine how these critical dimensions could be unified with technical processes to achieve customer satisfaction. By combining the expressive abilities of the Boardman Soft Systems Methodology with a case study approach, we identified a set of critical dimensions and created a conceptual model that unifies PM practices with T&E processes. We concluded with a set of critical project management practices that have impact for a T&E organization.

The paper presents the model of Master’s Degree Program in Product Design Engineering implemented for training engineers majoring in “Innovation shipbuilding”. The program is being rolled out as a ...pilot project since 2017 on the basis of the Institute of National Technological Initiative of Sevastopol State University. The ideology of Master’s programs in Product Design Engineering generally matches with the paradigm of context education, nevertheless it has its own specific features, such as the principle of diploma project readiness (as a product of Master’s program) to enter into the market, and the evaluation of the product by expert community; training of the graduates to professional activity as ‘chief designer managers’, who understand the principles of how to organize the team of specialists and to obtain the required result as a market product; simulation by the students of the role of a customer for the object of designing, and preparation of the future engineer taking into account not only object designing, but also future utilization, that is, the whole life cycle. Special attention is paid to so called “distributed design”, which enables to organize a virtual professional environment of a “design bureau” bringing together different student project groups.
The subject of research is the theoretical and practical issues of the formation and development of the innovative project and program management system in Ukraine as a key factor in the reform of ...budget management. The article purpose is to investigate the process of establishing the innovative project and program management system in Ukraine, determining the main prerequisites, positive trends and deficiencies in its development. Research methods. Methodological and theoretical basis of the research consists of the works of foreign and national scholars. It is used methods of analysis and synthesis, methods of generalization and comparison, abstract-logical and historical that allowed realizing conceptual integrity of the study. Results of the work. The article defines the prerequisites that, in the opinion of the author, contributed to the construction and transformation of the innovative project and program management system in Ukraine. The role of the program-target method and the implementation of national projects in the development of the innovative project and program management system is clarified. The main factors of the spread of technology of project management in Ukraine are determined. Particular attention is paid to research the development of the management system of innovative projects and programs supported by international financial institutions. Scope of results. Current state of the project and program management system in Ukraine is the result of the chaotic application of modern project management practices of foreign countries, but, unfortunately, does not have sufficient legal and institutional support. An important step towards the establishment of a modern management system for innovative projects and programs was, firstly, the introduction of program-target method that involves mandatory assessment of the effectiveness of programs by determining quantitative and qualitative performance indicators and, secondly, the implementation of national projects because of implementation practice of creating project offices in the preparatory phase.

The current state of the markets is characterized by constantly changing external factors that have a significant impact on the position of the corporation in the market. Obviously, in order to carry out their activities, corporations must adapt to the impact of environmental factors by improving the structure of the organization and the quality of management. At the same time, the best results are achieved by those corporations that are able to effectively organize their activities for a long-term (strategic) period. To organize effective strategic management and the formation mechanism of the implementation of development strategies of the Corporation are encouraged to use project-based approach involving activities by initiating, designing, implementing and maintaining projects and programs of the Corporation, provide design controls created by attracting specialists with the necessary competencies in this area. Justifying the expediency of using the project approach, the article describes some general approaches to the organization of such structures, considers their tasks and functions. For organizations (corporations) that aim to achieve long-term success, it is absolutely necessary to find and master methods of managing their own development that provide them with competitive advantages and ensure faster growth rates in the field of activity or industry of the economy. The article is aimed at specialists interested in the management problems of modern socio-economic systems.

de los temas más importantes para cualquier corporación es su funcionamiento efectivo y su
desarrollo a largo plazo. El estado actual de los mercados se caracteriza por factores externos en
constante cambio que tienen un impacto significativo en la posición de la corporación en el
mercado. Evidentemente, para el desarrollo de sus actividades, las corporaciones deben adaptarse
al impacto de los factores ambientales mejorando la estructura de la organización y la calidad de la

organizar una gestión estratégica eficaz y el mecanismo de formación de la implementación de las

Corporación, brindar controles de diseño creados por la atracción de especialistas con las

Este articulo busca dar claridad sobre las diferentes características que tiene un PMO (Project Management Office), con el fin de que los empresarios entiendan la importancia que tiene la gerencia de ...proyectos dentro de una organización empresarial, resaltando autores tan importantes que han hablado del tema como Hill (2014) autor que define en su libro los tipos de PMO. Teniendo en cuenta la premisa de que dirigir proyectos implica dirigir una serie de procesos, con los cuales se debe llegar a finalizar el mismo en tiempo, costo y alcance sin perder de contexto la calidad que se debe aplicar en todos los procesos. En Colombia la PMO son recientes, pero se tiende a confundir sus actividades; además de clarificar que este tipo de oficina tiene un costo relevante para la empresa, pero así mismo ayudan a generar flujos de caja para el sostenimiento de la organización.

Интеграция всех элементов проекта в единой цифровой системе управления способствует минимизации времени на принятие решений, изменение требуемых условий, адаптацию команды и процессов проекта к новым условиям. Цифровая система управления базируется на создании цифрового проектного офиса. В современных экономических системах управление инновационными проектами становится профессиональной деятельностью компаний, стратегически ориентированных на активное развитие с разработкой и использованием высокоперспективных технологических и управленческих решений. Методика управления проектами широко применяется не только в бизнес-сфере, но и в государственном секторе. Осуществление управленческих функций внутри проекта с использованием различных программных средств активно применяется. Управление инновационными проектами в России имеет ряд особенностей, которые являются неким следствием исторического развития, традиций, менталитета нашей страны, системы образования, других факторов. В сфере управления инновационными проектами в России накоплен определенный опыт, но как о самостоятельная область знаний и нововведений в управлении проектной деятельностью выделилась не так давно. При применении управления инновационными проектами в широких масштабах будет обеспечена высокая эффективность осуществления проектно-изыскательской деятельности. Данный момент будет способствовать развитию России в социально-экономической сфере за счет того, что эффективность государственного управления повысится на всех уровнях, улучшится инвестиционный климат, следовательно, возрастет интенсивность оборота финансово-кредитных ресурсов и произойдет неизбежный рост ВВП, а также повысится уровень жизни населения. Интеграционные процессы в рамках мировой экономической системы требуют постоянной адаптации к изменениям, что может быть обеспечено путем создания специального цифрового офиса управления проектами, способного интуитивно на основе предварительно заданного алгоритма в минимальные сроки адаптироваться к происходящим изменениям. Направления дальнейших исследований заключены в разработке модели цифровой системы управления на базе проектного офиса и формирование алгоритма его внедрения в проектную деятельность предприятий.
Increased globalization has led to the widespread application of project management sys-tems in many areas of business operations. This article is intended to examine the theoretical and ...meth-odological approaches to project management in ensuring the competitiveness of the national economy as it pertains to the implementation of its government programs and projects. Through the scientific analysis of current-day publications on project management in the public sector, the authors substanti-ate the need for its introduction into Kazakhstan’s practice, which will increase the competitiveness of economic activity. The theoretical and methodological substantiation is based on the utilization of the magic triangle of project management: “quality – time – budget”, which makes it possible to develop algorithms for the performance of the main functions of project management by government agencies.The article emphasizes the need to use the international experience in the practical implementation of project management of public authorities in the execution of government programs and projects in the context of global instability, accompanied by various risks, crisis situations, limited resources, and many other effects. In the national science, there is yet a lot to be done on a thorough analysis of a project management system implementation in government agencies on the path of Kazakhstan’s entry into the top 30 most competitive countries in the world.In this regard, this article discusses issues arising in the implementation of the project management system in the government bodies of the Republic of Kazakhstan and ways to address them.

UAS technology is being made available to monitor environmental conditions, analyse the impacts of climate change, respond to natural hazards, understand landscape change rates and consequences, conduct wildlife inventories and support related land management missions.
