  • The role of peer support systems in education for citizenship

    Conflict among peers, including bullying behaviour, indirect aggression and physical violence, emerges in the pre-school and persists throughout the school years. Although peers are witnesses to the ... aggressive incidents, many children are reluctant to intervene or to inform adults. Fortunately, we can balance these reports of bystander indifference to victims of peer-led aggression with reports of co-operative and supportive behaviour on the part of the peer group. These systems typically involve teachers sharing their power and authority with young people and they therefore represent education in participatory democracy. In the light of the literature and evidence obtained from a pilot study and a large-scale survey, the effects of peer support systems on actual and potential users of peer support systems, peer supporters and the school as a whole, teachers are discussed. It is concluded that peer support has benefits both for the victims of bullying and for the school climate. The peer supporters also show benefit from the experience. Nevertheless, there are some problems, most especially to do boys' reluctance to become peer supporters and boy victims to make use of support systems. Overall, however, we argue that since these systems involve teachers sharing their power with young people, they are education in citizenship and, specifically in participatory democracy.
