A discussion of the prospective effects of Scotland's vocational education & training (VET) reforms. The Scottish Enterprise (SE) & the Highlands & Islands Enterprise (HIE), two new bodies that will ...be set up through the Scottish Development Agency & the Training Agency, are described, highlighting the VET tools (eg, transferral of programs, grants, & funding resources) that will become available through these agencies. Six causes for optimism -- including employer interest in becoming involved in SE & HIE, & integration of VET with economic development -- are noted. However, there are problems that could negatively impact SE & HIE, eg, size & stability of the VET available budgets, & the impact of reforms on educational infrastructure: these are discussed as possible counterbalancing forces. 3 References.
