Son yıllarda Türkiye’de, bilgi teknolojileri kullanılarak kamu ya da özel organizasyonların değişik gerekçelerle, gerek kurumsal iş süreçlerinin gerekse de sunduğu hizmetlerin otomasyon sistemlerine ...aktarımını amaçlayan çok sayıda proje başlatılmıştır. Bu çalışmada “proje”nin kavramsal tanımından başlayarak dünyada yaygın olarak kullanılan ve kabul gören proje yönetim standartlarından da faydalanılarak, büyük ölçekli organizasyonlarda yürütülecek projeler için takip edilmesi gereken yol haritası, proje yönetim yaklaşımları için öneriler verilmektedir.
Assessment of alternative banking systems is a difficult problem with multiple and conflicting criteria. This study proposes a multi-criteria decision-making (MCDM) model for evaluating alternative ...social banking systems (with no interest charges) using a T-Spherical fuzzy Decision-Making Trial and Evaluation Laboratory (DEMATEL) called TOP-DEMATEL. First, a comprehensive literature review determines the factors affecting the performance of alternative systems. An analysis is carried out with the help of the T-Spherical fuzzy TOP-DEMATEL approach to determine the importance weights of the factors under consideration. The alternative social banking systems with no interest charges are designed to minimize the negative effects of interest on the economy. The causality analysis shows that the effective risk analysis and employment of qualified personnel were the most effective criteria on all other factors. In addition, the improvement of the technological infrastructure is also affected by all other factors. Effective risk analysis is determined as the most important criterion for the performance of the alternative banking system. In this context, a comprehensive risk analysis is required for the success of the new alternative banking system.

Buna yönelik sağlıklı çözümler geliştirmek elektronik belge yönetim sisteminin başarısı açısından büyük önem taşımaktadır. Bu makalede, elektronik belgelerin, bilgi teknolojileri bağlamında gerçekliğinden ve bütünlüğünden taviz vermeden uzun dönem arşivlenmesi için gereken hususlar ortaya konulmuştur.
For companies to manage their records efficiently, safe, systematically and economically, the transition to electronic records management systems is supported by legal regulations in Turkey. TÜRKSAT ...A.Ş. developed the “Electronic Records Management System (ERMS)“, which is capable of records management, sharing and archiving safely on the web for institutions. Setting up, operating and managing e-Government services in Turkey are assigned to TÜRKSAT A.Ş. via the coordination of the Ministry of Transportation. Within the scope of TÜRKSAT A.Ş. informatics services, many institutions put the ERMS project into practice. Conducted at 3 different institutions, the project is compared according to various effective parameters, and it is discussed that how these parameters affect the projects, and how alternative solutions and institutional differences are being managed. Effective parameters variant to institutions are determined according to the discriminant analysis on project phase. Between the institutions that TÜRKSAT A.Ş. has been conducting projects, Ankara University e-BEYAS Project differs for being an educational institution and having an academic structure. This differentiation required e-BEYAS project to be handled in two phases. In the first phase, administrative records processes similar to public institutions were addressed, whereas in the second phase, it is decided to manage the academic records processes that are special to universities. With the institutionalization work made on the practice according to the determined differences, the practice is being adjusted to the institution. Three different projects are being conducted at 3 different institutions and various effective parameters encountered are being analyzed. These differences pose the need of different ERMS software for different versions and flexible software architecture for different institutional requirements.
Teknolojinin dünyayı getirdiği nokta, bilgi çağının gerekleri, arşiv mesleğinin ve arşivcinin niteliğini de değiştirmiştir. Bugün arşiv bilimini tek bir katmanla tarif etmek, her hangi bir disiplinin ...altında yardımcı bir alanda toplamak, tek bir disiplinin sınırlarıyla çevrelemek mümkün değildir. Bulunduğumuz çağ itibariyle arşivci/bilgi-belge yöneticisi disiplinlerarası bir gezgindir. Kamusal ve özel hayatın pratikleri ve bilgi toplumunun dinamikleri bizlere arşivciliğin yardımcı bir faaliyet alanı değil, başlı başına önemli bir disiplin olduğunu gösteriyor. Arşivlerin olmadığı bir dünya anlamaz, bilmez, görmez, duymaz seyircilere sahip bir topluluğa benzetilebilir. Arşivler artık işi bitmiş, işlemden kalkmış belge topluluklarının alanı değil, bilgi yönetimine dayalı modern küresel hayatın, zenginlikten mahremiyete, güvenliğe ve kişisel haklara kadar her alanının vazgeçilmez işlevsel bir parçasıdır. Yöneticiler şunu çok iyi anlamalıdırlar ki, arşivcilik belgelerin dosyalanıp depolanması, istendiği zaman da önlerine getirilmesi demek değildir. Arşivciler de şunu bilmelidir ki, arşiv/bilgi-belge yönetimi birçok bilimsel disiplinin uygulamalarını, ilgi ve faaliyet alanlarını içerisinde barındıran ve her bilim dalına gerekli, aktivite olarak her toplumda, bilimsel, kişisel, kurumsal, toplumsal ve devletsel faaliyet alanları için yerine getirilen çok katmanlı bir bilimsel disiplindir. Bu çalışmada arşiv biliminin disiplinlerarası boyutuna dikkat çekilerek, arşivci/bilgi- belge yöneticilerinin kendilerini geliştirmelerine katkı sağlayacağı düşünülen kitapların listesi sunulmaktadır./Developing technology in the world has also changed the necessities of information age and the quality of the archiving job and the archivist. Today, it is not possible to define science of archive with only one layer, to gather it in an auxiliary field under any discipline and to restrict it with only one discipline. In consideration of this age, archivist/records manager is an interdisciplinary traveler. Practises of public and private lives and dynamics of the information society indicate that archiving is an important discipline by itself rather than being an auxiliary field. A world without archives can be compared with audiences who cannot understand, know, see, and hear. Archives are not the documents which are no more in circulation, but indispensable functional parts of every field in the modern global life depended on information management such as prosperity, privacy, security, and personal rights. The managers should understand that archiving does not mean filing and storing the records and getting them out from the archives when they want. Archivists should know that archive/information-records management is a multi-layer scientific discipline consisting of applications, concern and activity fields of various scientific disciplines, and it is necessary for each science field in conducting scientific, personal, institutional, social and governmental activities in every society. In this study, a list of the books, which are regarded as useful in improving themselves for archivists/information-records managers, is presented by attracting attention to the interdisciplinary dimension of the science of archive.
In Turkish insurance sector, in 1990 with the entry of foreign insurance companies into the market and free tariff implementation, a fierce competition has started, pushing companies into strategic ...alliances and new investments. Turkish insurance sector has low insurance awareness and premium production, but it is a high potential sector. International companies rapidly penetrate the system through purchasing or partnership methods. In this study; companies' market share and ownership/partnership changes were analyzed with the method of reading tables and graphs. In this study; it has been determined that Turkey rapidly become dependent on foreign paid-up capital and international capital share in premium production is quite high.
ERMS （electronic records management system） applications are managed by making national/international standards. legal principles （constitution, law, regulation, implementing regulation, et al.） and ...other related arrangements/applications standard in accordance with the records management and archive system, however, these arrangements are not adequate alone. It is necessary to ＂structure＂ and institutionalize ERMSs by transforming into institutional systems. In the notification, the necessary studies which should be carried out in institutionalization of ERMS Applications, will be discussed in the context of Ankara University＇s ＂Electronic Records Management and Archive System＂ （e-BEYAS） Application.
In Turkey, e-state transformation has gained speed since 2002 with the reforms of public administration. In this frame, an important part of the targets determined on the activity plan of information ...society strategy has been realized. However, there are difficulties in structuring of electronic records management system, which is within the e-state components. Considering the OECD indicators, deficiencies in applications which will provide information and service sharing between citizen and institution and inter institutions attract attention. It can be possible that the institutions open their records and services to public on a national portal in the frame of the standards and the laws forming the background of e-record management. Furthermore, there is a need for a national policy which should watch how the adaptation to the mentioned standards and laws realizes and should guide the institutions in this way. This study aims at exposing the principles of national records management and directing the forming of a policy that will give speed and function to the integrated state structuring in the public.
Amaç: Bu araştırmanın amacı; ülkemizde kullanılmakta olan Elektronik Belge Yönetim Sistemleri için bir kullanılabilirlik kontrol kriter listesi oluşturmaktır. Araştırmanın sorusu ise; "EBYS'nin ...işlevlerinin kurumsallığa katkıda bulunarak, daha verimli ve kullanılabilir olmasına yönelik rehber niteliğinde bir kriter listesi oluşturulabilir mi?" olarak belirlenmiştir. Yöntem: Çalışmanın yöntemi karma yöntem olarak belirlenmiştir. Bu kapsamda İzmir Kâtip Çelebi Üniversitesi EBYS'si üzerinde 10 kullanıcı ile kullanılabilirlik testleri, 3 uzman tarafından Xerox Sezgisel Değerlendirme Aracı çalışması, Sistem Kullanılabilirlik Ölçeği (SKÖ) uygulaması ve belge inceleme ile ulusal ve uluslararası EBYS ve kullanılabilirlik standartlarının incelenmesi ile bir kullanılabilirlik kontrol kriter listesi elde edilmesi amaçlanmıştır. Bulgular: Çalışmanın sonucunda gözlemlenen ve elde edilen verilere göre Türkiye'de bir kullanılabilirlik kontrol listesine ihtiyaç duyulduğu belirlenmiştir. Yapılan çalışmaya göre EBYS'ler için kullanılabilirliğin nasıl sağlanabileceğine yönelik bir ihtiyaç bulunmaktadır. Bu bulgulara dayanarak dört aşamada değerlendirilmesi gereken on beş başlık altında toplamda 398 maddelik bir kriter listesi elde edilmiştir. Sonuç: EBYS'ler için kullanıcı çalışmaları başta olmak üzere, çeşitli yöntemlerle elde edilen kriterlerin derlenmesiyle oluşturulan bir kullanılabilirlik kontrol kriter listesi elde edilmiştir. Bu listenin kullanım alanlarının da belirlenmesiyle araştırmanın amacına uygun bir ürün sunulmuştur. Özgünlük: Bu çalışma, Türkiye'de EBYS'ler için henüz literatürde yer almayan kullanılabilirlik kriterlerinin ve uygulamalarının ortaya konulması yönüyle diğer çalışmalardan ayrılmaktadır.
