The academic and teaching potential of the university is a set of informational, intellectual and intangible resources, conditions and opportunities established at the university for the production and accumulation of new knowledge, ideas, technologies, competencies and other productive properties that contribute to high quality of education, research and management, the image of the university and its competitiveness at the international level.
The potential of the academic and teaching environment of the university is a set of informational, intellectual, intangible resources, conditions and opportunities created at the university for production and accumulation of new knowledge, development of competencies and other productive properties that are purposefully used in scientific and educational sphere and contribute to high quality of educational, scientific and managerial activities.
The potential of academic and teaching staff is a set of accumulated knowledge, competencies and other productive properties that are necessary for professional (teaching, research and management) activities, and can be developed during formal, non-formal and informal education to improve the quality of teaching, research and management activities.
The structure of academic and teaching potential of the university in which intellectual, emotional and spiritual components are specified is given.

During the conference, the academic discourse focused on the issues of development of research and educational capacity of university staff, enhancing efficiency of university educational activities, implementation of social responsibility of Ukrainian universities under wartime and post-war recovery, enhancement of research capacity of Ukrainian universities during wartime and post-war recovery in the context of Open Science conceptual framework.
Considering the external and internal challenges, including accession of Ukraine to the European Higher Education Area and the European Research Area, the adoption of the Laws of Ukraine «On ...Education» (2017), «On Scientific and Technical Activities» (2016), «On Higher Education» (2014) the systematic reforming higher education began. One of the directions of reforming higher education is to increase the requirements for the professional level of scientific and pedagogical workers, since only a highly qualified specialist is able to provide a high level of training for the applicants for higher education and, accordingly, to prepare a competitive specialist.
The article is aimed to identify the tools for students to evaluate the professional activities carried out by the scientific and pedagogical workers in foreign and domestic higher education institutions. To achieve the aim and solve the set tasks, we used a complex of methods of scientific research: theoretical analysis of academic literature - to clarify the achievements of the scientists on a particular topic of research; structural and system analysis - to identify the tools of evaluation used by the students to assess professional activity of scientific and pedagogical workers of foreign and domestic higher education institutions; comparative method - to carry out a comparative analysis of the content of domestic and foreign instruments for evaluating the professional activities carried out by scientific and pedagogical workers. Summarizing the results of the study indicates that there is a positive experience in the market economies, including the United Kingdom, Australia, and the United States of America (USA) regarding the involvement of students in evaluating the professional performance of teaching staff. The reasonability of engaging students in evaluating the professional work of students' teaching staff is primarily due to the fact that they most often contact with the teaching staff and they are the direct consumers of their services. Based on an analysis of the best university practices in the UK, Australia, and the United States for assessing students' professional work and their personal qualities, it has been established that the main tools are: an online assessment system; student ratings; feedback from students to improve teaching and learning, including student letters prepared from the whole group or course; feedback from alumni (including masters and PhD students, as well as graduate assistants) and more. The analysis of domestic practices showed that instruments such as anonymous questionnaires and student rankings are mostly used to evaluate the professional activities of academic staff of higher education institutions and their personal qualities. The introduction of foreign experience of the use of various tools for assessing the professional activities of the scientific and pedagogical workers in domestic higher education institutions will contribute to the self-reflection of their own professional activities, the development of a trajectory of professional development focused on the areas that require professional development and improvement of quality.
The article examines the trends in the development of the educational system in recent years in Ukraine and the world in the context of neuropedagogy. Particular attention is paid to the factors that ...have influenced the strengthening of the role of education in the world, in particular, the strengthening of the state's interest in financing education. The article updates the inextricable connection between the country's economy and the level and quality of education. The author points out the advantages of education support systems in some advanced countries of the world, which can be used as a model experience for domestic educational reform, in particular due to the use of neuropedagogy. The most important trends in the development of education in the world educational space are analyzed. The author notes that the quarter-century experience of the 21st century civilization determines a number of trends according to which it should develop in the future. Among them, for example, the transition of most nations and cultures to market relations is leading in the economy; in politics - to democracy; in social communication - to tolerance; in the general organization of life activities - to an open society and models of sustainable human development, etc. Because education (and science), which prepares a person for independent life, shapes his view on the future development of civilization.

The paper analyses the results of the survey, conducted by the scientists among the students of foreign and Ukrainian higher education institutions, and our own scientific researches on the ...personality value qualities of an ideal higher education teacher. It has been defined that students of foreign higher education institutions focus on the following personality value qualities of an ideal higher education teacher: the first position is taken by expertise in the relevant field, communication skills; the second is taken by teaching tact, intelligence, empathy, emotional stability, openness; the third is occupied by self-awareness, tolerance, knowledge of behavioural strategies, creativity, and ability to build relationships with students. At the same time, the negative characteristics that a higher education teacher should not have are revealed, namely: in the first position students point out bias and injustice and the following positions are taken by arrogance; illiteracy; unprofessionalism; pride; condescension, vanity, etc.
The analysis of the researches of the Ukrainian scientists demonstrates the following personality value qualities of an ideal higher education teacher, which are identified in the descending sequence: high intelligence; in-depth knowledge of the discipline, mastery of teaching methodology, teaching tact, communication skills; fairness, creativity, attentiveness, sense of humour and benevolence; moral rectitude, organizational skills, emotional and volitional stability; adherence to principles, exactingness, politeness and responsibility.
In this paper we present our own survey among the students of the Ukrainian higher education institutions and introduce the following personality value qualities of an ideal higher education teacher in the descending order: moral; communication; mastery of teaching methodology of the discipline; intelligence, expertise in the relevant field and in-depth professional knowledge; organizational and volitional qualities.
Onthe ground of the experimental studies the articleclarifies the reasons that significantly affect the efficiency of scientific research of academicstaff (overloading by educational work, obsolete ...and poor material and technical base, weak contacts with leading academic institutions). The following solutions are proposed in order to overcome the identified negative factors: to involve the scientists of scientific research institutions in scientific research at higher school; to establish joint basic research laboratories, research centers, centers of innovations, departments and other institutions; to implement an effective system of incentives for scientific research activities of academicstaff of higher educational institutions.

Chapter 1 highlights the results of a pedagogical experiment on the formation of organizational competence among future specialists in physical culture and sports of the Armed Forces of Ukraine. The dynamics of the formation of organizational competence is determined and it is shown that the application of the obtained results makes it possible to find out the formation of value-motivational, knowledge, managerial, managerial, control-corrective and reflective-evaluative components of organizational competence of cadets. Chapter 2 focuses on the current problems of adult education in Ukraine and Sweden, which acquire special significance through the prism of the "value rearmament" of a person of the 21st century. The features of trends in adult education at the global and local levels are clarified, and the author's interactive intensive course is offered. Chapter 3 presents the development of innovative models of effectiveness for communication in a foreign language with an emphasis on lifelong learning and multiculturalism. Integration of "inverted classroom" models, models based on tasks of immersion in the concept of technology application for improving language learning is proposed. It is shown that the introduction of technologies in language learning can improve access to resources and increase the effectiveness of education. Chapter 4 is devoted to the management of professional development of professional staff of Ukrainian universities in the context of the expansion of institutional autonomy. The article updates the role of studentship and student self-government as an active participant in the educational process, a partner in the processes of reforming higher education, that is involved ...in the government structures of the higher education institution, particularly, in the process of ensuring the quality of higher education. Based on the analysis of normative legal acts and scientific sources, the authors highlight the state and institutional level of influence of student self-government on decision-making regarding the processes of ensuring the quality of education. The foundation for the development of opportunities for student self-government is provided by the state level, that adopts normative legal documents that create prerequisites to the participation of student self-government in the procedures of ensuring the quality of education, particularly, the Law of Ukraine «On Higher Education», that regulates the activities of student self-government bodies in Ukraine; «Standard of higher education»; «Regulations on the Accreditation of Educational Programs for the Training of Higher Education Candidates», that prescribe requirements for the participation of representatives of student self-government in the system of internal quality assurance. The implementation of the above-mentioned legal acts and the student-centered approach in the educational process of higher education institutions are ensured at the institutional level. Student self-government at the institutional level has a significant number of mechanisms and tools for influencing the internal quality assurance of education, for example through: procedures for the formation and implementation of educational programs at higher education institutions; procedures for ensuring the quality of teaching and learning at higher education institutions; procedures for preventing academic dishonesty at higher education institutions. The authors also highlighted the main tools used at higher education institutions considering the opinion of student self-government, such as: surveys, meetings of project groups, academic councils of faculties and higher education institutions, etc. The implementation of the above-mentioned measures, discussion and response to existing problems with representatives of the student body, are the key to improving the quality of education and the prestige of higher education institutions.
In the article the essence of headhunting has been revealed, the concept of headhunting in higher education has been substantiated, the technology of headhunting has been developed and its use in ...higher education for the selection of management staff of higher education has been proposed. “Headhunting in higher education” is a technology for finding and selecting highly qualified and competitive candidates for management positions in higher education.
Headhunting technology for finding and selecting candidates for management positions in higher education institutions has been developed, consisting of seven stages: 1) determining the needs of higher education institutions for management staff and forming a «portrait of the ideal candidate» for the position; 2) analysis of the labor market in the field of higher education, including determining the list of high-ranking higher education institutions, analysis of management staff of these higher education institutions and collecting information on potential candidates for the position, in particular, studying career advancement and achievements; 3) formation of the list of candidates for management positions, in accordance with the previously agreed list of competencies; 4) organization of individual meetings between specialists and potential candidates for positions; 5) holding meetings between the management of the higher education institution and candidates for management positions; 6) negotiations between the management of the higher education institution with the candidate for a management position on working conditions, salary, descriptors of performance evaluation, etc.; 7) signing a contract with the selected candidate. The principles on which headhunting technology is based have been identified, namely: search efficiency, objectivity, exclusivity, informativeness, confidentiality and guarantee.
The proposed technology has significant advantages in the selection of management staff compared to open competition, namely the high probability of selection of highly qualified management staff.
