The unusually stable Earth system of the Holocene epoch of the past 10,000 years, in which human civilization arose, is yielding to a more dynamic and unstable Anthropocene epoch driven by human ...practices. The consequences for key institutions, such as states, markets and global governance, are profound. Path dependency in institutions complicit in destabilizing the Earth system constrains response to this emerging epoch. Institutional analysis highlights reflexivity as the antidote to problematic path dependency. A more ecological discourse stresses resilience, foresight and state shifts in the Earth system. Ecosystemic reflexivity can be located as the first virtue of political institutions in the Anthropocene. Undermining all normative institutional models, this analysis enables re-thinking of political institutions in dynamic social-ecological terms.
Effective deliberation is central to democracy and so should enter any definition of democratization. However, the deliberative aspect now ubiquitous in the theory, practice, and promotion of ...democracy is generally missing in comparative studies of democratization. Deliberation capacity can be distributed in variable ways in the deliberative systems of states and other polities. A framework is described for locating and analyzing the contributions of its components and so evaluating the degree to which a polity’s deliberative system is authentic, inclusive, and consequential. An emphasis on deliberation reveals important determinants of democratic transition and consolidation, thereby providing substantial explanatory as well as evaluative and normative purchase.
Ecological or ecosystemic reflexivity involves the capacity of social-ecological systems to reconfigure themselves in response to reflection on their performance. In this paper we argue that ...deliberation is central to reflexive governance, mainly because it can reconcile many if not most of the sometimes contradictory claims that are made in the literature about its drivers. We take four key dimensions along which reflexivity may be sought, each of which features a binary that puts two plausible drivers of reflexivity in tension with one another: (i) sources of knowledge (public participation versus expertise); (ii) composition of public discourse (diversity versus consensus); (iii) institutional architecture (polycentricity versus centralization); (iv) institutional dynamics (flexibility versus stability). In each case, we demonstrate that deliberative ideas can manage the tension between the two plausible drivers of reflexivity.
The theory of deliberative democracy is here furthered in terms of three images that locate its essence in respectively a single forum, a deliberative system, and an encompassing polity featuring ...particular integrative norms. The first two are ubiquitous, though contested, the third is stated here. Deliberative theorists need to contemplate how practices that make sense in each image connect to the other two. Forums only make sense when linked in a system that can synthesize very different deliberative virtues (notably, justification, reflection, and inclusion). Any system's democratic qualities can only be evaluated in terms of the polity. While judgment in terms of the conditions of normative integration in the polity is therefore primary, particular forums can promote deliberative authenticity in a system, and systems enable inclusive application of deliberative ideals. Deployed in this way, the three images help solve internal disputes and respond to critics.

Democracy can entail the representation of discourses as well as persons or groups. We explain and advocate discursive representation; explore its justifications, advantages, and problems; and show ...how it can be accomplished in practice. This practice can involve the selection of discursive representatives to a formal Chamber of Discourses and more informal processes grounded in the broader public sphere. Discursive representation supports many aspects of deliberative democracy and is especially applicable to settings such as the international system lacking a well-defined demos.
The issue of climate change confirms the global reach of earth system governance, whose legitimacy and effectiveness could gain from democratisation. While electoral democracy as practised in states ...provides no model for global democracy, lessons drawn from the performance and history of states prove helpful in identifying the elements that a well functioning ecological democracy ought to strive for. We capture these elements through reference to the idea of a deliberative system, and show how the idea of such a system can be used to analyse, evaluate, and provide prescriptions for the global governance of climate change.

Citizens can avoid polarization and make sound decisions
That there are more opportunities than ever for citizens to express their views may be, counterintuitively, a problem facing democracy—the ...sheer quantitative overabundance overloads policymakers and citizens, making it difficult to detect the signal amid the noise. This overload has been accompanied by marked decline in civility and argumentative complexity. Uncivil behavior by elites and pathological mass communication reinforce each other. How do we break this vicious cycle? Asking elites to behave better is futile so long as there is a public ripe to be polarized and exploited by demagogues and media manipulators. Thus, any response has to involve ordinary citizens; but are they up to the task? Social science on “deliberative democracy” offers reasons for optimism about citizens' capacity to avoid polarization and manipulation and to make sound decisions. The real world of democratic politics is currently far from the deliberative ideal, but empirical evidence shows that the gap can be closed.
This essay reflects on the development of the field of deliberative democracy by discussing twelve key findings that capture a number of resolved issues in normative theory, conceptual clarification, ...and associated empirical results. We argue that these findings deserve to be more widely recognized and viewed as a foundation for future practice and research. We draw on our own research and that of others in the field.
