Diverse investments and increasingly complex construction projects call for the presence of a surveying engineer throughout the entire process - from establishing boundary lines and preparation of ...spatial data for project documentation to property registration and monitoring of structures' deformations or movements. The United Nations acknowledged the right to housing and the right to healthy food as fundamental human rights! - Furthermore, a high-quality system for the registration of real estate is key for the functioning of the real-estate market, being also the condition for numerous investments - both domestic and foreign! - Finally, the data, information and processes of a high-quality system for the registration of real estate are the foundations for the effective management of land, which is an essential constituent element of every country! ...systemic and development projects strongly affect not only the profession but also all users and the society as a whole. ...strategic thinking should be further pursued, concentrating on adequate skills and human resources as well as systemic institutional solutions.
Five decades have passed since the introduction of the first integrated electronic tachymeter. Many innovative technologies in the construction of them have appeared since then. Compared to the early ...models, which only measured and stored direct measurements, tachymeters have become more sophisticated by means of incorporating internal microprocessor and software packages, reflector-less distance-measuring capabilities, robotic functions, image assistance, and other features, and have become multi-sensor systems. The modern tachymeter is a universal measuring platform that adapts, with its great flexibility, to the application in various terrestrial surveying tasks. To better understand tachymeters and their specific characteristics, capabilities, and development, it is necessary to group them by generations. The authors of this paper have recognized five tachymeter generations with the purpose of marking the main technological advances in the historical development of these instruments.

Se pred desetletji je najpodrobnejše in najpopolnejše karte praviloma zagotavljala državna geodetska služba, tako smo v Sloveniji že pred pol stoletja imeli izjemni TTN, ki ga danes nadomeščajo podatki državnega topografskega modela, sistem državnih topografskih kart, kjer si morda v prihodnjih letih spet lahko obetamo prenovljeno nekoč zelo razširjeno uporabno DTK 25, ter sistem preglednih kart. O vizionarstvu Milana Naprudnika nas prepriča primerjava današnjih zapisov v evropskem zelenem dogovoru in skupnem evropskem podatkovnem prostoru, ki vključujejo povsem enake teme. Kljub jasnim ...usmeritvam, ki jih je Milan postavil pred državno geodetsko službo že v obdobju, ko je vodil republiško geodetsko upravo (1967-1970 in 1977-1984), nam jih vsem skupaj vse do danes ni uspelo v celoti izpolniti. Šele z dokončanjem programa projektov eProstor bo slovenska državna geodetska služba skupaj z direktoratom za prostor, graditev in stanovanja MOP izpolnila zamisel o medopravilnih in večnamenskih nepremičninskih evidencah, povezanih z inštrumenti zemljiške politike in prostorskega načrtovanja. Milan Naprudnik je bil skupaj s Tomažem Banovcem in drugimi vizionarji slovenske geodezije zaslužen, da smo slovenski geodeti že v 70. letih ponujali globalne evidence o rabi zemljišč, onesnaženosti, nara- vovarstveni in okoljski vrednosti, tržni vrednosti in drugo. Kataster ostaja temeljna evidenca geodetske upravne dejavnosti, vendar hkrati postaja jedro sistema povezanih zbirk podatkov in spletnih storitev na podlagi teh podatkov, ki bodo v globalizirani družbi služili za sprejemanje kakovostnih odločitev in pripomogli k hitrejšemu, vendar trajnejšemu družbenemu razvoju.

The paper presents the example of an adoption of 2D cadastral data to 3D data from inventory measurements and airborne laser scanning data in order to integrate them in a common spatial reference ...frame and propose the solution for the implementation of the 3D cadastre. The example is related to the subway in Warsaw. The paper introduces the idea of the 3D cadastre for objects of special interest that need this type of solution for transparent legal registration of the property. In order to describe a range of the 3D properties related to subway tunnels and land properties with buildings located over the subway, airborne laser scanning data were provided. The data were used for 3D modelling of buildings and to define the buffer for 3D properties. Terrestrial scanning data were used to prepare generalised 3D tunnels. Aiming to integrate various data, the reference coordinate system was also defined. Such an integration of various data allows the visualisation of 3D properties, which is user-friendly and provides opportunities for further spatial analyses.
Since the digital levels operate on the principle of image processing of the bar code of levelling rod, recorded by a CCD sensor, the proper lighting (i.e. illumination of the bar code) is important ...to achieve accurate results. The prevention of inappropriate lighting conditions is important for the correct recording of the image of bar code section. This paper examines the systematic error as a function of the angle of incidence at which an bar code is illuminated by artificial lighting in low light conditions. Further, the procedure of measurements and the analysis of results for the identification of such errors is proposed. The results of experimental measurements highlight the inappropriateness of bar code illumination at an angle of incidence of more than about 45 °. From the practical measurements, it was found that the angle of incidence 55 ° corresponds to an error of about 0.02 mm, which is twice as much as the resolution of the height measurement determined by the manufacturer.
Positions of polygon points determining a geometric shape of a building object are affected by random measurement errors of the object’s angles. Polygon angles are thus not equal when comparing ...actual and design angles of a building object. However it is possible to make an attempt to correct polygon angles within the standard deviation of the position of polygon points and lead to their congruency with the known design angles of the field object. In this paper, we propose the least squares method for angular adjustment of a polygon which is robust to angles much outlying from their design values. As a result the adjusted polygon has angles equal to the design angles and also detected angles outlying from the design ones, with determined values of deviations. Meanwhile, the coordinates of polygon points slightly changed within their standard deviations.
