Throughout economic history, institutions have established the rules that shape human interaction. In this sense, political, socio-cultural, and economic issues respond to particular forces: managed economy or entrepreneurial economy. In the entrepreneurial economy, the dominant production factor is knowledge capital that is the source of competitive advantage, which is complemented by entrepreneurship capital, representing the capacity to engage in and generate entrepreneurial activity. Thus, an entrepreneurial economy generates scenarios in which its members can explore and exploit economic opportunities and knowledge to promote new entrepreneurial phenomena that have not been previously visualised. In this context, the entrepreneurial university serves as a conduit of spillovers contributing to economic and social development through its multiple missions of teaching, research, and entrepreneurial activities. In particular, the outcomes of its missions are associated with the determinants of production functions (e.g. human capital, knowledge capital, social capital, and entrepreneurship capital). All these themes are still considerate potentially in the research agenda in academic entrepreneurship literature. This paper modestly tries to contribute to a better understanding of the economic impact of entrepreneurial universities’ teaching, research, and entrepreneurial activities. Taking an endogenous growth perspective, the proposed conceptual model is tested using data collected from 2005 to 2007 for 147 universities located in 74 Nomenclature of Territorial Units for Statistics-3 (NUTS-3) regions of the United Kingdom. The results of this exploratory analysis show the positive and significant economic impact of teaching, research, and entrepreneurial activities. Interestingly, the higher economic impact of the United Kingdom's entrepreneurial universities (the Russell Group) is explained by entrepreneurial spin-offs. However, our control group composed by the rest of the country's universities, the highest economic impact is associated with knowledge transfer (knowledge capital).
The concept of entrepreneurial ecosystems has been used as a framework to explain entrepreneurial activities within regions and industrial sectors. Despite the usefulness of this approach, the ...concept is under-theorized, especially with regard to the evolution of entrepreneurial ecosystems. The current literature is lacking a theoretical foundation that addresses the development and change of entrepreneurial ecosystems over time and does not consider the inherent dynamics of entrepreneurial ecosystems that lead to their birth, growth, maturity, decline, and re-emergence. Taking an industry lifecycle perspective, this paper addresses this research gap by elaborating a dynamic entrepreneurial ecosystem lifecycle model. We propose that an ecosystem transitions from an entrepreneurial ecosystem, with a focus on new firm creation, towards a business ecosystem, with a core focus on the internal commercialization of knowledge, i.e., intrapreneurial activities, and vice versa. Our dynamic model thus captures the oscillation that occurs among entrepreneurs and intrapreneurs through the different phases of an ecosystem’s lifecycle. Our dynamic lifecycle model may thus serve as a starting point for future empirical studies focusing on ecosystems and provide the basis for a further understanding of the interrelatedness between and co-existence of new and incumbent firms.
Public policies focusing on the higher education landscape often pursue a paradigm shift among universities that may ultimately lead to the transformation towards entrepreneurial universities. The ...purpose of this paper is to examine whether a higher education policy-induced transformation significantly influenced regional high-technology entrepreneurship. We thereby focus on the German Excellence Initiative, a higher education policy intervention designed to foster and support the transformative change of German universities towards an entrepreneurial paradigm. Our results reveal that the German Excellence Initiative had a positive and significant impact on regional high-technology entrepreneurship. Our results further show that the higher the interaction with industry, the more conducive universities become for regional high-technology entrepreneurship. In addition, universities' overarching scientific focus decisively affects regional high-technology entrepreneurship. Based on our results, we conclude our paper by outlining implications for policy makers, high-technology entrepreneurs and university managers as well as present future avenues for research.
Entrepreneurial universities contribute directly and indirectly to supporting all stages of entrepreneurship. The challenge for entrepreneurial universities is how they can best support academic ...entrepreneurs through these stages of entrepreneurship. This has led to the creation of different and often ad hoc organizational units within an entrepreneurial university. The organizational challenge for entrepreneurial universities is the selection of the appropriate formal organizational architecture to support the stages of entrepreneurship. The purpose of this paper is to examine the organizational architecture of entrepreneurial universities and how it supports the stages of entrepreneurship — latent, emergent, launch, and growth. Our conceptual organizational framework conflates the stages of entrepreneurship with the actual needs of university-based entrepreneurs and how these needs are supported through different formal organizational units within the organizational architecture of entrepreneurial universities. Therein, we categorize three types of formal organizational units — those that focus on exploration stages of entrepreneurship, those that straddle exploration and exploitation stages of entrepreneurship, and those that boundary span all stages of entrepreneurship. We conclude by discussing the resultant organizational tensions for entrepreneurial universities and highlight future avenues of research.

One of the challenges that managers of entrepreneurial universities face relates to the necessary formal organizational structures that are needed to be put in place to support university-based entrepreneurs and meet their actual needs across the stages of entrepreneurship (latent, emergent, launch, and growth). We categorize three types of formal organizational units — those that have an exclusive focus on exploration stages of entrepreneurship, those that have a selective focus on exploration and exploitation stages of entrepreneurship, and those that have an overarching focus on all exploration and exploitation stages of entrepreneurship. We further highlight some organizational tensions as a result of these configurations that entrepreneurial university managers have to handle. Such tensions relate to resource, skill, and competence synergies, seamless organizational support for university-based entrepreneurs across the different stages of entrepreneurship, appropriate governance structures, alignment of organizational units with the wider entrepreneurship context, and the appropriate configuration and mix of organizational units to support the stages of entrepreneurship.

Research on entrepreneurial ecosystems has largely taken a macro-perspective to better conceptualize and map the determinants and evolution of entrepreneurial ecosystems, yet has neglected the ...micro-level interactions of various entrepreneurial ecosystem actors. Recent criticisms of entrepreneurial ecosystems have centered on the lack of explicit case and effect relationships, attribution, units of analysis, the different use of network definitions as well as the static nature of existing frameworks. The purpose of our paper is to present a micro level principal investigator (PI)-centered governance framework that addresses these posited criticisms and in doing so identifies the value creation indicators (benefits), PI capabilities, the problem categories (costs), and solving mechanisms that PIs can use to govern effectively and efficiently large-scale publicly funded research programs. In leading such research programs, PIs interact with different actors within entrepreneurial ecosystems and manage governance issues, conflicts, and tensions effectively at the micro level to deliver the anticipated benefits and costs for each actor. Our framework provides the basis for future empirical research on entrepreneurial ecosystem as we have attributed cause and effect at an individual actor level and conceptualized the governance challenges at a micro rather than at the macro level that overcomes the static nature of previous frameworks.
Conceptual models of the quadruple helix have largely taken a macro perspective. While these macro perspectives have motivated debates and studies, they fall short in understanding value creation ...activities at the micro level of the quadruple helix. The purpose of this paper is to address this deficit by focussing on the fundamental research question how value is collectively created, captured, and enhanced at the micro level of the quadruple helix. Drawing on theoretical considerations centred on simmelian ties, boundary work and value postures (motives, creation, destruction and drivers), we develop a micro level conceptual model of principal investigators (PIs) as value creators in the quadruple helix. Scientists in the PI role engage in boundary spanning activities with other quadruple helix actors. This engagement builds strong simmelian ties with these actors and enables PIs to develop collective value motives by bridging diverse knowledge and creating common value motives. Our conceptual model extends understanding of the quadruple helix at the micro level and highlights the importance of PIs having strong simmelian ties in order to realise collective and individual value motives. The paper concludes with some suggestions for future avenues of research on this important topic.

—the purpose of our paper is to examine what factors determine MSME technology adoption. Set in the Danube region of Europe we focus on MSMEs in the automotive, electronics and IT sectors that are traditionally characterized by the relatively rapid uptake of high-performance computing (HPC). As a new technology, HPC combines infrastructure and applications that are highly complex and can be deployed in an array of contexts to address market-based opportunities. Employing fuzzy set qualitative comparative analysis, we find the potential presence of a complementary relationship between the technological, organisational, and environmental factors and the entrepreneurial mindset for technology adoption among MSMEs for value creation. We find that cognition is not a necessary condition for technology adoption and opportunity recognition is. Furthermore, we unveil that opportunity recognition combined with organisational or environmental factors can enable technology adoption among MSMEs.

, it yielded 107 articles using the search terms: “Technology Transfer” AND (“Case Study” OR “Case Method” OR “Qualitative”). Our findings indicate a clustering of themes using qualitative case methods around technology transfer mechanisms and TTOs, academic entrepreneurship, university-industry collaboration, commercialization as well as R&D and firm knowledge transfer. We also identify trends in case method technology transfer research with respect to authorship, location of papers, sectoral contexts, data collection, numbers of cases and data analysis software. We conclude our paper discussing the implications of trends and themes and suggest that researchers need to reflect on used terminology and their utilization and postulate a need for more plurality of data collection methods.
Over the last few decades research into the different aspects of technology transfer has grown significantly that has taken in the main a macro perspective. This research has created a body of ...knowledge and an evidence base that has contributed original insights in developing the field and also has shaped policymaking and practice. Within the field there is a growing focus on meso and micro aspects of technology transfer and a growing interest in for example role individual actors such as scientists, principal investigators policy makers, TTO actors, supporting institutions and functions such as universities, professional research organizations, technology and knowledge transfer offices. This research is unearthing fine-grained nuances and insights that provide further evidence of how technology transfer activities are shaped and evolve in different geographical and organizational contexts. The purpose of this special issue is to provide a further understanding of macro, meso and micro perspectives of technology transfer and to provide an agenda for further research that blends these multi-level perspectives of technology transfer.
Controls on essential/precursor chemicals from commercial companies have been associated with many large downturns in illicit drug markets and attendant problems. My colleagues and I brought this to ...light in the studies that are the subject of Giommoni's review. McKetin et al. in an earlier review considered several of our studies on chemical controls for methamphetamine, all centered in North America. Giommoni discusses not only those studies but also our later work on chemical controls for cocaine and heroin. This later work evaluates US essential/precursor chemical policies targeting illicit drug producers outside of North America, and it examines impacts on illicit drug availability and use (the studies reviewed by McKetin et al. predominantly focused on outcomes such as drug-related hospitalizations, arrests, and treatment). Giommoni's review is a new resource that will help make the varied topics in essential/precursor chemical control research more accessible to many readers. After noting this, I discuss some common methodological misconceptions about our studies. For example, our studies generally used multi-replication interrupted time series analysis, a research design among the most powerful of all quasi-experimental designs. Authors, however, typically discuss the studies as if they used single-intervention interrupted time series analysis, a less powerful design. Multi-replication and single-intervention interrupted time series analyses also differ regarding likely confounders; awareness of this is critical to accurately assessing our findings and critiquing alternative explanations. Finally, I note that commercial chemical companies function as the silent, albeit usually unwitting, partners in the large-scale production of several illicit drugs, including fentanyl. And many governments are implementing essential/precursor chemical controls to help stymie this partnership. But they are doing so largely without evaluation and study—a poor policy practice. To remedy this, I suggest establishing multi-disciplinary applied research teams to help assess, guide and improve essential/precursor chemical control efforts.
