Current levels of youth unemployment need to be understood in the context of increased labor market flexibility, an expansion of higher education, youth migration, and family legacies of long-term ...unemployment. Compared with previous recessions, European-wide policies and investments have significantly increased with attempts to support national policies. By mapping these developments and debates, we illustrate the different factors shaping the future of European labor markets. We argue that understanding youth unemployment requires a holistic approach that combines an analysis of changes in the economic sphere around labor market flexibility, skills attainment, and employer demand, as well as understanding the impact of family legacies affecting increasingly polarized trajectories for young people today. The success of EU policy initiatives and investments will be shaped by the ability of national actors to implement these effectively.
Purpose This study aims to explore the NEET (Not in Education, Employment and Training) experiences of young people living in impoverished settings. Design/methodology/approach Methodologically, this ...study was informed by a qualitative analysis of visual and textual data related to a body mapping exercise with eleven young people who were participants in a four-day start-up workshop in a larger action research project. Findings The findings reveal that, although being NEET negatively affects young people’s self-esteem, confidence, hope for the future and general well-being, body mapping can help them discover latent assets useful for reducing their insecurities. Originality/value Researchers using this method need to be well prepared to deal with possible emotional trauma, and to this end, we provide some guidelines for the effective implementation of body mapping.
Globally, one fifth of individuals aged 15-24 are 'not in employment, education or training' (NEET). NEETs have become an increasingly important notion in international debate, although criticisms ...are directed at its all-encompassing nature and lack of concern with the intergenerational, gendered, social and systemic inequalities that influence young people becoming NEETs. Prevalence of youth NEETs is especially high in Latin America, with women disproportionally affected. Brazil has one of the highest absolute numbers of NEETs in LAC. This paper uses data from the last Brazilian census to examine contextual drivers of NEETs in Brazil, and to critically assess broader implications for policy. In Brazil, states with higher coefficients of social inequality and levels of criminality are more likely to have higher proportion of youth NEET. Globally, social inequalities associated with gender, race and crime are pervasive drivers of young NEET status. Latin American youth are in a particularly disadvantageous position. Policies that aim to overcome social exclusion and marginalisation of youth need to focus on systemic drivers of the NEET condition among vulnerable subgroups of young people.

This paper presents evidence on the short and long-term impact of the COVID-19 crisis on India’s rural youth. We interviewed about 2,000 vocational trainees from Bihar and Jharkhand three times after the first national lockdown in 2020, between June 2020 and December 2021. We find that a third of respondents who were in salaried jobs pre-lockdown lost their jobs, and half of those who worked out of state returned home shortly after the lockdown. We report a stark difference between men and women: while many male workers took up informal employment, most female workers dropped out of the labour force. In the second part of the paper, we use a randomised experiment to document the effects of a government-supported digital platform designed to provide jobs to low-skilled workers. The platform turned out to be difficult to use and publicised only few job ads. We find no effect on job search intensity or employment. Our findings suggest that bridging the gap between rural young workers and urban formal labour markets requires more active and targeted policy interventions, especially for female workers.

The study presents the results of a study of the regional peculiarities of the state policy in the field of employment. The monitoring of the main indicators of the Moscow labor market, the structure ...of the unemployed by age groups and the structure of the employed by the level of education in Moscow was carried out. It is concluded that there is a major problem in the labor market in the city of Moscow, manifested in a high level of unemployment among young people aged 20 to 39 years with higher and secondary specialized education. In order to increase employment among young people, it is proposed to organize joint events by the management of secondary schools and regional employment services to address issues of vocational guidance of schoolchildren, increase awareness of university students about the availability of specialized vacancies, train graduates in self-presentation skills that promote employment and strengthen employers’ awareness of the possibility of obtaining benefits when graduates are employed.
Purpose
This study aims to examine the association between apprenticeship training and self-employment and how gender moderates the association.
Design/methodology/approach
Secondary data from the ...World Bank’s Skills Towards Employment and Productivity (STEP) survey on Ghana were analysed using a binary choice (logit regression) model. The STEP survey drew its nationally representative sample from the working-age population (15–64 years) in urban areas.
Findings
After controlling for several factors identified in the literature as determinants of self-employment, the results indicate that completing apprenticeship training increases the likelihood of being self-employed. However, women who have completed apprenticeship training are more likely to be self-employed than men.
Originality/value
By examining the moderating effect of gender on the association between apprenticeship training and self-employment, this study has offered new evidence that policymakers can use to promote self-employment, especially among women, to reduce the entrepreneurial gap between men and women.
This paper presents a critical analysis of the contemporary policy focus on promoting employability among young people in the UK. Drawing on analysis of UK policy approaches to tackling youth ...unemployment since the late 1970s, we suggest that existing critiques of employability as 'supply-side orthodoxy' fail to capture fully its evolving meaning and function. Under the UK Coalition Government, it became increasingly colonised as a targeted tool of urban governance to legitimise ever more punitive forms of conditional welfare. We argue that this colonisation undermines the value of the notion of employability as an academic tool for understanding the reasons why young people face difficulties in entering the labour market. The paper suggests that the notion of youth transitions offers more potential for understanding youth unemployment, and that more clearly linking this body of research to policy could provide a fruitful avenue for future research. Such a shift requires a longer term, spatially informed perspective as well as greater emphasis on the changing power relations that mediate young people's experiences of wider social and economic transformations. The paper concludes that promoting employment among urban young people requires a marked shift to address the historically and geographically inadequate knowledge and assumptions on which policies are based.
This paper examines the relationship between young individuals that are Not in Employment, Education or Training (NEETs) and regional resilience across the Mediterranean European Union South. It ...attempts a significant contribution to the literature since academic readings on youth studies have partly overlooked potential interlinkages with regional resilience, while regional studies have neglected to assess the resilience of the young cohorts of the labour force. The paper builds on a geographical political economy approach and employs a mixed-research method, calculating regional resistance and recovery indices and drawing upon informed expert interviews. It scrutinises labour market resilience in terms of youth employment and NEETs against the 2007/08 crisis and documents which regions have been (less) resistant to youth unemployment and inactivity. Thereupon, it locates four factors of low resilience in regional youth labour markets, namely structural deficiencies, path-dependence, labour market segmentation and informal practices.
