Problem sudskih odluka bez relevantnih i dostatnih razloga ponukao je autoricu na pisanje ovog rada, u kojem će biti prikazane pojedine odluke Ustavnog suda Republike Hrvatske, osobito razlozi kojima ...se Ustavni sud vodi kod odlučivanja o prigovorima povrede pravičnog suđenja sadržanog u odredbi čl. 29. Ustava Republike Hrvatske te čl. 6. Konvencije za zaštitu ljudskih prava i temeljnih sloboda. Pravično suđenje predstavlja jedno od temeljnih prava, koje omogućava svakom građaninu obraćanje sudu ili javnopravnom tijelu, kao i pravo dobiti valjani i dostatni odgovor na postavljeni zahtjev. Česte povrede pravičnog suđenja postaju sve uočljivije cjelokupnoj zajednici u kojoj živimo, zbog čega je potrebno upozoravati na povrede i nelogičnosti. Sastavljeno od dvanaest elemenata, pravo na pravično suđenje u svojoj kompleksnosti spaja pravičnost i pravdu, pojmove koji su sve češće potpuno različiti. U radu će se analizirati zabrana arbitrarnosti kao jedan od elemenata prava na pravično suđenje, s čijom se pojavom sve češće možemo susresti. Praktičarima će se dati pojedine smjernice koje mogu pomoći kod budućih obraćanja kako Ustavnom sudu Republike Hrvatske tako i redovnim sudovima kako bi se arbitrarnost pokušala spriječiti već u ranijim fazama postupka.
Industrial alarm systems inform the operator of abnormal plant behavior and are required to guarantee safety, quality, and productivity of the plant. However, modern alarm systems often produce large ...amounts of false or nuisance alarms which leads to alarm floods. Operators receive far more alarms than they can handle. To reduce these alarm floods, we developped an alarm system that performs Root Cause Analysis (RCA) upon an alarm model constructed with Bayesian networks. In this paper, we present methods to construct Bayesian networks for RCA with a knowledge-based and a machine learning approach. Finally, we evaluated both approaches with an example of an industrial plant and propose an architecture to combine both approaches.

Due to the earlier start of phenological cycles among fruit trees, frost represents one of the most notable hazards for agriculture. There is no unique method for forecasting frost, and different methods for describing frost under present and future climate conditions can be found in the literature. Often these methods are applied in a certain area without prior control. Five such frost detection methods were assessed in Croatia. In addition, five new frost estimation methods that rely on measurements of the daily minimum temperature (Tmin) and dew point temperature (Td), calculated using Tmin, relative humidity (RH), and the Clausius Clapeyron equation, as well as machine learning, were introduced in this research and compared to other methods. Overall, the frost prediction results showed that the minimum temperature measured at the meteorological shelter that best describes frost formation is 2.5 °C. Additionally, the condition whereby the dew point temperature is lower than 0 °C results in a reduction in the proportion of false alarms. Methods that introduce additional variables outperform those that rely solely on the temperature. The method in which days are classified as exhibiting frost using a Tmin threshold of 3 °C and Td threshold of 0 °C (ased on Tmin and daily mean RH) could capture the most frost days with the smallest error. This method is the most suited for continental areas with a high probability of detection (POD > 0.9) and a probability of false detection (POFD < 0.3) which conforms with the history of frost occurrence in this type of climate zone. These findings were corroborated by signal detection theory analysis, yielding high values of the accuracy index and beta values below 1, indicating a bias toward estimating frost events (with high hit rate values and high false alarm values). This method could be used to identify geographic areas most susceptible to frost formation and, if coupled with a climate model, enable the study of the frost vulnerability due to climate change.
Since changes in temperature and precipitation have different effects on (a) all developmental stages of grapevines in most of the wine regions worldwide (i.e., on their phenological characteristics) ...and (b) different varieties, a comprehensive database of bioclimatic indices has been calculated and analysed for Croatian wine producing regions. The database consists of the average growing season temperature, growing degree‐days, Huglin index, dryness index and cool night index that are based on all available meteorological measurements as well as the outputs of regional climate models (RCMs) from the EURO‐CORDEX database. The horizontal grid spacing of 0.11° from the RCM ensembles enabled a fine‐scale determination of bioclimatic indices for the present and future climate in Croatia. In addition, statistical analyses (standard statistical parameters and Bayesian method) were carried out to examine trends in sugar content, total acidity and date of harvest. Calculations were performed for the present and future climate on the basis of data from seven selected vineyards/wineries and four varieties (‘Graševina’, ‘Plavac mali’, ‘Chardonnay’ and ‘Merlot’). The results show whether the part of Croatia that is suitable for grape cultivation in the present climate will continue to be favourable in the future within the Mediterranean area. In general, projections suggest further warming and drying of the climate in Croatia and an earlier harvest, with some variations among varieties that show latitude dependence. Projections for the future climate also suggest that the existing viticultural zoning will be much less adequate for the Croatian territory because it reduces the economically sustainable production of wine in certain areas.
Spatial distributions of temperature‐based bioclimatic indices (e.g., growing degree‐days GDD) for high‐end climate change scenarios are pointing to further warming in the period 2041–2070. Differences between the two periods P2 (2041–2070) and P0 (1971–2000) clearly show that some indices in certain regions will likely cross into higher (warmer) classes within the index scale. All grape varieties examined indicated an increase in the number of earlier harvests and a reduction in the number of later harvests, regardless of location.
Background
Budd-Chiari syndrome is defined as a hepatic venous outflow track obstruction of various etiology, which appears at different levels. The inferior vena cava outflow membrane is an unusual, ...but a potentially treatable cause. The percutaneous treatment has emerged as a very promising management mode for such patients. Follow-up results are favorable for balloon angioplasty and/or stenting, with minimal re-stenosis rates.
Case presentation
We report a case of a young woman, earlier operated on congenital heart defect and with previous pulmonary embolic incident after childbirth, with no evidence of thrombophilia. She was admitted to our institution for a suspected right atrial tumor. After the diagnosis of Budd-Chiari syndrome caused by membranous inferior vena cava obstruction, a percutaneous treatment of a thick membrane was successfully performed, using an unusual technique.
Conclusion
Balloon angioplasty should be considered in cases of membranous obstruction of vena cava, where a focal obstruction is causing the symptoms. In our patient, the anatomy was not suitable for stenting, and balloon dilatation was successful just after the membrane was pulled apart with a big balloon in a “Rashkind-like” procedure.

Creation of ...audiovisual content within a destination creates noteworthy current effect of the economy of the country, making researchers more interested in analysis of economic effects that fiscal incentives for production of movies and TV series for the national economy. Aim of the research in this Paper is to measure economic effect of the incentives for production of movies, commercials, series and postproduction that Serbia has been approving in analyzed period, as well as to determine contribution of the subject sector to the employment in Serbia. In addition, Paper analyses influence on employment of the sector in European countries, as well as economic impact. Paper allows understanding of the film sector for the country economy.
The paper discusses the idea of using parallel corpora for the extraction of terminological units used to identify semantic frames of aviation, as the first step in developing a method for ...determining specialized semantic frames. The process of compiling the parallel corpus of texts taken from the Eur-Lex database using Sketch Engine tools is described first. The methodology of extracting term candidates and their manual verification is then presented, as well as the process of extracting and verifying relevant verbs. The results of term verification are discussed, with the focus on the role of verbs and verbal collocations in identifying relevant semantic frames and frame elements.
The intermittency or intermittent bursting as the type of dynamic state when two qualitatively different behaviors replace one another randomly during the course of the reaction, although all the ...control parameters remain constant, is found in the BriggsRauscher oscillating system moderated by a very small amount of phenol. Within a range of phenol concentrations, the oscillation amplitude is diminished considerably, and after oscillations cease, they repeat intermittently, giving several bursts of oscillations. For the concentrations used here, the range of phenol concentrations where intermittent bursting oscillations occur in a closed reactor is ca. 1.8×10−5 to 3.6×10−5 M. Bursting also occurs in an open reactor and can be sustained indefinitely at 5.53×10−5 M concentration. The intermittent bursting behavior is robust, and can be achieved at a variety of conditions.
ECMO is rarely used in children with acute leukemia due to possible complications.We describe a 3.5-year-old boy with acute myeloid leukemia (AML) who required extracorporeal membrane oxygenation ...(ECMO) support due to severe acute respiratory distress syndrome (ARDS) and septic shock.At the age of 2 years, he was diagnosed with T-cell lymphoblastic lymphoma and he received treatment according to EURO-LB 02 protocol. At the end of the maintenance therapy leukocytosis with anemia and thrombocytopenia occurred. Bone marrow aspiration showed suspicion of myeloid neoplasm.Second bone marrow aspiration, which was sent to a foreign hematologic center, confirmed AML. Because of the previous lymphoma which started with eosinophilia, and unusual occurrence of AML early after, immature lymphoid/myeloid neoplasm with eosinophilia was suspected. AML induction treatment was started, with a plan to proceed to allogenic hematopoietic stem cell transplantation (HSCT) after chemotherapy, because of poor prognosis. The patient received AIE part of the AML-BFM 2012 protocol without serious complications, but on the 9th day of the HAM part of the protocol septic shock developed. The patient deteriorated and was transferred to the Pediatric Intensive Care Unit. A chest X-ray showed extensive infiltrative shading. Pseudomonas aeruginosa was isolated in blood culture. Further development of respiratory failure with ARDS and progression of the septic shock required intubation, mechanical ventilation and inotropes. However, conventional therapy was insufficient so central veno-arterial ECMO was indicated and performed. The ECMO was continued for22 days. Three days after the ECMO discontinuation he was extubated and respiratory and hemodynamically stable. Bone marrow aspiration after the ECMO treatment showed complete remission so the decision to proceed to HSCT without further chemotherapy was made. Allogeneic HSCT from a matched unrelated donor with myeloablative conditioning was performed 40 days after ECMO discontinuation. Three weeks after HSCT acute skin GVHD grade II responded well to corticosteroid treatment together with cyclosporine. Four weeks after the HSCT steroid-resistant liver GVHD developed but responded well to mini extracorporeal photopheresis (ECP). Five months after HSCT patient is in good condition, with good engraftment, in complete remission, and without GVHD.In our patient, ECMO support provided survival of septic shock and pneumonia with ARDS, and treatment with allogenic HSCT provided survival of high-risk leukemia with poor prognosis.
Background: Hashimoto's thyroiditis (HT) is the most common form of autoimmune thyroid disorders characterized by lower production of thyroid hormones and positivity to autoantibodies to ...thyroglobulin (TgAb) and/or thyroid peroxidase (TPOAb). We performed a comprehensive phenotypic characterization of patients with HT, with specific focus on thyroid autoimmunity, to get better understanding of disease manifestation.
Methods: We collected information on thyroid-specific phenotypes (TSH, T3, T4, fT4, TgAb, TPOAb, thyroid volume) and other clinical phenotypes (age, body surface area, number of hypothyroidism symptoms, blood pressure) from 290 patients with HT without levothyroxine (LT4) therapy with the aim to test for correlations between thyroid-specific and clinical phenotypes.
Results: Our key and novel finding is the existence of significant positive correlation between TgAb levels and the number of symptoms (r = 0.25, p = 0.0001) in HT patients without LT4 therapy that remained significant after adjustment for TPOAb, T3, TSH levels and thyroid volume (β = 0.66, SE = 0.3, p = 0.0299). Increased TgAb levels are significantly associated with fragile hair (p = 0.0043), face edema (p = 0.0061), edema of the eyes (p = 0.0293) and harsh voice (p = 0.0349).
Conclusions: Elevated TgAb levels are associated with symptom burden in HT patients, suggesting a role of thyroid autoimmunity in clinical manifestations of HT. Based on these results, we recommend screening for TgAb antibodies in HT patients with symptom burden. We also suggest that further work on understandings of symptoms appearance due to their autoimmune or hypothyroid causation is needed.
