  • Navigating the uncertainty of the modern environment [Elektronski vir] : multi-domain operations for the defence of small states

    In this article, we examine how small European states, using Slovenia as a case study, apply the concept of Multi-Domain Operations (MDO) under resource constraints and complex security dynamics. We ... combine a review of strategic documents and academic literature with insights from interviews to explore how Slovenia interprets and adapts MDO principles, focus on areas such as niche capability development, civil–military coordination, and alignment with NATO and EU frameworks. Additionally, we apply an organisational behaviour perspective to analyse how institutional culture, leadership dynamics and inter-agency collaboration shape the adoption and effectiveness of MDO. By analysing effects across physical, cognitive and virtual dimensions, we show how small states can use MDO logic to enhance resilience and contribute meaningfully to collective defence. Our findings offer practical guidance for other small states aiming to implement scalable and context-specific multi-domain strategies.
