Reimbursement is a key challenge for many new digital health solutions, whose importance and value have been highlighted and expanded by the current COVID-19 pandemic. Germany's new Digital ...Healthcare Act (Digitale-Versorgung-Gesetz or DVG) entitles all individuals covered by statutory health insurance to reimbursement for certain digital health applications (i.e., insurers will pay for their use). Since Germany, like the United States (US), is a multi-payer health care system, the new Act provides a particularly interesting case study for US policymakers. We first provide an overview of the new German DVG and outline the landscape for reimbursement of digital health solutions in the US, including recent changes to policies governing telehealth during the COVID-19 pandemic. We then discuss challenges and unanswered questions raised by the DVG, ranging from the limited scope of the Act to privacy issues. Lastly, we highlight early lessons and opportunities for other countries.

Quasars are galaxies hosting accreting supermassive black holes; due to their brightness, they are unique probes of the early universe. To date, only a few quasars have been reported at (<800 Myr ...after the big bang). In this work, we present six additional quasars discovered using the Pan-STARRS1 survey. We use a sample of 15 quasars to perform a homogeneous and comprehensive analysis of this highest-redshift quasar population. We report four main results: (1) the majority of quasars show large blueshifts of the broad C iv λ1549 emission line compared to the systemic redshift of the quasars, with a median value ∼3× higher than a quasar sample at ; (2) we estimate the quasars' black hole masses ( (0.3-5) × 109 M ) via modeling of the Mg ii λ2798 emission line and rest-frame UV continuum and find that quasars at high redshift accrete their material (with ) at a rate comparable to a luminosity-matched sample at lower redshift, albeit with significant scatter (0.4 dex); (3) we recover no evolution of the Fe ii/Mg ii abundance ratio with cosmic time; and (4) we derive near-zone sizes and, together with measurements for quasars from recent work, confirm a shallow evolution of the decreasing quasar near-zone sizes with redshift. Finally, we present new millimeter observations of the C ii 158 m emission line and underlying dust continuum from NOEMA for four quasars and provide new accurate redshifts and C ii/infrared luminosity estimates. The analysis presented here shows the large range of properties of the most distant quasars.
ABSTRACT We present a new metric that uses the spectral curvature (SC) above 10 keV to identify Compton-thick active galactic nuclei (AGNs) in low-quality Swift/Burst Alert Telescope (BAT) X-ray ...data. Using NuSTAR, we observe nine high SC-selected AGNs. We find that high-sensitivity spectra show that the majority are Compton-thick (78% or 7/9) and the remaining two are nearly Compton-thick (NH (5-8) × 1023 cm−2 ). We find that the SCBAT and SCNuSTAR measurements are consistent, suggesting that this technique can be applied to future telescopes. We tested the SC method on well-known Compton-thick AGNs and found that it is much more effective than broadband ratios (e.g., 100% using SC versus 20% using 8-24 keV/3-8 keV). Our results suggest that using the >10 keV emission may be the only way to identify this population since only two sources show Compton-thick levels of excess in the Balmer decrement corrected O iii to observed X-ray emission ratio ( ) and WISE colors do not identify most of them as AGNs. Based on this small sample, we find that a higher fraction of these AGNs are in the final merger stage (<10 kpc) than typical BAT AGNs. Additionally, these nine obscured AGNs have, on average, 4× higher accretion rates than other BAT-detected AGNs ( compared to ). The robustness of SC at identifying Compton-thick AGNs implies that a higher fraction of nearby AGNs may be Compton-thick ( 22%) and the sum of black hole growth in Compton-thick AGNs (Eddington ratio times population percentage) is nearly as large as mildly obscured and unobscured AGNs.
Heliocheilus albipunctella De Joannis est un important ravageur des épis du mil en zone sahélienne. Pour documenter la perception des paysans par rapport à ce ravageur, une enquête a été réalisée en ...avril 2016 avec un échantillon de 732 producteurs dans cinq principales régions agricoles du Niger. Les résultats obtenus ont montré que: 1) 17 % des répondants ont pu décrire le cycle biologique de H. albipunctella; 2) le ravageur cause en moyenne 43 à 82 % de perte de production, une moyenne obtenue depuis 28 ans selon les régions; 3) 37 à 78 % des producteurs savent que les infestations des épis du mil sont favorisées par les semis précoces, les sécheresses et la nature sableuse du sol; 4) d’après la moitié des répondants le plus de dégâts sont observés au stade grenaison du mil; 5) plus de 80 % des producteurs ne connaissent aucune méthode de lutte contre ce ravageur. Ces informations interpellent sur l’incidence négative de H. albipunctella sur le rendement du mil dans ces zones précaires. La nécessité de développer un programme participatif de gestion intégrée de ce ravageur est recommandée.
Farmers’ Perception of the Pearl Millet Head Miner Heliocheilus albipunctella De Joannis, a Major Millet Pest in the Sahelian Area Heliocheilus albipunctella De Joannis is an important millet pest in the Sahelian zone. To assess the farmers’ perception related to this pest, a survey was carried out in 5 agricultural areas of Niger. The survey was carried out in April 2016 including 732 pearl millet growers. The obtained results showed that: 1) 17% of the respondents were able to describe the life cycle of H. albipunctella; 2) since 28 years the pest causes an average production loss of 43 to 82% depending on the region; 3) 37-78% of the farmers are aware that early sowing, droughts and sandy soil favor the infestations of the Millet Worm; 4) most pest damages were observed at the millet maturity stage as indicated by half of the respondents; 5) more than 80% of farmers do not know any pest control method. The results showed a negative incidence of H. albipunctella on millet yield in these precarious zones. The development of an Integrated Method Program is recommended.
Abstract
Broadband X-ray spectroscopy of the X-ray emission produced in the coronae of active galactic nuclei (AGNs) can provide important insights into the physical conditions very close to their ...central supermassive black holes. The temperature of the Comptonizing plasma that forms the corona is manifested through a high-energy cutoff that has been difficult to directly constrain even in the brightest AGN because it requires high-quality data at energies above 10 keV. In this paper we present a large collection of coronal cutoff constraints for obscured AGNs based on a sample of 130 AGNs selected in the hard X-ray band with Swift/BAT and observed nearly simultaneously with NuSTAR and Swift/XRT. We find that under a reasonable set of assumptions regarding partial constraints the median cutoff is well constrained to 290 ± 20 keV, where the uncertainty is statistical and given at the 68% confidence level. We investigate the sensitivity of this result to our assumptions and find that consideration of various known systematic uncertainties robustly places the median cutoff between 240 and 340 keV. The central 68% of the intrinsic cutoff distribution is found to be between about 140 and 500 keV, with estimated uncertainties of 20 and 100 keV, respectively. In comparison with the literature, we find no clear evidence that the cutoffs in obscured and unobscured AGNs are substantially different. Our analysis highlights the importance of carefully considering partial and potentially degenerate constraints on the coronal high-energy cutoff in AGNs.

The evolution of galaxies is connected to the growth of supermassive black holes in their centers. During the quasar phase, a huge luminosity is released as matter falls onto the black hole, and ...radiation-driven winds can transfer most of this energy back to the host galaxy. Over five different epochs, we detected the signatures of a nearly spherical stream of highly ionized gas in the broadband x-ray spectra of the luminous quasar PDS 456. This persistent wind is expelled at relativistic speeds from the inner accretion disk, and its wide aperture suggests an effective coupling with the ambient gas. The outflow's kinetic power larger than 1046 ergs per second is enough to provide the feedback required by models of black hole and host galaxy coevolution.

We present two large catalogs of active galactic nucleus (AGN) candidates identified across 30,093 deg2 of extragalactic sky from the Wide-field Infrared Survey Explorer's AllWISE Data Release. Both ...catalogs are selected purely using the Wide-field Infrared Survey Explorer (WISE) W1 and W2 bands. The R90 catalog consists of 4,543,530 AGN candidates with 90% reliability, while the C75 catalog consists of 20,907,127 AGN candidates with 75% completeness. These reliability and completeness figures were determined from a detailed analysis of UV- to near-IR spectral energy distributions of sources in the 9 deg2 Boötes field. The AGN selection criteria are based on those of Assef et al. (2013) recalibrated to the AllWISE data release. We provide a detailed discussion of potential artifacts and excise portions of the sky close to the Galactic Center, Galactic Plane, nearby galaxies, and other expected contaminating sources. These catalogs are expected to enable a broad range of science, and we present a few illustrative cases. From the R90 sample, we identify 45 highly variable AGNs lacking radio counterparts in the FIRST survey. One of these sources, WISEA J142846.71+172353.1, is a changing-look quasar at z = 0.104, which has changed from having broad H to being a narrow-lined AGN. We characterize our catalogs by comparing them to large, wide-area AGN catalogs in the literature. We identify four ROSAT X-ray sources that are each matched to three WISE-selected AGNs in the R90 sample within 30″. Spectroscopy reveals that one of these systems, 2RXS J150158.6+691029, consists of a triplet of quasars at z = 1.133 0.004, suggestive of a rich group or forming galaxy cluster.
ABSTRACT We present the detection of an absorption feature at E = 8.77 − 0.06 + 0.05 keV in the combined X-ray spectrum of the ultraluminous X-ray source NGC 1313 X-1 observed with XMM-Newton and ...NuSTAR, significant at the 3 level. If associated with blueshifted ionized iron, the implied outflow velocity is ∼0.2c for Fe xxvi, or ∼0.25c for Fe xxv. These velocities are similar to the ultrafast outflow seen in absorption recently discovered in this source at lower energies by XMM-Newton, and we therefore conclude that this is an iron component to the same outflow. Photoionization modeling marginally prefers the Fe xxv solution, but in either case the outflow properties appear to be extreme, potentially supporting a super-Eddington hypothesis for NGC 1313 X-1.
ABSTRACT
The merger of two or more galaxies can enhance the inflow of material from galactic scales into the close environments of active galactic nuclei (AGNs), obscuring and feeding the ...supermassive black hole (SMBH). Both recent simulations and observations of AGN in mergers have confirmed that mergers are related to strong nuclear obscuration. However, it is still unclear how AGN obscuration evolves in the last phases of the merger process. We study a sample of 60 luminous and ultra-luminous IR galaxies (U/LIRGs) from the GOALS sample observed by NuSTAR. We find that the fraction of AGNs that are Compton thick (CT; $N_{\rm H}\ge 10^{24}\rm \, cm^{-2}$) peaks at $74_{-19}^{+14}{{\ \rm per\ cent}}$ at a late merger stage, prior to coalescence, when the nuclei have projected separations (dsep) of 0.4–6 kpc. A similar peak is also observed in the median NH $(1.6\pm 0.5)\times 10^{24}\rm \, cm^{-2}$. The vast majority ($85^{+7}_{-9}{{\ \rm per\ cent}}$) of the AGNs in the final merger stages (dsep ≲ 10 kpc) are heavily obscured ($N_{\rm H}\ge 10^{23}\rm \, cm^{-2}$), and the median NH of the accreting SMBHs in our sample is systematically higher than that of local hard X-ray-selected AGN, regardless of the merger stage. This implies that these objects have very obscured nuclear environments, with the $N_{\rm H}\ge 10^{23}\rm \, cm^{-2}$ gas almost completely covering the AGN in late mergers. CT AGNs tend to have systematically higher absorption-corrected X-ray luminosities than less obscured sources. This could either be due to an evolutionary effect, with more obscured sources accreting more rapidly because they have more gas available in their surroundings, or to a selection bias. The latter scenario would imply that we are still missing a large fraction of heavily obscured, lower luminosity ($L_{2-10}\lesssim 10^{43}\rm \, erg\, s^{-1}$) AGNs in U/LIRGs.
We calculate the angular correlation function for a sample of ~170,000 active galactic nuclei (AGNs) extracted from the Wide-field Infrared Survey Explorer (WISE) catalog, selected to have red mid-IR ...colors (W1 - W2 > 0.8) and 4.6 mu m flux densities brighter than 0.14 mJy). The sample is expected to be >90% reliable at identifying AGNs and to have a mean redshift of left angle bracketzright angle bracket = 1.1. In total, the angular clustering of WISE AGNs is roughly similar to that of optical AGNs. We cross-match these objects with the photometric Sloan Digital Sky Survey catalog and distinguish obscured sources with r - W2 > 6 from bluer, unobscured AGNs. Obscured sources present a higher clustering signal than unobscured sources. Since the host galaxy morphologies of obscured AGNs are not typical red sequence elliptical galaxies and show disks in many cases, it is unlikely that the increased clustering strength of the obscured population is driven by a host galaxy segregation bias. By using relatively complete redshift distributions from the COSMOS survey, we find that obscured sources at left angle bracketzright angle bracket ~ 0.9 have a bias of b = 2.9 + or - 0.6 and are hosted in dark matter halos with a typical mass of log(M/M sub(middot in circle) h super(-1)) ~ 13.5. In contrast, unobscured AGNs at left angle bracketzright angle bracket ~ 1.1 have a bias of b = 1.6 + or - 0.6 and inhabit halos of log(M/M sub(middot in circle) h super(-1)) ~ 12.4. These findings suggest that obscured AGNs inhabit denser environments than unobscured AGNs, and they are difficult to reconcile with the simplest AGN unification models, where obscuration is driven solely by orientation.
