The European Commission has adopted its new guidelines on regional state aid for 2014–2020 and will adopt by the first semester of 2014 a new state aid general block exemption regulation. This paper ...focuses on selected aspects of the new regime, to find that the new provisions seem designed to solve the downsides left open by the previous reforms, whilst at the same time also refine the analysis of the economic effects of regional aid, to make it easier to award good aid, in line with the objectives of the state aid modernisation programme. A few weaknesses, however, remain, and this paper also discusses whether the Commission should have considered them in the reform process, or whether it will be able to address them in the near future through its enforcement practice.
