Recently, the European Union set new rules for the Energy Performance of Buildings emphasizing the need to facilitate the cost-effective renovation of existing buildings into nearly zero-energy ...buildings (nZEB). Within this framework, the aim of this paper is to investigate and evaluate the energy performance of existing public buildings before and after renovation into nearly zero-energy buildings. Since the general quality of existing buildings in Croatia has changed over different periods of construction, the presented research was conducted on a representative nursing home designed corresponding to different Croatian national building stock construction periods, based on a public sector buildings database obtained from the Croatian Energy Management Information System (EMIS). The thermal performance of the building envelope was designed to correspond to the periods of buildings built up to 1940, between 1941 and 1970, and between 1971 and 1980, taking into account characteristic building construction technology and service life. In terms of adopted energy efficiency measures, for all nearly zero-energy building renovation solutions, an energy and cost analysis was performed. The results showed that construction technology applied in different construction periods has the greatest impact on the energy performance of a building and thus on the economic and financial viability of investment in nZEB.
In this paper, a comparison between a conventional flat roof and an intensive green roof was made. Emphasis was on thermal conductivity of individual layers, the calculation of thermal resistance, ...and calculation of the thermal transmittance coefficient through both roof variants. The calculations for the two analysed roof variants were made for a building located in the town of Rijeka on the Adriatic coast. This paper also presents the construction technology comparison of the analysed roof variants. The construction cost was also analysed for both roof variants together with time needed for the execution of variant solutions. Finally, maintenance plans for both roof variants were presented in this paper. The results show that the construction costs of an intensive green roof are higher than the construction costs of a conventional flat roof and that the maintenance of the intensive green roof is more complex. On the other hand, the results of the analysis also show that constructing a green roof will result in more energy savings in the long term than in the case of constructing a conventional flat roof. In addition, there are several other benefits that go in favour of constructing an intensive green roof. Most prominent among those benefits are environmental and social benefits.
The operations and maintenance phase is typically the longest phase within the building life cycle. Proper and consistent building maintenance is imperative for several reasons, including extending ...the life of buildings, improving occupants’ comfort and safety, and ultimately saving on long-term costs. Budgets for maintenance should be foreseen. The costs of statutory periodic inspections, the costs of replacing worn materials and elements, the costs of periodic works and repairs, the costs of reactive maintenance and the costs of operation will be shown for the analyzed building—a school. This paper outlines the development of a 15-year maintenance plan and program for the building, covering the period from 2024 to 2038. The plan incorporates a discount rate of 3.64% and accounts for inflation when calculating costs. The present value of the costs of maintenance and operation of the building for 15 years is EUR 1,978,292.20 and the largest share of these costs is the operation cost of the building with EUR 1,599,002.18 (80.83%). A sensitivity analysis was conducted by varying the discount rate and analysis period, resulting in recalculated present values for maintenance costs. The analysis reveals a correlation of 26.73% between the present value of maintenance and operation costs over a 15-year period and the associated capital costs.
The comparison of the traditional (budget-funded) public building procurement model with the public private partnership (non-budget funded) model is presented in the paper. Public service buildings ...procured based on the traditional model and those procured according to the PPP model are compared in the scope of research involving nine buildings realized in the Republic of Croatia. The results point to greater efficiency of the PPP model in the construction of public service buildings, with regard to both cost and time of construction work.
Komunikacija je bitan proces u svijetu upravljanja projektima. Teško ju je savladati, ali je važno da se učini svaki napor kako bi se postigla. Mnogo puta članovi projektnih timova na lošim ...projektima misle da bi se projekt bolje realizirao da je bila bolja komunikacija. Radi toga se komunikacija često navodi kao područje koje treba najviše pobojšanja, kako bi se osigurao uspjeh projekta puno informacija, uključujući predviđanja, ciljeve, potrebe, resurse, izvješća o stanju, proračun i zahtjevi za nabavu, trebaju biti redovito preneseni svima koji su uključeni u projekt. Komunikacija u projektu može često biti teška zbog izazova koji su specifični za upravljanje projektima. Mnogi projekti su kratkoročni i radi toga je projektna komunikacija samo privremena. Za projektne menadžere je kritično da poruka stigne odprve točnokako bi se izbjegle greške u komunikacijskom procesu. Projektni menadžeri komuniciraju koristeći razne medije za prijenos poruke. Važni faktori uključuju komunikaciju o tome kako će se projektom upravljati i kako će komunikacije teći u i iz projekta. Treba također imati jasan i koncizan komunikacijski plan koji će odrediti projektne odgovornosti i tipove komunikacije koji će se koristiti. On uključuje i procese potrebne za osiguranje pravovremenog i svrsishodnog stvaranja, prikupljanja, distribucije, spremanja, pronalaženja i krajnjeg korištenja projektnih informacija. Ima nekoliko ključnih elemenata u projektnom komunikacijskom planu koje treba razmotriti.
U radu je prikazana usporedba tradicionalnog (proračunskog) modela nabave javnih i društvenih građevina s modelom javno-privatnog partnerstva (neproračunski model). Istraživanjem kojim je obuhvaćeno ...devet izgrađenih građevina s područja Republike Hrvatske, usporedno su analizirane javne i društvene građevine isporučene tradicionalno i po modelu JPP-a. Rezultati pokazuju veću efikasnost JPP modela u izgradnji javnih i društvenih građevina unutar planiranog proračuna i roka građenja.
Virtualna organizacija je skup više geografski distribuiranih, funkcionalno i / ili kulturno različitih subjekata koji su povezani elektroničkim oblicima komunikacije i oslanjaju se na lateralne, ...dinamične odnosa za koordinaciju. Virtualne organizacije daju zaposlenicima slobodu da rade s bilo kojeg mjesta i u bilo koje vrijeme. Identifikacija se smatra ljepilom koje povezuje virtualne radnike i njihove organizacije. U tom kontekstu, može se postaviti pitanje kako zaposleni u virtualnim organizacijama održavaju organizacijsku identifikaciju. No, pravo je pitanje da li je organizacijska identifikacija uopće potrebna i da li j bilo koje ljepilo, osim komunikacije, potrebno da poveže virtualne radnike i njihove organizacije. Virtualna organizacija u budućnosti će imati gotovo beskonačnu raznolikost struktura, a sve će biti promjenjive. Fokus virtualnih organizacija neminovno će biti pomak od "tko smo" prema "ono što radimo", iz organizacijske strukture prema projektima ili proizvodima.
Standard cost benefit analysis as applied in economic practice and studied in the relevant literature means a quantitative assessment of feasibility and justification of an investment project. The ...decision on execution of an investment project is normally based on such an analysis, but it is left to the investor's discretion either to prepare it or not. However, every activity in the space unavoidably impacts the environment and this is true for investment projects as well. Generally, an analysis should determine whether or not the project warrants a balanced approach to environmental protection in harmony with sustainable development, taking also into account the investor's business goals. Sustainable development pursues and tolerates investments aiming at making profit, however part of such a profit must contribute to environmental protection. Such an approach is essential in order to ensure sustainable development; this is a closed circle which does not have any alternative. Accordingly, it is the responsibility of the investor, as determined by relevant legislation, to prove that the planned project will not adversely impact the environment. Faculty of Civil Engineering in Osijek has developed a methodology for preparation of cost benefit analysis in environmental impact assessment, as an outcome of a scientific project financed by the Ministry of Science, Education and Sport. The methodology has already been applied in a number of environmental impact assessments. This paper presents the methodology and its application as well as the role of communication in the process of preparation and approval of environmental impact studies. PUBLICATION ABSTRACT
Koncept virtualnih timova nije potpuno jasno definiran i često se preklapa sa objašnjenjima umrežene organizacije, virtualnih zajednica, elektroničkog poslovanja i tele-poslova. Kada gledamo na ovaj ...način, virtualni timovi su način da se prevladaju razlike u vremenu i prostoru kroz oblikovanje suprisutnosti kroz primjenu tehnologije, s ciljem zajedničkog poslovanja i prevladavanje frikcija vremena i prostora. Problem komunikacije može biti tehnološki fenomen, ali može biti i problem koji potjeće od slabih komunikacijskih vještina članova tima. Virtualni timovi često ne postižu svoje ciljeve zato što članovi tima ne komuniciraju međusobno na odgovarajući način. Svrha ovog rada je prezentirati paradigme virtualnih timova u komunikacijskom procesu, istražujući komunikacijski proces u virtualnim timovima kao interaktivan i kompleksan proces u vezi sa prednostima i manama koje nosi informacijska tehnologija.
