Yüksek işsizlik ve istihdam düzeyinin kötüleşmesi dünya ekonomisinde işgücü piyasasının temel sorunları olarak bilinmektedir. Son dönemlerde üzerinde sıklıkla durulan genç işsizlik konusu da işgücü ...piyasasının temel sorunlarından biridir. Bugün pek çok gelişmiş ve gelişmekte olan ülke bu sorunlar ile uğraşmaktadır. Balkan ülkelerinde ise durum farklı değildir. Uluslararası ekonomik raporlar pek çok Balkan gencinin işsizlik sorunu ile karşı karşıya olduğunu belirtmekte, gençlerin ülkelerinden göç etmek zorunda kaldıklarına dikkat çekmektedir. Bu kapsamda çalışmanın amacı yedi Balkan ülkesini (Arnavutluk, Bulgaristan, Hırvatistan, Romanya, Slovenya, Sırbistan, ve Yunanistan) ele alarak istihdam, işsizlik ve genç işsizliği ile ekonomik büyüme arasındaki ilişkiyi araştırmaktır. Çalışmada 1996-2017 dönemi verileri kullanılmış ve yöntem olarak Kónya (2006) tarafından geliştirilen bootstrap panel Granger nedensellik testi seçilmiştir. Analiz sonuçları ele alınan Balkan ülkelerinde istihdam, işsizlik ve genç işsizliği ile ekonomik büyümenin birbiriyle ilişkili olduğunu göstermektedir.
The European Congress on Economic Issues Unregistered “Youth” Employment Impacts, Policies, Remedies and Local Practices- ECOEI 2017 was held from 30 March to 01 April 2017 in Izmit, Kocaeli, Turkey. ...This international congress was organized as part of the European Union Project-“Do not Remain Indifferent to Unregistered Youth Employment (Genç İstihdama Kayıt(dışı)sız Kalma). The project is being implemented jointly by many institutions such as European Union, The Ministry of Labor and Social Security of Turkish Republic and Kocaeli University. “Question of Unregistered Employment, Especially Narrowed Down to Unregistered Youth Employment” was the main theme of ECOEI 2017 and this congress was the first of the international congress series which will be planned to organize annually on a selected topic. Many paper topics such as unemployment, labor market, taxation, shadow economy, mode of production, refugee employment, internal and international migration, welfare economics, income inequality, legislation regulations and social security, labor migration and urbanization, sustainable development, poverty and human development, disadvantaged groups (women, handicapped people) and child employment were discussed from different economic perspectives with the participation of academics, specialists, practitioners etc. With this motivation more than 100 papers were presented during the congress with parallel sessions.
Merkez bankalarının enflasyon hedeflemesi stratejisi ya da fiyat istikrarını sağlama hedefi ile birlikte uygulanan başarılı bir mali disiplin para ve maliye politikaları arasındaki koordinasyonun ...iyileşmesine katkı sağlamaktadır. Buna karşılık mali baskınlığın ortaya çıkması ve merkez bankalarının bağımsızlığını zayıflatması pek çok sorunu beraberinde getirmektedir. Bu bağlamda çalışmanın amacı mali baskınlık ile merkez bankası bağımsızlığı arasındaki ilişkiyi ampirik olarak araştırmaktır. Diğer çalışmalardan farklı olarak bu çalışmada Euro bölgesine dâhil olmayan AB ülkeleri (Bulgaristan, Çekya, Danimarka, Hırvatistan, İngiltere, İsveç, Letonya, Litvanya, Macaristan, Polonya, Romanya) ve AB’ye aday statüsünde bulunan Türkiye örneklem olarak alınmıştır. 2000-2016 dönemi verileri ile yapılan panel eşbütünleşme ve nedensellik testlerinin sonuçlarına göre mali baskınlık ile merkez bankası bağımsızlığı arasında eşbütünleşme ilişkisi ve iki yönlü nedensellik ilişkisi olduğu belirlenmiştir. Dinamik en küçük kareler (DOLS) eşbütünleşme tahmincisi sonuçlarına göre, panelin genelinde mali baskınlıkta meydana gelen %1’lik artış merkez bankası bağımsızlığını %0.22 azaltmakta iken ülkelere özgü sonuçlar farklılaşmaktadır.
A successful fiscal discipline applied with central banks' price stability target or inflation targeting strategy contributes to the improvement of the coordination between monetary and fiscal ...policy. On the other hand, the emergence of financial dominance and weakening the independence of the central banks brings with it many problems. In this regard, the aim of the study is to investigate the nexus between fiscal dominance and central bank independence empirically. Unlike other studies, in this study Non-Eurozone EU countries (Bulgaria, Czech Republic, Croatia, Denmark, Hungary, Latvia, Lithuania, Poland, Romania, Sweden, and UK) and Turkey, which is in candidate status to European Union, were taken as a sample. The results of panel cointegration and causality tests conducted with the 2000-2016 period data show that there is a cointegration relationship and bi-directional causality between fiscal dominance and central bank independence. Besides that dynamic ordinary least squares (DOLS) cointegration estimator results express that when fiscal dominance increases 1%, central bank independence decreases 0.22% and specific results of countries differ by countries.
The main objective of the study is to analyze the effects of economic policies implemented in Turkey for the period after 2000. Therefore, firstly the theoretical and empirical literature has been ...done for economic policies, and then an econometric analysis was conducted to determine the effects of economic policies on macroeconomic indicators and the relationship between with each other. The study consists of three parts. In the first part, general information about economic policies is presented and some definitions were made. In the second part, theoretical debates for economic policies and macroeconomic models in open economy were examined. In the third section, the historical development of economic policies implemented in Turkey economy and empirical literature was reported and a general assessment has made with the findings obtained by using the VAR method. The results obtained from this study can be summarized as follows monetary policy overrides about solving the inflation problem in Turkey economy in the period after 2000 but fiscal policy is more effective than monetary policy on the real economy. Additionally, a substituent feature between monetary and fiscal policy was appeared and it was observed that monetary policy located in a position following fiscal policy in terms of Turkey economy.
