  • Foreign policy instrument capacity building [Elektronski vir] : Slovenian beekeeping culture as a possible source of soft-power capability

    Soft power, defined by Nye as a country's ability to influence others through persuasion and agenda-setting, can be enhanced through capacity building. Slovenia's lack of significant military or ... economic power makes it challenging to exert influence through traditional hard power means. This essay aims to answer the research question of how Slovenia has employed capacity building to enhance its soft power and leadership in beekeeping and pollinator protection. The methodology involves qualitative research, including analysis of secondary sources, interviews with key stakeholders, and an examination of primary and secondary legislation and strategies. Slovenia's capacity building approach begins with the Slovenian Beekeeping Academy (SBA), founded in 2018. SBA provides informal education in beekeeping to foreigners, training providers, and the public. It collaborates with domestic and international institutions and individuals involved in beekeeping to promote Slovenian education and knowledge sharing. The Slovenian Ministry of Foreign and European Affairs (MFEA) plays a crucial role in managing beekeeping development. Collaborating with the Ministries of Agriculture, Environment, and Education, MFEA addresses global food security, poverty eradication, and environmental standards. It establishes educational apiaries, cultivates honey plants, and educates children about bees and the environment. Institutional and legal frameworks are essential for sustainable capacity building. Slovenia proposed the declaration of World Bee Day at the United Nations, which was adopted in 2017. This initiative provides a framework for bee and pollinator protection. Another development was the UNESCO recognition of Slovenian Beekeeping as intangible cultural heritage. Overall, this research demonstrates that Slovenia has successfully employed capacity building as a soft power strategy in beekeeping and pollinator protection. The establishment of the SBA, collaborative initiatives led by the MFEA, and the recognition by international organizations have enhanced Slovenia's influence in the international community.
