    From the aspect of the public relations profession, most of the field of preventive medicine equals what the public relations comprises: organised attempts to influence human behaviour. There are two ... questions related to that, which besides the legal one, raise ethical questions: the question of entitlement (the organised influencing of human behaviour always contains elements od "social engineering" and experience with this in the 20th century is that intended consequences are always accompanied with many unitended consequences) and the question of competenve (actors in this field, besides the medical one, possess the required special communication knowledge and skills to account for the use of invested resources). The answers to these twoquestions determine the level of trust in preventive medicine, thus governing the conditions and limitations of its performance.
