Prispevek prikazuje nekatere elemente razvoja obmejnih območij Slovenije predvsem z vidika učinkov pred pristopne pomoči programa Phare čezmejnega sodelovanja (v nadaljevanju Phare CBC). Regionalni ...razvoj obmejnih območij Slovenije je v vsej svoji dosedanji zgodovini tesno povezan z geopolitičnim položajem in funkcijo obmejnih območij. Republika Slovenija je od leta 1992 prejemala pomoč Evropske unije iz programa Phare. Po letu 1994 je bila vključena tudi v posebni predpristopni program EU Phare CBC.
Transport accessibility to jobs, education, supply, and public services, which are usually most concentrated in large regional centers, has an impact on lower economic costs (savings in time and ...energy consumption), greater social justice (better and more equal access to jobs and education), and lower pressures on the environment (reduction of harmful emissions and noise, and increased road safety). Transport accessibility as a spatial component affects the widest range of development opportunities in an area, and it should therefore represent a significant component of regional and spatial planning. This book presents the main features of transport accessibility to regional centers as the central pillars of regional and spatial structure in Slovenia. Attention is focused on addressing the situation in accessibility planning itself, followed by modeling geographic reality using spatial analyses in a geographic information system. Emphasis is placed on the state of spatial equilibrium of regional centers. This study also examines the spatial differences in their accessibility, the main reasons for these differences, and the correspondence between regional borders in various regionalization proposals for Slovenia and their centers’ borders of accessibility.
Upravljanje resursima nekog prostora predstavlja jedno od najvećih izazova
današnjice, poglavito u slučaju osjetljivijih područja poput ruralnih prostora. Ljudski
resurs, uz prirodne resurse koji su ...mahom ograničeni, predstavlja mogućnost za ruralni
prostor pogotovo s početkom iskorištavanja znatnih sredstava pretpristupnih fondova
EU. U radu je prikazan dio rezultata primarnog istraživanja stavova provoditelja
projekata i krajnjih korisnika o utjecaju ostvarenih rezultata programa IPA CBC
Mađarska-Hrvatska 2007. – 2013. na ljudski resurs institucija provoditelja i lokalnih
zajednica promatranoga prostora koji je većinom ruralnoga karaktera. Zaključak
istraživanja jest kako su uložena sredstva na promatranom području imala dvojaku
ulogu. U slučaju organizacija provoditelja projekata, one ne bi imale ovaj obujam
posla i broj zaposlenih niti bi uspostavile partnerstva s organizacijama iz druge države,
provodile aktivnosti ili razvijale vještine, znanje i sposobnosti svojih ljudskih resursa.
Također, provedba njihovog projekta povećala je broj kontakata i suradnji s
organizacijama na lokalnoj razini što je značajan resurs za budućnost. Nadalje,
sredstva su omogućila korisnicima, stanovnicima lokalnih zajednica duž granice,
stjecanje novih vještina, povećanje znanja i sposobnosti koje mogu koristiti za daljnji
razvoj, shvaćanje važnosti cjeloživotnog učenja i povećanje uključenosti u lokalnu
zajednicu. Zaključno, provedba projekata i ulaganje u ruralna područja predstavljaju
investiciju u budućnost zbog raznolikosti procesa koje mogu aktivirati.
Global scientific literature widely deals with analysis of regional innovative systems and their contribution to economic growth. Modern theories and empirical researches indicate strong correlation ...between the technical progress, creative human resources, toleration and capital investments. New investments are basic but not sufficient condition for balancing the developmental stimulation. Capital, linked with investment activities, natural (material) resources and human resources (work, knowledge, information) are main driving forces of the economic progress. New forms of investments today are strongly connected with population educational structure and knowledge, therefore investments do not occur everywhere, simultaneously and equally.
The book offers multi-layered responses to the scope and causes of spatial, as well as social, economic and physiognomic changes in the cultural landscape in Slovenian countryside. It presents the ...results of an interdisciplinary research approach to recognising spatial change and trends within a two-year research project entitled “The Transformation of the Landscape by Agricultural Modernisation and Changes in Settlement Patterns”, which was financed by the Slovenian Research Agency and the Ministry of the Environment and Spatial Planning of the Republic of Slovenia within the target research programme Slovenian Competitiveness 2006–2013. Similar research was carried out in three pilot areas, selected because they captured a cross section of typical Slovenian landscape macro-units (Mediterranean, Dinaric, Alpine and Pannonian), while also covering the processes of intensification and marginalisation.
This book (‘Slovenia’s development challenges’) deals with fundamental issues of Slovenia’s development. It explains the main issues in Slovenia’s Development Strategy, and evaluates its bases and ...the direct effects of individual development measures. Each in their own way, the authors discuss pressing developmental issues at the level of the state, regions, municipalities, or individual sectors, seeking possible answers, new stimulation, potentials, and opportunities. The basic premise was that the main task is to seek solutions for an economically successful, socially just, environmentally friendly, and ethically responsible society, and that all development efforts must focus on these goals. Although it was adopted only three years ago, in line with the premises described above and the changed macroeconomic conditions, Slovenia’s Development Strategy requires amendments to turn Slovenia’s development path in a sustainably more acceptable direction. One should not be guided only by a desire for quantity~instead, one should strive for higher-quality development that is fair to every citizen as well as the environment.
The publication “Monitoring and Evaluation of Regional Policy in Slovenia” was prepared on the basis of the Assessment of Instruments and Mechanisms of Regional Policy project intended for designing ...the systems for the mid-term and final evaluation of Slovenia’s regional policy. The project has prepared the basis for monitoring and evaluating the regional policy: we treated the monitoring of the regional policy as an important element in the overall development process because it enables constant supervision of the implementation of the policy and the evaluation of the regional policy as a constant interactive process that enables deliberate planning of activities and their adaptation to changing conditions. We focused on the characteristics of monitoring and evaluation in Slovenia’s regional policy and prepared evaluation models that Slovenia’s regional policy should follow in the future. Designing the models we drew from the existing Slovenian and European formal-legal frameworks for establishing monitoring and evaluation system in the 2007–2013 financial perspective.
U radu se raspravlja o promjenama u regionalnom razvoju Like nakon izgradnje autoceste Zagreb–Split 2004. godine. Autocesta je bolje integrirala Liku u prometni sustav Hrvatske, utjecala na nove ...unutarregionalne odnose te stvorila uvjete za veću zaposlenost, otvaranje poduzetničkih zona te brži razvoj turizma, male privrede i poljoprivrede. Novom prometnicom aktualizirano je pitanje daljnjeg razvoja toga prostora i njegova položaja u regionalnoj strukturi Hrvatske.
Eno izmed temeljnih vprašanj, ki ostaja nedorečeno, kljub dolgoletnim teoretičnim, metodološkim in vsebinskim ter praktičnim izkušnjam v planerski stroki in tudi izven nje, je brez dvoma vprašanje o ...značaju in pomenu regionalnih razlik. V prispevku želimo opozoriti na nekatera protislovja, ki izhajajo iz razumevanja regij, regionalnega razvoja, regionalnega planiranja in poudarjanja regionalnih razlik kot enega izmed tistih dejavnikov, ki naj bi brezpogojno utemeljeval ukrepe na področju regionalnega planiranja.
