®) and dedicated software makes it possible to perform easily and rapidly tests on new ideas, the automatic benchmarking of an enterprise's activity and the stimulation of innovative thinking. The benchmarking of companies alone, or of clusters of enterprises is exemplified with reference to the concept of high temperature lubricating oil technology. How to improve innovative thinking is shown within the context of an analysis of coconut technology in postgraduate courses of competitive intelligence provided in Indonesia. Both applications emphasize that the role of patent information is expanding as a unique source of technical information because free availability combined with easy patent mapping and analysis allow non-specialists to use this information source in all technical aspects of innovation, research and development, and strategic planning.

L'évaluation des chercheurs et le mode de ...gestion financière de la recherche n'en font plus nécessairement des facteurs de développement. Les critères d'évaluation des chercheurs et des laboratoires les éloignent des préoccupations locales et entre autres d'une aide efficace qui pourrait être apportée aux PME/PMI génératrices d'emplois. La disparition progressive de l'influence française au niveau de l'expertise internationale est analysée brièvement mettant en évidence l'absence d'une politique cohérente dans ce domaine. Si la France a des atouts certains, des politiques aux effets contradictoires minimisent ces derniers. Une recherche de consensus doit être systématique pour aboutir à une politique industrielle ciblée. Il est aussi souligné dans cet article l'importance du temps et de l'espace qui doit être prise en compte par un personnel politique souvent technologiquement acculturé ce qui remet en cause le rôle de l'Etat actionnaire.

Ce nouveau modèle de développement d’Intelligence Economique et Stratégique (IES) est un Système Stratégique de Signaux Précoces ®. Ce dernier se base sur le renforcement de l’analyse durant la veille technologique et stratégique, la modélisation de l’environnement stratégique de l’entreprise qui sert à la création de scénarios dynamiques. Les scénarios les plus importants pour l’entreprise sont ensuite joués, pour simuler les actions des acteurs majeurs du marché. L’efficacité de ce modèle est illustrée ici pour l’entreprise Altix, PME de haute technologie française, leader mondiale de l’imagerie dans le circuit imprimé.
