  • Citizenship and school history : in defence of, or as a protection against the state?

    In the light of recent government emphasis on the development of citizenship education in England and Wales, the paper examines changing views on the part which school history might play in this ... process. Traditionally, one of the main purposes of school history in Britain was to inculcate loyalty to the state, and to serve as moral exemplar. More recently,there has been a move towards history as a tool to develop the intellectual autonomy and critical awareness of young people, and to teach them how to handle information intelligently. This revolution in school history has evinced a counter reaction, and led to "curriculum wars" in the subject over the past decade. The paper examines this debate in the context of the views of approximately 200 trainee history teachers who entered the profession in the mid 1990s, and argues that in the context of increasing government power to control and manipulate information, the purpose of school history should be as much to protect citizens from their own government as to defend the state from perceived external enemies and internal dissidents.
