The issue of biofuels has already been much debated, but the focus to date has largely been on Latin America and deforestation - this highly original work breaks fresh ground in looking at the ...African perspective. Most African governments see biofuels as having the potential to increase agricultural productivity and export incomes and thus strengthen their national economies, improving energy balances and rural employment. Why are politicians able to form electoral coalitions that bridge ethnic divisions in some countries and not others? This book answers this question by presenting a theory of pecuniary coalition ...building in multi-ethnic countries governed through patronage. Focusing on sub-Saharan Africa, the book explains how the relative autonomy of business from state-controlled capital affects political bargaining among opposition politicians in particular. While incumbents form coalitions by using state resources to secure cross-ethnic endorsements, opposition politicians must rely on the private resources of business to do the same. This book combines cross-national analyses of African countries with in-depth case studies of Cameroon and Kenya to show that incumbents actively manipulate financial controls to prevent business from supporting their opposition. It demonstrates that opposition politicians are more likely to coalesce across ethnic cleavages once incumbents have lost their ability to blackmail the business sector through financial reprisals. For much of the twentieth century, the intellectual life of the Ottoman and Arabic-Islamic world in the seventeenth century was ignored or mischaracterized by historians. Ottomanists typically saw ...the seventeenth century as marking the end of Ottoman cultural florescence, while modern Arab nationalist historians tended to see it as yet another century of intellectual darkness under Ottoman rule. This book is the first sustained effort at investigating some of the intellectual currents among Ottoman and North African scholars of the early modern period. Examining the intellectual production of the ranks of learned ulema (scholars) through close readings of various treatises, commentaries, and marginalia, Khaled El-Rouayheb argues for a more textured - and text-centered - understanding of the vibrant exchange of ideas and transmission of knowledge across a vast expanse of Ottoman-controlled territory.

What did it mean to be Roman once the Roman Empire had collapsed in the West? Staying Roman examines Roman identities in the region of modern Tunisia and Algeria between the fifth-century Vandal ...conquest and the seventh-century Islamic invasions. Using historical, archaeological and epigraphic evidence, this study argues that the fracturing of the empire's political unity also led to a fracturing of Roman identity along political, cultural and religious lines, as individuals who continued to feel 'Roman' but who were no longer living under imperial rule sought to redefine what it was that connected them to their fellow Romans elsewhere. The resulting definitions of Romanness could overlap, but were not always mutually reinforcing. Significantly, in late antiquity Romanness had a practical value, and could be used in remarkably flexible ways to foster a sense of similarity or difference over space, time and ethnicity, in a wide variety of circumstances.

There has been a long history of idealism concerning the potential of economic and political developments in Africa, the latest iteration of which emerged around the time of the 2007–8 global ...financial crisis. Here, Clive Gabay takes a historical approach to questions concerning change and international order as these apply to Africa in Western imaginaries. Challenging traditional postcolonial accounts that see the West imagine itself as superior to Africa, he argues that the centrality of racial anxieties concerning white supremacy make Africa appear, at moments of Western crisis, as the saviour of Western ideals, specifically democracy, bureaucracy, and neoclassical economic order. Uncommonly, this book turns its lens as much inwards as outwards, interrogating how changing attitudes to Africa over the course of the twentieth and early twenty-first centuries correspond to shifting anxieties concerning whiteness, and the growing hope that Africa will be the place where the historical genius of whiteness might be saved and perpetuated.
