Debates on gambling and related policy-making are rarely based on conclusive and reliable data about this sector's social effects. The said is also true for Slovenia. In this paper, we are ...calculating social costs of gambling in Slovenia and in the Goriska region in view of plans of possible investments into new resort casinos. In the first section, we review the gambling history and the current gambling market. After that we estimate the extent of the current problem and pathological gambling on the basis of the limited available data and develop scenarios of possible future trends. After that we examine strategies used in Slovenia to help and care for pathological and problem gamblers, and evaluate existing mechanisms. At the end of the paper we present two conclusions. Firstly, preventing gambling addiction is a difficult task, although expansion of the gambling sector does not necessarily imply a steep increase in social costs of gambling. Comprehensive system of responsible gambling including preventive measures and treatment of gambling addiction is the key issue. Secondly, available data on trends and developments regarding problem gambling in Slovenia is insufficient. Therefore, it is vital that we establish an observatory for longitudinal research on these issues and it should become part of a comprehensive system of socially responsible gambling. While the new law, which should address responsible gambling in Slovenia is still in preparation, we will explore the idea, how to evaluate the concept of responsible gambling. Recent studies show ...that all sorts of measures should be taken on different levels and their implementation should be measured. In this article model of evaluation of responsible gambling is presented, with criteria and stakeholders such evaluation includes. The model is general including all relevant activities, programmes and measures, but its implementation is complex and hard to conduct. First evaluation of prevention and cure system in Slovenia showed lack of certain activities in this area as well as lack of all sorts of information needed to conduct proper evaluation. If Slovenia intends to implement responsible gambling it will need to put in place entire strategy concerning gambling in Slovenia as well as regular monitoring of such activities. This article contributes to such evaluation. Adapted from the source document.

Purpose - The main objective was to establish which are the most important phases within the invention-innovation processes in Slovenian vocational education and training. We focused on the most ...important "outcome" of the educational process - the innovative student and tried to establish his her interdependence with the teacher, educational system and supporting environment.Design methodology approach - We used questioner for analyses of the current situation on performing the mentioned chain and influencing factors. We used descriptive statistics and correlations among variables (Pearson correlation coefficient). The study was conducted among secondary school teachers.Findings - The results show that teachers are aware of the importance of innovative processes. But the level of their non-optimal support depends on their knowledge, experience and motivation as well as the school system at micro level. On macro level, the local community, regional and national support are the influencing factors. Concerning systemic approach, there is still a lot to be done at the national level. The paper presents the most important topics which require further improvements.Research limitations implications - We showed key findings concerning current situation. Owing to the complexity of the problem we could not identify all the reasons for such situation which is an important motive for further research. Also a target group of interviewees represents a limitation.Practical implications - The results are useful for teachers mentors, for school principals, for Slovenian supporting environment and for the educational system leaders, who can contribute more in creating innovative environment.Originality value - Paper attempts to measure a complex subject of innovation processes in school in close interdependence with the teacher, educational system and supporting environment. Also major findings are important.
As social services have a special mission, privatization of social services should not be approved if it is unable to assure the same or an increased quality of life. Quality of life, of course, does ...not depend solely on a greater number of services, but also & especially on the quality of those services. Since higher quality is often one of the motives for the privatization of health services & also stated as a goal in national documents & health care programs, the impact of privatization on the quality of the health services in Slovenia is evaluated here using questionnaire data from 515 users of general physicians & a dentist. 8 Tables, 13 References. Since higher quality is often one of the motives for the privatisation of health services and as it is also stated as a goal in national documents and health care programmes, the author evaluates the privatization of health services and its impact on the quality of the health services. She finds users as the most important stakeholders in this evaluation since they experience the entire process of a health service and its outcome. Evaluation is limited to the primary health level of the services of the general physician and dentist.
Discusses sampling methods for a study comparing three groups of health care consumers (total N = 468) in Slovenia after the passage of the 1992 Law on Health Activities: public health care ...consumers; consumers of private health care paid for by insurance; & self-pay consumers of private health care. Subjects are drawn from an initial pool of 3,000 based on responses to a telephone questionnaire asking if they have visited a general practitioner &/or dentist in the past year. Health care users are considered the most important stakeholders in the evaluation of health care services. 3 Tables. J. Ferrari
