Hrvatska zaklada za znanost od 2015. do 2019. godine financirala je više od 1000 projekata u vrijednosti otprilike 484 milijuna kuna, a financirala je i razvoj karijera gotovo 700 doktoranada s više ...od 164 milijuna kuna. Samo tijekom 2019. godi¬ne za financiranje nacionalnih i međunarodnih istraživačkih projekata te razvoja karijera mladih istraživača isplatila je 192,2 milijuna kuna (Hrvatska zaklada za znanost, 2020a). Alternativni nacionalni izvori financiranja znanstvenih istraživanja i razvoja karijera mladih istraživača zanemarivi su, unatoč velikoj potražnji za njima – što primjećuje i autor ovog rada kao član Uprave Zaklade Adris koja se bavi aka¬demskom filantropijom. No, i akademska filantropija, kao dio privatnih inicijativa u financiranju znanosti i istraživanja, u Hrvatskoj je skromna i nije dio javnih rasprava (Bežovan, 2019).
Since 2017, Croatian housing policy has focused on promoting homeownership through the SSK programme – a form of mortgage subsidisation that covers a proportion of housing costs. Although this policy ...aimed to improve affordability and increase homeownership, a recent economic evaluation has shown that the SSK has in fact contributed to rising house prices and has been ineffective at raising the homeownership rate. While econometric research has identified the impact that the SSK has had on house price volatility and affordability, the underlying factors leading to the implementation of this subsidy, as well as its broader societal impacts, remain under-researched. Through a political-economy lens, this paper analyses the context that led to the inception of the SSK, its core targeting principles, and its impact on the housing market. We ask: How does this subsidy position the Croatian housing market within the national strategy for economic growth and social policy provision? We argue that this policy’s impact on housing markets is twofold. First, the SSK reinforces a shift towards financialised growth through increased asset prices. Second, this subsidy shifts the focus of social policy towards mortgage markets, thereby furthering the privatisation of the welfare state and favouring middle-income groups. This paper’s contribution resides in critically discussing the SSK beyond its stated goals and contextualising it within the broader model of economic growth dependent on private finance. Through interviews with relevant stakeholders, descriptive data indicators, and a review of policy documents, this paper characterises the Croatian growth strategy as a form of small-scale financialisation that relies on aligning social policy with mortgage markets. Finally, we position the SSK within a wider array of finance-led housing policies and suggest the formulation of a comprehensive housing strategy tailored to the broader segments of Croatian society.
This extensive book is the result of longer ones research that began in 2014 and considers the main economic challenges facing advanced industrial democracies faced since the early 1990s and ...government responses on them. There are three clearly defined goals of the book: First, expand our understanding of how political economy has changed since the 1970s; second, to analyze the contribution of governments to these changes, looking at their growth strategies and third, to shed light on and analyze the role of reforms social policy systems in these transformations. In short, this book also shows gives a general understanding of the evolution of the regime growth in the advanced capitalist OECD countries.
Tekst analizira značenje i razumijevanje pojma governance te njegov prijevod na hrvatski jezik. Vlade, izvršne vlasti, vladajući (governing) pristupom odozgo, izdavanjem naloga i kontroliranjem, ...odnosno upravljanjem, ne mogu se učinkovito i djelotvorno nositi s problemima i izazovima. Kako bi odgovorile na takve izazove, vlade prihvaćaju vladanje odozdo, po horizontalnom načelu suradnje s ostalim dionicima, pa su onda u prilici mobilizirati raspoložive resurse, izgraditi povjerenje i novu mrežu suradnje te razviti koncept vladavine (governance). Koncept dobre vladavine u Europskoj uniji je alat kojim se jačaju procesi konvergencije. Istraživanja o vladavini u Hrvatskoj su rijetka, a radovi o toj temi uglavnom analiziraju vladavinu, dobru vladavinu i višerazinsku vladavinu kao novu upravnu doktrinu. Imajući u vidu značenje pojma governance u engleskom jeziku te njegovo značenje u odnosu na druge pojmove, drži se da ga na hrvatski jezik treba prevoditi kao vladavina. Analizira se i značenje pojmova: affordability, social entrepreneurship, eligibility i resilience te se predlaže prevođenje na hrvatski jezik.
This paper researches the impacts of the housing problem of younger population on the demographic trends in the city of Zagreb. Housing problems in the city of Zagreb are marked by an increase of ...housing prices and rents, mainly in the uncontrolled market, and they differ from other parts of the country. In the context of the challenges of housing policy development in transition countries, the housing standard, housing tenure, the housing market and the rental housing market in Zagreb are analysed. Regarding the research methodology, the paper is based on a survey, analysis of statistical data and other, relatively scarce literature. The analysis of the housing market and the uncontrolled housing rental market speaks of the key problem of housing affordability. Social programs in this area are residual in nature and do not provide housing for vulnerable groups. An important contribution of the paper is a survey in the population aged 18 to 39 years. The results of the research show that less educated immigrants who come to Zagreb for employment cannot afford decent housing. The unsustainable status of tenants in the uncontrolled private market makes this population socially excluded. The affordability of decent housing mediated by financial problems and other factors has negative effects on childbearing. In addition, such forms of social deprivation are proving to be triggers for emigration from the country. Certain methodological innovations are proposed for future research in this area. In addition to the negative effects on demographic trends, the unaffordability of decent housing also affects labour mobility, and thus the social and economic development of the city of Zagreb.
