  • Approaches and techniques for the reform of public administration

    Summary: In its content public administration reform represents not only change of form, which would be the literar translation of the world, but also a multi-dimensional development process ... embracing political, legal, economic, organisational, technological and other issues. Globally, this process is usually referred to as modernisation, because many areas to which it applies require the implementation of the latest developments in a particular field ofscience. In contrast with modernisation in the private sector where market forces and competition generate constant development, the implementation of modernisation programmes in the public sector is still rather forced, as the system of internally generatedinitiatives for development in the public sectordoes not exist. Global experience shows that the most appropriate approach is the one "from the bottom up", und those who are most responsible for the change need to provide suitable conditions (training, consultations, information support, etc.) and initiatives for the creative change of established practices and the adoption of successful managerial methods callednew public management.
