The paper discusses the frameworks and development of the introduction of the Euro in Central Europe, with a focus on pre-entry countries (Czechia, Hungary, Poland, Romania and Croatia). The main ...elements of monetary integration maturity are the state of real-integration (possibilities of large saving in transaction costs), meeting the criteria of functioning market economy and the single market; macro-economic stability and meeting the Maastricht criteria; and shortcomings of absorption (integration) capacities of the EU. Controversial questions are also discussed, such as requirements concerning inflation, the budget deficit or exchange rate stability. The paper argues that the countries under scrutiny show diverging courses of action and policies, public support is also unclear, and the interests of TNCs and political elites contradict each other. Cultural, legal, security or emotional factors will pay a key role in eventual adoption, and prospects also depend on the solution of the current debt and migration crises.
A 2010. évi kormányváltás után a gazdaságvezetés viszonylag rövid idon belül egyértelmuvé tette: nemhogy közép-, de igazán még hosszabb távon sem kíván elkötelezodni az euró magyarországi bevezetése ...mellett. A döntés elodázására akkor még indokot kínálhatott, hogy válságkezelési üzemmódban volt az ország, így az euróátvétel feltételéül szabott kritériumok teljesítése nem lehetett reális elvárás. Ám megmaradt az illúzió, hogy a Széll Kálmán-terv sikeres végigvitele esetén elobb-utóbb olyan helyzet állhat elo, amelyben érdemi vita folytatható majd az euró magyarországi bevezetésérol. A 2010-es évtized közepére, második felére azonban világossá vált: hiába a javuló makrogazdasági környezet és teljesítmény, a magyar gazdaságvezetés az euróátvételt is elsosorban szuverenitási kérdésként értelmezi. Elismerjük, hogy a bevezetés politikai döntés, ám amellett érvelünk, hogy az euró olyan gazdasági "vállalkozásként" is értelmezheto, amelynek pillérei magában az európai integrációs folyamatban gyökereznek. Ha tehát Magyarország az unió aktív tagja kíván maradni a jövoben is, akkor nem maradhat ki az európrojektbol sem.
The question of monetary integration was part of discussions on European integration from the beginning, in Hungary. That applied to Euro as well, and there was no question that it is part of our ...integration project. We have different waves of discussions, but there was an overwhelming support of the project from great number of the experts. The discussi-ons were professional, less politicized and divided compared to Poland or Czech Republic, and several high quality studies were published on the issue. The discussions intensified again last year and early this year and several studies and articles were published. Among them, the initiative of Hungarian Nation Bank (HNB) on Maastricht22, and the dispute between the Hungarian Minister of Finances (Mihály Varga) and the president of HNB (György Matolcsy) got particular attention. I refer to two articles of the Journal of Coun-terbalanace (Egyensúly), one from Bod Péter Ákos ((former President of the Hungarian National Bank) and István Dobozi (Former Lead Economist at the World Bank). This ar-ticle refers and reflects on the main points of these discussions.
Integration maturity means not just meeting the Maastricht convergence criteria, but we analyse integration maturity in broader terms, and we try to answer the question in the light of compliance ...with all of these requirements. The acceptance mean how far the participants of monetary integration are prepared to take over the required measures and fit into an institutional and policy structure, which is condition of successful operation of the system. This preparedness assume institutional and policy capacities as well, but also the political support of the project by all the actors, including the general public. The maturity and the acceptance are two sides of the coin, and both are necessary for the success of monetary integration. This paper concentrates on the three countries (Czech Republic, Hungary and Poland), and we try to explain, why they made a total turn concerning the euro issue, what are the main interest, and positions behind these drastic changes. We examine two major issues: a) how far the three Central European countries comply with the monetary integration maturity criteria, and how far they are ready to accept all of the circumstances and consequences, which follow from their participation in monetary integration.
Az euró gazdasági-üzleti project, jelentős vállalati érdekek (TNC-ék) kapcsolódnak hozzá. A megtakarított tranzakciós költségek a globális versenyképesség tényezői. Részben az Európai Unió (EU, Unió) ...magas integráltsági szintjével, másrészt az egységes belső piac létrehozásával függ össze. Az eurót eredetileg a magországok érdekeihez szabták, az árstabilitás kapott abszolút prioritást. A kibővülésekkel a rendszer stabilitása érdekében a konvergencia is elengedhetetlenné vált. Az eurókormányzás reformjai 2010 után ezt és a konstrukciós hibákat csak részben korrigálták. Az euró fő zászlóvivői a transznacionális vállalatok (TNC) voltak. Magyarország gazdasága magasan transznacionalizált, és nincs semmi akadálya, hogy ezek a társaságok az eurót használják. Az euró magyar bevezetése összességében általános nemzeti érdek, viszont nincs olyan társadalmi-gazdasági érdekcsoport, amely ezt felvállalná. Gazdaságunk magas euroizáltsága alapján részei vagyunk az euróövezetnek (area szemben a zone-al). Ez sajátos monetáris konstrukció, kettős valutarendszer az árfolyamok lebegtetése mellett jellemzi, de szuboptimális a zóna tagsággal szemben. Nincs komoly érv, miért kellene a belépésünkkel homályos felzárkózási célok miatt várni. Alapvető magyar érdek lenne, hogy az euró végső kialakításában és a további reformokban már közvetlenül és aktívan részt tudjunk venni.
