Within different ethical approaches, public service ethics belongs to deontological ethics. It encompasses the moral culture of employees, professional integrity, and public service integrity in ...institutions. Public service ethics is based on the ethical principles of professionals: autonomy, benevolence, taking care not to inflict harm on others, and fair conduct. Professional associations are the guarantors of practising and respecting the ethical principles of professionals. The acceptance of and adherence to ethical principles of professional associations is embodied through self-regulation in the codes of ethics. The codes of ethics are based on ethical principles of professionals: accountability, openness, accessibility, transparency, exemplarity, respect, and politeness.
The paper examines the views and approaches of anthropologists, ethnopsychologists and characterologists Jovan Cvijić and Vladimir Dvorniković from the beginning of the 20th century, as well as Bojan ...Jovanović and Žarko Trebješanin from the end of the 20th century. Their views and research of the causes, reasons and motives why the inhabitants of Serbia have accepted and participated in corruptive activities are significant and valuable for contemporary research of corruption. In their opinion, the causes are related to the dark side of human nature, particularly, greed, due to which bad features in the characters have become pronounced. These features are: subjugation, furtiveness, distrust, treachery and dishonesty. The reasons have derived from unfavourable living circumstances such as slavery and poverty. The motive is related to the fulfilment of needs and interests without choosing means for survival and/or persistence. By accepting corruption as a way of surviving, with the passage of time, a pattern of corruptive behaviour has been created. The pattern is of profound nature and long¬lasting. Even today it still pressurizes people in modern Serbia. The pattern particularly emerges at the moments of thorough changes in the political order and social crises. The paper is aimed at analyzing the research by the above¬listed authors to use the results as a basis for getting more comprehensive insights into the origin, structure, forms and development of corruption in modern Serbia.
The paper analyzes corruption in the framework of folk customs in Serbia from the socio-ethnological aspect. The analysis includes manners and forms of corruption generated and practised in the last ...period of the Ottoman Empire rule in Serbia. Through the records of the most eminent students of Jovan Cvijić, first Serbian great scientist, it is shown how corruption emerged and developed in Serbia and how it affected Serbian people's folk customs. The analysis covers research ventures showing the manners, forms and types of corruption practised in Serbia at the time of formation the new-century Serbian statehood in the 19th century, as well as at the beginning of the 20th century and between two world wars. Typologically speaking, corruption in Serbia belongs to parochial, institutional and political corruption. The paper particularly analyzes disapproval and justification of corruption in the Serbian national tradition. In the conclusion of the paper, it is emphasized that socio-ethnological records show that corruption and/or bribe emerged as a consequence of people's greediness, but also of unfavourable historical and social circumstances leading to the negative experience and negative patterns of corruptive behaviour. This was crystallized in the form of messages passed from one generation to another.

The position taken in this paper is that the development of a society depends on the status, role and importance of the educational system, and that education has a significant impact on personality ...formation. The aim of this paper is to establish the condition of primary school education for members of national minorities and, based on this, to enable getting a better insight into steps to be taken in order to remove regulatory and practical shortcomings. Three models of primary school education in the languages of national minorities have been analysed: entire education in one of eight languages of national minorities, with Serbian as a non-mother tongue as a compulsory subject; entire education in the Serbian language with an option to take an elective subject/programme with elements of national culture (in the mother tongue); and bilingual education in Serbian and in the language of a national minority. Furthermore, empirical argumentation is presented for the period covering the academic years 2013/14 through to 2020/21. In the conclusion of this paper, it is noted that capacities of the educational system should be strengthened by introducing professional training for teachers of the languages of national minorities, which would ensure the availability of competent teaching staff. Additionally, appropriate curricula, textbooks and other teaching aids required for the learning of minority languages should be improved, in accordance with the latest teaching methods.

This paper presents and analyses typologies of corruption, from the earliest ones from late 1960-ies until the most recent ones, with examples. Based on them, a typology of corruption in Serbia is ...offered, i.e. of corruptive experiences on the basis of corruptive acts in Serbia. Three types of corruption are identified in Serbia: parochial, institutional and political. Each of the three types can further be divided into small and large corruption. This paper aims to identify types of corruption on the basis of kinds of corruptive acts that occur and spread within society. Typologies are a powerful analytical tool, not only for research of corruption, but also for practical measures within anticorruption strategies and action plans. Typologies of corruption are useful for systematising corruptive acts, as well as of the ways and levels in which corruption occurs. Upon this insight, the primary types from which to initiate the fight against this dangerous phenomenon can be identified. This paper uses the methods of content analysis and comparation. Its conclusion emphasises that it is most important to suppress political corruption, which simultaneously suppresses large corruption and offers chances for developing the mechanisms for suppressing small (petty) corruption.

This paper analyses the connection of interests and corruption, especially corruption and political interests. It first considers the notion of interest, i.e. its meanings and significance, both for ...an individual and for a society. It presents the classification if interests by Albion Woodbury Small. A special emphasis is given to the encounter of different interests as the beginning of clash between humans. The paper analyses individual, special and general interests, as well as their relations. The paper also analyses two levels of conflict of interest: the conflict between public and private interest and the conflict between interests within the public offices. The relation of interests in society and politics is solved in the best way by adopting laws, i.e. by introducing the rule of law into political order. Without that the interest orientation of politicians can easily end up in abuse and illegality. In turn, abuses and illegalities open the possibilities for various kinds of corruptive acts.
Предмет овог рада су слабости савремених демократских поредака које произилазе из употребе модерних манипулативних техника оних који успевају да на демократским изборима добију поверење за улазак у ...власт. Савремене демократије под ударом су популистичких обећања која су најчешће нереална, односно неостварива. Спој популизма и демократије најчешће је производ немоћи политичких елита, односно политичких партија у државама да решавају најбитније проблеме грађана, односно да подигну раст и развој економског система, да уведу владавину права и опораве политичке институције да рационално и ефикасно функционишу у оквиру политичког система. Савремене демократије нису подједнако развијене и немају подједнаке шансе у развијању. Паралелизам власти најчешће је завршавао у тоталитаризацији демократије. У савременим демократским државама, посебно у оним које се налазе у процесу демократске транзиције, показује се да политичке вође (партијске вође) и када на изборима освоје државне функције не одричу се партијског вођства. На тај начин демократије постају подређене и заробљене од стране политичких партија, посебно њиховог политичког вођства и вођа. Анализиран је и однос слободе и демократије. Искуства показују да се демократија успешније утемељује тамо где су људи освојили слободе него тамо где демократија тек треба да омогући слободе грађанима. Анализиране су и опасности по демократију које произилазе из злоупотребе демократских услова. Посебна опасност по савремене демократије произилази из околности у којима они који дођу на власт учине све да друштвом и државом завладају антиполитички принципи: равнодушност, страх и стрепња и осећај немоћи. Антиполитички принципи угрожавају демократски поредак, а они који се с њима служе руше демократију.
