The main contribution of my thesis is the analysis of substantial empirical material that I have collected from Community trade union actors. My analysis focuses on the institutional strategies of ...the sectoral European trade union federations and their implications for the Europeanisation of wages policy. I have demonstrated that the development of European coordination processes of national collective bargaining, particularly at sectoral level, has contributed to reviving the concept of collective bargaining and professional relations in the European Area, which until then had been covered in the literature by the social dialogue. I have identified three obstacles to collective negociations at a European level: the “depoliticised” wage in the economic partnership, employers identified as the “lobby partner” in the sectoral social dialogue, and the difficulties encountered in the Europeanisation of trade unions.L’apport majeur de notre thèse est l’analyse d’un matériel empirique conséquent que nous avons collecté auprès des acteurs syndicaux communautaires. The goals of our study were to define the morphologic appearance of cavernous hemangioma of the liver on T2-weighted fast spin-echo MR imaging and to determine if the use of fat suppression may ...quantitatively and qualitatively modify the MR imaging appearance of cavernous hemangioma.
Twenty-six patients with cavernous hemangiomas of the liver were prospectively studied with T2-weighted MR imaging with a fast spin-echo technique with and without fat suppression. Thirteen patients had known hemangiomas for more than 2 years, with no change in size or morphology during this period. The remaining 13 patients had diagnoses based on dynamic CT and sonography and an absence of change in the morphology and size of their lesions during follow-up of more than 6 months (range, 6-12 months) after the MR imaging studies. Values for signal intensity and contrast-to-noise (C/N) ratios in cavernous hemangiomas that were obtained with and without fat suppression were compared. Images were qualitatively analyzed separately at identical level and window settings by two interpreters for morphologic features of cavernous hemangiomas.
No significant difference was found between signal intensity values obtained using the fat-suppressed fast spin-echo MR imaging technique (5.62 +/- 1.14 SD) and those obtained without fat suppression (5.51 +/- 1.23). Values for C/N ratios obtained with the fat-suppressed fast spin-echo MR imaging technique (20.13 +/- 7.63) were significantly superior to those obtained without fat suppression (16.59 +/- 5.31) (p < .001). On T2-weighted fast spin-echo MR imaging without fat suppression, 100% of cavernous hemangiomas were hyperintense relative to the spleen, 90% had well-defined and sharp margins, 55% were isointense to CSF, and 76% were homogeneous. Without fat suppression, 34% of cavernous hemangiomas showed the combination of isointensity to CSF, well-defined margins, and homogeneity. On T2-weighted fast spin-echo MR imaging with fat suppression, all cavernous hemangiomas showed this same combination of features.
Seventy-six percent of hepatic cavernous hemangiomas were homogeneous on T2-weighted fast spin-echo MR imaging, and 55% were isointense to CSF. However, only 34% of hepatic cavernous hemangiomas showed typical features. Although fat suppression significantly increased the C/N ratio of cavernous hemangiomas of the liver, fat suppression did not affect their morphologic appearance on T2-weighted fast spin-echo MR imaging.
The first section of this article recalls the most important organisational features of the cross-industry players in the European social dialogue (UNICE, UEAPME, CEEP). Four sectoral employer ...federations (WEM, Euratex, FIEC, EuroCommerce), selected on grounds of the specific nature of their profile, are also analysed here in view of the increasing importance currently taken on by the sectoral social dialogue. The second part of the article reports on the achievements of the social dialogue as seen by the employers. This dialogue has seen at least two salient events: in 1991, when the cross-industry social partners signed an agreement laying down collective bargaining practices; and more recently when a first voluntary agreement on telework was concluded. This agreement represents for the European employers, as for the trade unions, a radical change in terms of affirming their autonomy in drawing up their work programme and in the way that negotiated solutions are implemented. This has also been a period of consolidation for UNICE as a body representing Europe's employers, while CEEP has embarked on new – territorial – forms of representation. As for UEAPME, a peripheral body in the early 1990s, it has gradually asserted itself as a fully-fledged protagonist in the social dialogue.
Dans la première partie de cet article sont rappelées les plus importantes caractéristiques organisationnelles des acteurs interprofessionnels du dialogue social européen (UNICE, UEAPME, CEEP). Quatre fédérations patronales sectorielles (WEM, Euratex, FIEC, EuroCommerce) choisies pour la spécificité de leur profil sont également analysées car le dialogue social sectoriel est en passe de prendre plus d'importance. La seconde partie reprend les résultats du dialogue social, vus par les employeurs. Ce dernier a connu au moins deux points d'inflexion majeurs. En 1991, lorsque les partenaires sociaux interprofessionnels ont signé un accord définissant une voie contractuelle. Et, tout récemment, lorsqu'un premier accord volontaire sur le télétravail a été conclu. Cet accord représente pour le patronat européen, comme pour les syndicats, un changement radical vers l'affirmation de leur autonomie dans l'élaboration de leur programme de travail et dans la mise en œuvre des solutions négociées. Cette période a permis à l'UNICE de se consolider comme organisme représentant le patronat européen, tandis que le CEEP s'ouvre à de nouvelles voies de représentation notamment territoriales. Quant à l'UEAPME, marginalisée au début des années 1990, elle s'est progressivement affirmée comme un acteur du dialogue social à part entière.
Der erste Abschnitt dieses Artikels erinnert an die wichtigsten organisatorischen Merkmale der branchenübergreifenden Wirtschaftsakteure des europäischen sozialen Dialogs (UNICE, UEAPME, CEEP). Im Hinblick auf die wachsende Bedeutung des sektoralen sozialen Dialogs werden außerdem vier sektorale Arbeitgeberverbände (WEM, Euratex, FIEC und EuroCommerce) analysiert, die aufgrund ihres spezifischen Profils ausgewählt wurden. Im zweiten Abschnitt des Artikels wird über die Errungenschaften des sozialen Dialogs aus der Sicht der Arbeitgeber berichtet. Zumindest zwei herausragende Ereignisse haben diesen Dialog geprägt: 1991 unterzeichneten die branchenübergreifenden Sozialpartner eine Vereinbarung zur Festlegung von Verhandlungsverfahren, und kürzlich wurde eine erste freiwillige Vereinbarung über die Telearbeit geschlossen. Diese Vereinbarung stellt für die europäischen Arbeitgeber ebenso wie für die Arbeitnehmer eine radikale Veränderung dar, nicht nur dadurch, dass sie ihre Autonomie bekräftigen, selbst ihr Arbeitsprogramm aufzustellen, sondern auch in der Art und Weise, mit der die ausgehandelten Lösungen umgesetzt werden. In dieser Zeit ist es der UNICE auch gelungen, ihre Position als europäischer Arbeitgeberverband zu festigen, während der CEEP neue Wege der – insbesondere territorialen – Vertretung beschreitet. Die UEAPME ihrerseits, die zu Beginn der 90er Jahre noch eine marginale Rolle spielte, hat sich schrittweise zu einem vollberechtigten Akteur des sozialen Dialogs entwickelt.
