Former Deputy Secretary of State P.J. Crowley unpacks the legacy of American triumphs and failures in Iraq . He argues that presidents has fallen victim to the Iraq Syndrome-the disconnect between ...politics, policy, strategy, and narrative-that has hampered America's foreign policy in the Middle East and hotspots throughout the world. In order to maintain America's global leadership role, Crowley argues that the next president must realign American's national security politics, policies, strategies, and narrative for the long term.--Publisher description.
As the US-led coalition forces were bombing Baghdad in 1991, the prominent Iraqi ceramist Nuha al-Radi began writing a diary in English, which now represents, as a book titled Baghdad Diaries (1998 ...2003), a valuable document about what the ordinary civilians went through during a
war in which they had no say. While the diary demonstrates the horrible human losses, material damages and environmental degradation inflicted by a savage war, it also reveals the fear of living under an oppressive dictatorial regime. The diary becomes a nuanced, carefully coded message, defying
the double tyrannies of a genocidal, rogue regime that brutalizes its people and an arrogant superpower that so callously harms a helpless, hapless population. As well, al-Radi, with the prescience of an artist, anticipates the future horrors that befall Iraq after yet another war in 2003,
launched by the same superpower. In this respect, I query Gayatri Chakravorty Spivak's argument that 'literature cannot predict, but it may prefigure'. Moreover, by exposing the hypocrisy and illogic of war and by organically extrapolating her own suffering during the war
and in exile with the collective agonies of an entire nation, al-Radi expands the boundaries of the diary by transcending the solipsistic pitfalls with which the genre might tempt the diarist: she politicizes the hardships and emotions of the personal and endows the intimacy of the private
with a public significations. The expansive contexts embracing Baghdad Diaries (1998 2003) thus demonstrate the genre's validity, versatility and open possibilities.
This paper develops and empirically examines a model of relative productivity differences both within and across industries for small open economies. We decompose the effect of industry productivity ...on export performance into direct effect of own-firm productivity and an indirect effect of higher peer-firm productivity. In a sample of Chilean and Colombian plants, we find evidence of both a positive direct effect and a negative indirect effect. The empirical evidence supports our theoretical prediction that industryspecific factors of production and asymmetric substitutability between domestic and foreign varieties drive the negative indirect effect.
This study investigates the trading behavior of institutional and individual investors around both firm-specific news releases in the
Wall Street Journal and macro-economic announcements. For the ...firm-specific news releases we find that investors conduct a high degree of trading around news releases, especially earnings and dividend news. Institutions buy and sell on both good and bad news, while individual investors only trade on good news. The length of the news article (visibility) is also an important attribute to motivate individual investor trading. Lastly, both institutions and individuals buy large firms after good economic news and sell large firms after bad economic news. The trading of small firms does not appear to be motivated by macro-news.
Most of the Iraqi political leadership, military, and public were convinced that there was a strong likelihood the United States would employ nuclear weapons during Desert Storm. This study examines ...how a combination of existing paradigms, propaganda, military doctrine, and a misunderstanding of US military and political strategy combined to predispose Iraq to expect nuclear escalation, and the impact the perceived threat had on nuclear deterrence and on Iraq's conduct of the Gulf War. The research is based on captured Iraqi political and military documents, as well as on the Iraqi media and interviews.
This paper examines the impact the risk-based capital standards had on bank capital and portfolio risk during the first year the risk-based standards were in effect. To date, insufficient attention ...has been focused on how the risk-based capital standards have impacted bank capital and risk. Building on previous research, this study used a three-stage least squares (3SLS) model to analyze the relationship between bank capital, portfolio risk, and the risk-based capital standards. The results suggest that the risk-based capital standards were effective in increasing capital ratios and reducing portfolio risk in commercial banks.

Utilizing a utility-maximizing, Roy-type, discrete choice model of worker location in Canadian provinces and U.S. states that incorporates returns to skill, amenities, fixed costs, distance, ...language, and border effects, we find that individuals with higher skills migrate to areas with higher returns and that the 49th parallel attenuates migration. Simulations indicate that equalizing returns in the two countries has a modest effect on cross-country migration; however, reductions in border effects tend to have large nonlinear effects on it. Our results confirm the qualitative results of previous research emphasizing the importance of returns to skill and border effects in migration decisions.
Opening mechanisms play a crucial role in information aggregation following the overnight nontrading period. This article examines the process of price discovery at the New York Stock Exchange ...single-price opening auction. We develop a theoretical model to explain the determinants of the opening price and test the model using order-level data. We show that the presence of designated dealers facilitates price discovery relative to a fully automated call auction market. This is consistent with specialists extracting information from observing the evolution of the limit order book. In addition, the specialist's opening trade reflects noninformational factors such as price stabilization requirements.

- Each stage in the Gulf War, the liberation by American-led UN forces of Iraqi-occupied Kuwait in 1990-91, is vividly described in this photographic history. Over 180 photographs provide a ...remarkable visual account of Operation Desert Storm in the air, at sea and on land, and they show the vast array of military equipment deployed by both sides. - Anthony Tucker-Jones, who worked at the time as an analyst for British Defence Intelligence, describes the armed forces that were ranged against each other, in total over a million troops, over 7000 armoured vehicles, 4600 artillery pieces, and thousands of aircraft. - In a concise text he relates the key events in the short, intense conflict that followed û the preliminary air campaign, the elimination of the Iraqi navy, the coalitionÆs ground offensive, the tank battles in which American Abrams and British Challengers engaged Soviet-designed T-72 and T-62s, the Iraqi retreat, the death and destruction at the Muttla Pass, and the liberation of Kuwait City. - The photographs, most of which have not been published before, give a powerful impression of the character of late-twentieth-century warfare. They also record a major conflict that has been overshadowed by the more recent war against Saddam HusseinÆs Iraq. -
