Transitional processes since the year 2000 have additionally potentiated and multiplied the negative effects of the economic policy. The models of the economic growth and development have been based ...upon sector priorities and policies, mainly short-term and medium-term objectives, without a clear long-term development strategy. It resulted in a low gross domestic product, high rate of unemployment, and high public debt. Most of the local governments have had a negligible role in the conduct of the economic policy, but the negative effects of the macroeconomic policy remained a burden for them. The local governments mainly conducted the economic policy development on their own because the development policy has not been conducted at the regional level, as in many developed countries. Modern times ask for a proactive approach on behalf of the local governments concerning the economic development, more influence on the republic authorities and entrepreneurial spirit development in business, with the aim of unemployment and public debt reduction.
At present time there is no facility that normally exists without a marketing division. Relevance of the marketing even rises day by day. Marketing budgets tend to the substantial growth over the ...last 15 years. Issues related to the grounding of the cost escalation remain open. This situation creates tensions in relations between financial and marketing departments. To improve the marketing activity and to increase the marketability facilities need regularly measure the performance of the marketing. There is no economic growth and development where there is no clear economic policy and development strategy, that is where there are no defined priorities, nor mechanisms for a strong and systematic support to the domestic economy. The author of this study advises economic policy makers to forget the mantras of neoliberal policies that previous governments used as an excuse not to take anything and to resolutely turn their own economic development and building a strong industrial sector. That would be a shortcut to rapid economic development and bridging the decades of stalemate and stagnation. Serbia does not lack resourcefulness, but quality state apparatus, as well as guidance and assistance in the way that countries that have successfully developed did. The greatest sin of our economic policy in the last quarter of a century is a tragic neglect of industry, especially manufacturing, or as a result of all this, and the emergence of a deep ravine between production and consumption, and totally neglecting technological development. Therefore, we are firm in the belief that, in the case of seriously disturbed the economic structure of production at the expense of our future development must rely on priorities, among which would be the development of the manufacturing sector of the economy, and within it of agriculture and food industry, where our chances are objective and greatest.
Applying of fair value accounting is primarily put into operation to satisfy investor’s needs for information. The basic idea here is that balance sheet represents the economic reality, which means ...that assets, obligations and capital are expressed at fair value, which in terms of active and liquid market best reflects market prices. The effects of applying fair value are reflected through the income statement and thus measurement results become a consequence of capital measurement. In conditions of stable prices and an active market, applying fair value is not accompanied by bigger problems. The reason behind this is that valuation of assets and liabilities are carried out at current market prices. The problem occurs in conditions of inactive and illiquid markets. In this circumstances, estimating according to fair value requires the use of different assessment techniques, which represent a potential source of inaccuracy.Furthermore, by applying fair value in times of financial crisis the problem ofprocyclical effects can occur. The growth of financial markets and prices encourages the purchase of securities at higher prices. This can contribute to the creation of speculative bubbles, and in times of crisis and fall in prices may encourage sale at lower prices, deepening the crisis.
The practice in developed countries has shown a necessity for local government’s stronger inclusion in local economic development issues. The economic system in Serbia has features of high ...unemployment rate and low living standard among the population, and therefore local government taking a larger part in local economic development issues is seen as a real possibility for reducing these problems. Although most of the economic policy instruments lie within the central government jurisdiction, which largely restricts local government possibilities, there is still an important area for local government influence on economic development. There are numerousobstacles for a successful application of the local economic development concept in Serbia, which
causes the municipality and regional potentials to be used much less than the possibilities allow,and it has a negative reflection, especially in rural and undeveloped areas.
