We hypothesise that the Habsburg Empire with its well-respected administration increased citizens' trust in local public services. In several Eastern European countries, communities on both sides of ...the long-gone Habsburg border have shared common formal institutions for a century now. We use a border specification and a two-dimensional geographic regression discontinuity design to identify from individuals living within a restricted band around the former border. We find that historical Habsburg affiliation increases current trust and reduces corruption in courts and police. Falsification tests of spuriously moved borders, geographic and pre-existing differences and interpersonal trust corroborate a genuine Habsburg effect.

Der Beitrag stellt die ukrainischen Kirchen nach dem Ende des Habsburger und des Zarenreiches in seinen Mittelpunkt, also die Griechisch-katholische Kirche in Polen und die Orthodoxie in den ...ukrainischen Gebieten Russlands. Nach 1917 erklärten sowohl in Polen und als auch im russländischen Gebiet ukrainische Parteien kurzlebige ukrainische bürgerliche Staatlichkeiten. Allerdings verstanden diese nicht, dass die Förderung der größten ukrainischen Kirchen auch ihre Politik unterstützen würde. Während die Griechisch-katholische Kirche zwar unter dem generellen staatlichen Druck der Warschauer Regierung auf ethnische Minderheiten im Land litt, blieb sie dennoch eine moralische Instanz für die Ukrainer in der Region. Die Autokephale Ukrainische Orthodoxe Kirche, die sich 1920 in Kyjiv bildete, aber nicht kanonisch anerkannt war, wurde von den Bolschewiken zunächst als Instrument zur Spaltung der Orthodoxie genutzt. This article focuses on the fate of the Ukrainian churches after the collapse of the Habsburg and the Czarist empire. After 1917, in Poland and in post-czarist Russia Ukrainian nationalist politicians proclaimed short living Ukrainian statehoods. Both of them did not understand the value of a pro-active support of the Ukrainian churches, the Greek-catholic Church in the east of Poland, and the Orthodox Church in the Ukrainian territories in Russia. In Poland, the Greek-Catholics suffered from the general pressure that Warsaw displayed towards national minorities, but the church managed to maintain and even strengthen her structure and stayed a moral backbone for the believers. At the same time, in Dnepr-Ukraine, a movement among the Orthodox clergy and laics declared the autocephaly of ana Ukrainian orthodox church in 1920, but was not canonically recognized by the Orthodox Church Moscow Patriarchy. The Bolshevik regime instrumentalized the Ukrainian Autocephalous Orthodox Church to split the Orthodox Church, but after some time, it also fell prey to political repression, as it was introduced by Lenin after the October Revolution in 1917 against every church and religious group.

Das Ende der Kirchenverfolgung unter Michail Gorbacev förderte den gesellschaftlichen Wandel in der Sowjetunion. Großen Einfluss auf die neue Kirchenpolitik hatte der Vorsitzende des Rats für Religionsangelegenheiten, Konstantin Charcev. Die Öffnung stieß auch auf internationale Unterstützung. Insbesondere die römisch-katholische Kirche unter Johannes Paul II. erkannte die Chance. Für sie ging in Erfüllung, woran Kardinal Agostino Casaroli, der Architekt der Ostpolitik des Vatikan, viele Jahre lang gearbeitet hatte. The liberalisation of religious policy was one of the few successful reforms of the Perestroika years under Michael Gorbachev. It promoted social change, mobilised the faithful and enjoyed international support. The Roman Catholic Church in particular under John Paul II recognised the opportunities for opening and consolidated the reform dynamic. The Greek Catholic (uniate) Church, which had been suppressed for decades in the Soviet Union, also benefited from this. The influence on the realignment of relations between the state and the churches asserted by individuals such as the chairman of the Council for Religious Affairs, Konstantin Kharchev and Cardinal Agostino Casaroli, who were given responsibility for the operative implementation of the new policy towards religion, was far greater than has been assumed until now.
