A strategy frequently adopted to contain the COVID-19 pandemic involves three non-pharmaceutical interventions that depend on high levels of compliance in society: maintaining physical distance from ...others, minimizing social contacts, and wearing a face mask. These measures require substantial changes in established practices of social interaction, raising the question of which factors motivate individuals to comply with these preventive behaviours. Using Austrian panel survey data from April 2020 to April 2021, we show that perceived health risks, social norms, and trust in political institutions stimulate people to engage in preventive behaviour. A moderation analysis shows that the effectiveness of social norms in facilitating preventive behaviour increases when people's perceptions of health risks decrease. No such moderation effect is observed for trust in political institutions. These results suggest that strong social norms play a crucial role in achieving high rates of preventive behaviour, especially when perceived levels of health risks are low.
The principle of distributing health care according to medical need is being challenged by increasing costs. As a result, many countries have initiated a debate on the introduction of explicit ...priority regulations based on medical, economic and person-based criteria, or have already established such regulations. Previous research on individual attitudes towards setting health care priorities based on medical and economic criteria has revealed consistent results, whereas studies on the use of person-based criteria have generated controversial findings. This paper examines citizens' attitudes towards three person-based priority criteria, patients' smoking habits, age and being the parent of a young child. Using data from the ISSP Health Module (2011) in 28 countries, logistic regression analysis demonstrates that self-interest as well as socio-demographic predictors significantly influence respondents' attitudes towards the use of person-based criteria for health care prioritization. This study contributes to resolving the controversial findings on person-based criteria by using a larger country sample and by controlling for country-level differences with fixed effects models.
Giving more to those who need more has an intuitive appeal for determining the just allocation of resources. The need principle is considered one of the three major principles of distributive ...justice. In contrast to equality or equity, however, evidence on the adherence to the needs principle rests mainly on stated instead of revealed preferences. In this paper we present an experimental design that exogenously assigns objective, heterogeneous need thresholds to individuals in small laboratory societies structured by a three-line network. The data reveal that a large proportion of individuals respond to others' need thresholds, but at a declining rate as thresholds increase. The equal distribution marks a discrete drop in the need satisfaction rate: Need thresholds above the equal distribution are less frequently satisfied. We conclude that others' needs are weighed against self-interest and equality. Our results provide evidence that distributions may be socially justified on grounds of the need principle.
Public reputation mechanisms are an effective means to limit opportunistic behavior in markets suffering from moral hazard problems. While previous research was mostly concerned with the influence of ...exogenous feedback mechanisms, this study considers the endogenous emergence of reputation through deliberate information sharing among actors and the role of barriers in hindering information exchange. Using a repeated investment game, we analyze the effects of competition and transfer costs on players’ willingness to share information with each other. While transfer costs are a direct cost of the information exchange, competition costs represent an indirect cost that arises when the transfer of valuable information to competitors comes at the loss of a competitive advantage. We show that barriers to information exchange not only affect the behavior of the senders of information, but also affect the ones about whom the information is shared. While the possibility of sharing information about others significantly improves trust and market efficiency, both competition and direct transfer costs diminish the positive effect by substantially reducing the level of information exchange. Players about whom the information is shared anticipate and react to the changes in the costs by behaving more or less cooperatively. For reputation building, an environment is needed that fosters the sharing of information. Reciprocity is key to understanding information exchange. Even when it is costly, information sharing is used as a way to sanction others.
Traditional survey research faces declining response rates due to changing cultural habits and technological developments. Researchers have developed novel approaches to increase respondents’ ...likelihood of participating in web surveys. However, we lack information about whether these methods indeed increase response rates and, if so, whether they bias the resulting data. This article focuses on the use of nonmaterial incentives in the form of a video that provides the invitees with information tailored to their life situation. Analysis of our experimental data shows that instead of increasing respondents’ probability of starting the survey, the video treatments actually decrease it. We provide evidence that the lower salience of the intrinsic benefits of survey participation in the invitation email significantly contributes to this reduction. Additionally, the effect of the nonmaterial incentive differs across subgroups, affecting nonresponse biases in line with employment status, gender, and migration background. We therefore conclude that using additional information in the form of a video as a nonmaterial survey incentive is only suitable under specific conditions.
During the COVID-19 pandemic, some governments took measures to restrict political liberties, claiming that these restrictions were necessary to contain the spread of the virus. In this study, we ...scrutinize differences in citizens’ willingness to accept three types of political restrictions: restricting the media, banning protests, and introducing extensive state surveillance. We focus on two European countries: Austria and Hungary. While we find that perceived health threats, political values, ideological orientation, and political trust are important predictors of accepting political restrictions, we also find that citizens differ in their willingness to support the three types of restrictions depending on whether the given measure affects them directly. We also find differences between Austria and Hungary concerning the way political trust and political values affect the acceptance of restrictions, which may be rooted in the larger polarization of Hungarian society. Furthermore, we observe that perceived health threats, political values, ideological orientation, and political trust are important predictors of accepting political restrictions.
Ethnic and gendered employment gaps are mainly explained by individual characteristics, while less attention is paid to occupational structures. Drawing on administrative data, this article analyses ...the impact of occupational characteristics on top of individual attributes in the urban labour market of Vienna. Both set of variables can explain observed employment gaps to a large extent, but persistent gaps remain, in particular among females. The article's main finding is that the occupational structure appears to have gendered effects. While men tend to benefit from ethnic segregation, women face difficulties when looking for jobs with high shares of immigrant workers. Looking for jobs in occupations that recruit from relatively few educational backgrounds (credentials) is beneficial for both sexes at the outset unemployment, but among females this competitive advantage diminishes over time. The article concludes by discussing potential strategies to avoid the traps of occupational segregation.
Young adults’ work values evolve as they are socialized into education and work. We study a core concept of work values, work centrality, and distinguish between an extrinsic dimension, that is, the ...relative importance of work; and an intrinsic dimension, that is, nonfinancial employment commitment. Using data collected by the CUPESSE project on two generations of families in nine European countries, we explore the congruence of work values between parents and adolescents and the effect of the regional-level social and economic context on young adults’ work values. We find, first, that parental influence is the most robust determinant of extrinsic and intrinsic work centrality in adolescents. Second, the relative importance of work to young women varies across regions, but the variation is explained in part by female labor force participation rates in those regions. Third, differing patterns of extrinsic and intrinsic work centrality across European regions are explained, in part, by gender, education, and subjective financial satisfaction.
To keep up job search motivation and maintain re-employment chances, it is important that unemployed individuals do not stop believing in their ability to (re)gain satisfying employment. This article ...examines whether further education during unemployment has a positive effect on perceived employability (i.e. the subjective assessment of one’s chances to obtain the desired job), based on a panel survey of unemployed young adults in Austria. The article finds that educational activities – either on own initiative or as part of an active labor market program – indeed help to sustain or even increase perceived employability. However, only for long-term programs do the effects persist beyond the duration of the activity. This study thus identifies substantial psychological side effects of active labor market policies involving further education, which could be used to increase actual employability.
Systematic and openly accessible data are vital to the scientific understanding of the social, political, and economic consequences of the COVID-19 pandemic. This article introduces the Austrian ...Corona Panel Project (ACPP), which has generated a unique, publicly available data set from late March 2020 onwards. ACPP has been designed to capture the social, political, and economic impact of the COVID-19 crisis on the Austrian population on a weekly basis. The thematic scope of the study covers several core dimensions related to the individual and societal impact of the COVID-19 crisis. The panel survey has a sample size of approximately 1500 respondents per wave. It contains questions that are asked every week, complemented by domain-specific modules to explore specific topics in more detail. The article presents details on the data collection process, data quality, the potential for analysis, and the modalities of data access pertaining to the first ten waves of the study.
